Job Description Position Title: Housing Navigator & Financial Coach Position Location: 7101 Wyoming St, Westminster, CA 92683 Classification: Full-time, Non-Exempt, Temporary Position until February 2027 Benefits • Financial Coach I: $25-$27 - 0-2 years of experience. No financial coach certification. Financial coach certification will be required during training process., • Financial Coach 2: $27-$30 - 2-4 years of experience and financial coach certification., • Financial Coach 3: $30-$32 - 5+ years of experience and financial coach certification or advanced degree in finance, business, accounting, or social work., • Paid Time Off - Vacation (12 days per year), after 3 months, accrued monthly., • Paid Time Off – Health (56 maximum hours per fiscal year) after 3 months., • Holiday Pay (10 days per year), eligible after 3 months. Abrazar (means to Embrace in Spanish) is a non-profit direct service organization providing services to residents in Orange County. Position Summary Abrazar (to Embrace) is seeking a SparkPoint case manager to support the County of Orange’s Homelessness Prevention & Stabilization Pilot (HPSP) Program. The position is responsible for conducting intakes and program enrollment to qualifying households while delivering direct services to households at risk of eviction. The case manager conducts individual client intakes, provides budget, credit, and financial coaching, and coordinates wrap-around support services. Through direct financial assistance, case management, and referrals, the role helps individuals and families stabilize their housing, improve financial well-being, and achieve self-sufficiency goals within a 12-month period. This is a full-time, on-site position focused on keeping households housed and promoting long-term stability. Position Responsibilities • Manage referral process to ensure timely response and appropriate tracking of services, • Coordinate client flow to ensure the employment, financial, education, and housing needs of families are met, • Monitor the development of individualized action plans for families that address financial, education, housing, employment and other service needs, • Ensure adequate referral processes are in place for in-house program offerings, including budget coaching, housing counseling and eviction prevention, financial education and other services, • Track services and outcomes to conform with funder established reporting requirements, • Coordinate services of partner organizations to ensure family needs are addressed, • Assist participants in developing financial, educational and housing goals and work with them to develop a plan to achieve them, • Review credit reports with participants and provide guidance on repairing credit and/or improving credit score, • Establish effective relationships with participating individuals and families to assist them in achieving program goals, • Work cooperatively with and make appropriate referrals to other agency staff to reinforce and support participants’ goals, • Maintain a caseload of 50-75 families, • Met the Enrollment goal during the program, • Coordinate services with partner organizations to ensure family needs are addressed., • Financial Case Management, • Train financial concepts using FDIC, CFPB, and Financial Social Work Concepts., • Coordinate client flow to meet families' employment, financial, education, and housing needs., • Create and monitor tailored action plans with clients to help them manage income, reduce debt, improve credit, and increase assets., • Provide coaching and connect clients to appropriate resources to meet families' employment, financial, education, and housing needs., • Ensure adequate referral processes are in place for in-house program offerings, including budget coaching, housing counseling and eviction prevention, financial education, and other services., • Participate in quarterly reporting activities, including data review, preparing narrative reports, and collecting success stories/testimonials., • Work with Volunteer Income Tax Assistance (VITA) program staff to provide free tax preparation services to clients. Provide resources for tax-related questions and guidance for ITIN preparation., • VITA and ITIN training will be offered and completed as part of this position., • Assess member eligibility for the HPSP Program and determine their housing needs., • Assist members with searching for available properties and negotiating terms on behalf of members., • Complete monthly Individualized Housing Stability Plans (IHSP) and quarterly HPSP Stabilization Survey with clients, • Enter data and notes in the Homelessness Management Information System (HMIS) in a timely manner, • Assist members with resolving landlord issues., • Provide support and resources to help members maintain housing stability and housing., • Connect members with additional resources and services as needed., • Collaborate with government agencies, community organizations, housing authorities, housing service organizations, and property owners., • Ensure members understand their tenant rights and responsibilities., • Maintain accurate, clear, and concise documentation and records of member interactions, referrals, and services provided., • Maintain current knowledge of community resources and services., • Have housing navigation experience and Housing CES experience in Orange County, • Have knowledge of chronic medical conditions, mental illness, substance use, and homelessness, as well as a basic understanding of public benefits and entitlements., • Have excellent case management and documentation skills, including the ability to conduct needs assessments, prioritize member needs, develop action plans, and monitor progress., • Can manage and handle confidential information in accordance with HIPAA standards., • Are highly motivated self-starters who can coordinate and complete multiple projects and tasks in a high-pressure environment., • Can thrive in dynamic environments and readily adapt to change., • Have a strong commitment to understanding Abrazar’s goals and objectives., • Have the flexibility to work some evenings and weekends as needed., • Strong commitment and understanding of the SparkPoint Center's goals and objectives, • Knowledge of issues affecting low- to moderate-income people and communities, • Experience in the financial stability arena, which may include income generation strategies, financial education and coaching, and asset development, • Experience and/or ability to communicate and work effectively with a wide range of institutions—including local government, financial institutions, local businesses, community-based organizations, and community groups, • Ability to compare financial information. Good knowledge of the principles, practices, and techniques of financial and credit counseling, including understanding and interpreting credit reports, • Ability to promote the use of coaching and cultural sensitivity in engaging center clients, • Experience working with families identified as McKinney-Vento, • Experience developing and managing comprehensive individual case plans and working with diverse populations, • Willing to participate in ongoing trainings, including Covered California Certified Application Assistor to link families with health insurance, • Ability to develop and maintain positive work relationships with school staff and volunteers, • Excellent oral and written communication skills.
