Job Description Title: Manager of Building Maintenance Department: Building Maintenance Reports To: VP, Maintenance Pay Grade: 327 Union Status: Union Shift: Monday – Friday 8:00am – 4:30pm Summary: Serves under the direction of the Vice President of Maintenance to manage and oversee all Building Maintenance Department functions across RIAC-operated facilities. In accordance with executive direction, responsible for directing skilled and semiskilled trades personnel and overseeing contractor activities to ensure buildings, systems, and infrastructure are maintained in a safe, compliant, and operationally ready condition. Translates executive directives into departmental work plans, establishes performance expectations, manages procurement and budget activities, and ensures maintenance operations align with organizational standards and regulatory requirements. Essential Duties and Responsibilities: Other duties may be assigned; the essential duties and responsibilities include the following: · Develops short- and long-term work plans, priorities, and staffing allocations consistent with executive direction. · In accordance with executive direction, directly assigns and oversees the work and productivity of Maintenance Technicians, HVAC Technicians, Electricians, Plumbers, and other trades personnel to ensure work is completed in an appropriate time frame in accordance with its priority level. · In accordance with executive direction, oversees maintenance, repair, and operational readiness of: o Terminal buildings and administrative facilities o Mechanical systems including HVAC, boilers, chillers, pumps, and energy management systems o Electrical distribution systems, lighting, and emergency power generation o Plumbing systems and sanitary infrastructure o Fire protection and life safety systems o Access control, security-related infrastructure within maintenance scope o Roof systems, structural components, doors, windows, and building envelopes o Interior finishes and public-use areas o Roadways, sidewalks, and landside support structures within department responsibility · Ensures all systems are maintained in compliance with applicable codes, safety regulations, manufacturer specifications, and executive direction. · Directly responsible for electricians maintaining 14 CFR Part 139 compliance for airfield lighting and electrical systems. · Ensures compliance with RIAC policies, safety standards, and applicable building codes. · Maintains accurate time, overtime, and production records and reviews technician daily reports for accuracy, completeness, and alignment with assigned work durations. · Responds to after-hours calls and emergency situations as required. · Participates in winter storm response and snow and ice removal operations as necessary. · Performs trade-related work as operationally necessary. Primary responsibility is oversight, coordination, and management of maintenance operations. · Oversees contractors performing building maintenance, repair, renovation, and improvement work. · Reviews scopes of work, cost proposals, and specifications, as needed. · Monitors contractor compliance with contract provisions, safety standards, security requirements, and project timelines. · Coordinates contractor access in secure airport environments. · Inspects contractor work for quality and code compliance, and contracted scope of work prior to acceptance of work and approval of invoices. · Assists in identifying capital improvement and major system replacement needs. · Oversees procurement of materials, parts, equipment, and contracted services necessary to maintain operational readiness. · Develops annual and seasonal procurement plans. · Forecasts material and supply needs based on preventative maintenance schedules and system condition assessments. · Maintains appropriate inventory levels of operationally necessary, long lead, and critical components and emergency repair materials. · Ensures compliance with RIAC procurement policies and budgetary controls. · Monitors vendor performance and supply chain reliability. · Develops, monitors, and manages the departmental operating budget under the direction of the Vice President of Operations & Maintenance. · Tracks labor, material, and contractor expenditures. · Identifies cost efficiencies and operational improvements. · Prepares reports as needed regarding departmental performance and resource utilization. · Functions as designated backup Snow Team Manager under the Airport Snow and Ice Control Plan (SICP). In the absence of, or at the direction of, the VP of Maintenance oversees snow team staff supervision, equipment coordination, and safety oversight. · Escalates significant personnel matters, compliance concerns, and operational risks to senior management promptly and without omission. · Exercises supervisory authority over assigned staff, including corrective action, and addresses performance deficiencies, misconduct, and behavioral concerns in a timely and consistent manner. · Confers with directors, supervisors and managers to determine building maintenance needs. · Responds to emergency problems for the Building Maintenance department to form an initial assessment, temporary repair, and/or implement any necessary public protection action required. · Other related duties may be assigned. Supervisory Responsibilities: · Provides direct oversight of department staff, including Maintenance Technicians, HVAC Technicians, Electricians, Plumbers, and other assigned trades personnel. · Establishes daily and long-term work priorities consistent with executive direction. · Assigns work, monitors productivity, and evaluates performance. · Recommends or administers corrective and disciplinary action in accordance with organizational policy. · Ensures staff adherence to safety standards, building codes, and RIAC policies. · Oversees scheduling and staffing adjustments necessary to maintain operational continuity. Qualifications: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required. Special qualifications include: · Thorough knowledge of commercial and institutional building maintenance practices. · Knowledge of mechanical, electrical, plumbing, fire protection, and life safety systems. · Familiarity with applicable building codes and safety regulations. · Experience supervising skilled trades personnel. · Experience overseeing contractor-performed work · Experience managing multiple projects simultaneously. · Experience with procurement processes and departmental budgeting. · Proficiency in Microsoft Office applications and maintenance management systems. · Ability to read and interpret blueprints, wiring schematics, and construction drawings. · Strong organizational, leadership, and communication skills. · Complete and pass a Transportation Security Administration/Federal Aviation Administration (TSA/FAA) 10-year employment history verification, which will include fingerprinting and a Criminal History Records Check (CHRC) prior to being considered for this position. This status must be maintained as a condition of continued employment. · Ability to obtain and maintain Movement Area authorization, possess a valid driver’s license, and be insurable, which must be maintained as a condition of continued employment. Education/Experience: · Preferred bachelor’s degree in Facilities Management, Engineering, Construction Management, Business Administration, or a related field OR Equivalent combination of education and progressively responsible experience in building maintenance. · Minimum five (5) years of progressively responsible experience in commercial or institutional building maintenance. · Minimum three (3) years in a supervisory or managerial role. · Equivalent combination of education and experience may be considered. Certificates, Licenses, and Registrations · Valid driver’s license required. · Relevant trade license desirable but not required. · Must maintain required airport security credentials. Physical Requirements: The physical demands described herein are representative of those that must be met by an employee to successfully perform the essential functions of this position. Ability to traverse buildings, rooftops, mechanical rooms, and construction areas for inspection and oversight. · Ability to climb ladders and access elevated areas when necessary. · Ability to lift up to 40 pounds occasionally. · Ability to work outdoors in varying weather conditions · Combination of office-based administrative work and field-based inspections. · Ability to work snow events and respond to emergency situations outside normal working hours.
