Compliance Manager The Compliance Manager is responsible for developing, implementing, and overseeing company‑wide compliance programs to ensure the organization operates in full compliance with applicable federal, state, and local laws, regulations, and industry standards specific to the last‑mile courier and logistics industry. This role serves as a strategic partner across Operations, Safety, HR, Legal, Finance, IT, and Vendor Management, ensuring regulatory, operational, and contractual compliance while enabling efficient, scalable delivery operations. Location: 12470 Telecom Drive, Tampa Florida (Onsite at HQ) no virtual or hybrid schedule available. Pay Scale: $79K to $100K Hours: 40 standard, however additional hours will be necessary based on customer needs. M-F 8”30am to 5:30pm. Job Responsibilities: • Ensure compliance with all applicable laws and regulations impacting last‑mile delivery operations, including but not limited to DOT and transportation regulations, driver classification (employee vs. independent contractor), wage & hour laws, data privacy and security regulations, and environmental and fleet compliance requirements., • Build base plates for commercial motor vehicles, Applicable IFTA (International fuel tax agreement), and IRP International Registration Plan. Renewing base plates and ensuring vehicles are registered in the clearing house., • Establish and maintain enterprise‑wide compliance governance frameworks to ensure consistent, documented, and repeatable processes across all departments., • Define ownership, accountability, escalation paths, and approval requirements for compliance‑related processes., • Standardize compliance procedures across regions, sites, and teams to reduce risk and inconsistency., • Maintain central documentation for compliance policies, procedures, controls, and workflows., • Partner with Operations, HR, Safety, IT, Finance, and Legal to embed compliance into daily business processes., • Design and manage a structured audit cadence to proactively assess compliance across all functions., • Conduct recurring internal audits, including, operational compliance, driver and fleet compliance, safety and incident reporting, labor and HR compliance, and vendor and third‑party compliance., • Establish audit schedules (monthly, quarterly, and annually) based on risk level and regulatory exposure., • Oversee documentation collection, sampling, and validation., • Identify gaps, non‑compliance trends, and root causes through audit findings., • Develop, track, and provide corrective action plans for compliance related misses., • Prepare leadership‑level reporting on audit results, trends, and risk exposure., • Serve as the primary point of contact for external audits, inspections, and regulatory inquiries., • Management of permit books to provide a centralized repository for all necessary permits and compliance documents., • Monitor changes in federal, state, and local regulations and assess operational impact., • Oversee the RFP, renewal, and change process for company insurance. Be the single source team that ensures that all regulations, security measures, and compliance data protection are in place. Look at company risk management strategies and manage all stakeholders involved in the decision making., • Develop a paper log backup system that secures data in the event of an electronic system failure., • Establish and oversee driver fitness‑for‑duty policies to ensure safe vehicle operation and regulatory compliance., • Ensure all drivers meet required pre‑hire fitness criteria, including medical, licensing, and physical capability requirements., • Coordinate with HR, Safety, and Operations teams to address fitness concerns, restrictions, or accommodations., • Oversee processes for fitness determinations following incidents, accidents, or safety violations., • Support investigations related to safety incidents where driver fitness may be a contributing factor., • Provide training and guidance to managers on identifying and escalating potential fitness‑for‑duty concerns., • Ensure corrective actions are implemented when drivers are found not fit for duty., • Lead the compliance team in tracking and managing contractor and driver documentation, including insurance, background checks, safety certifications, and onboarding materials., • Oversee audits and risk assessments to proactively identify areas of non-compliance and develop corrective action plans., • Serve as the primary liaison between legal, operations, and external partners on all compliance-related matters., • Monitor regulatory and industry changes, ensuring company policies and practices are updated accordingly., • Create, implement, and enforce standard operating procedures (SOPs) and internal policies that promote a culture of compliance and reduce operational risk., • Prepare and present compliance performance reports and risk assessments to executive leader., • Support and manage customer audits by coordinating documentation, responding to inquiries, and ensuring follow-through on any corrective measures., • Lead training initiatives for field managers and operational teams on compliance requirements, systems, and protocols., • Manage compliance-related systems (e.g., Gigsafe, UKG, data lake tools), including testing new features and implementing upgrades., • Collaborate with IT and Data teams to ensure accurate data management and reporting across compliance systems., • Develop and track key compliance metrics and KPIs to measure program effectiveness and support continuous improvement., • Ensure compliance with IFTA regulations applicable to qualified motor vehicles operating across U.S. states and Canadian provinces, as defined under IFTA Articles of Agreement and state implementations., • Maintain and oversee the company’s IFTA license, decals, and base‑jurisdiction registration., • Collect, validate, and reconcile mileage and fuel purchase data by jurisdiction for all covered vehicles., • Prepare, review, and file quarterly IFTA tax returns accurately and on time, even during zero‑mile or zero‑fuel periods, in accordance with mandated filing deadlines., • Monitor jurisdictions specific fuel tax rates and ensure correct application during calculations, recognizing that rates may change quarterly., • Ensure proper record retention of mileage logs, fuel receipts, and supporting documentation in compliance with IFTA recordkeeping requirements (including electronic records and approved paper log backups)., • Serve as the primary point of contact for IFTA audits, inquiries, or assessments, coordinating responses and corrective actions as needed., • Identify reporting risks, discrepancies, or trends and implement corrective controls to prevent penalties, interest, or license suspension., • Coordinate across Operations, Fleet, Finance, and IT teams to ensure accurate data capture, system integrity, and compliance continuity. Qualifications: • Bachelor’s degree in business administration, Compliance, Legal Studies, Risk Management, or a related field required., • 5–7 years of experience in compliance, risk management, or regulatory affairs, with at least 2 years in a leadership or management role., • Prior experience in logistics, transportation, supply chain, or a similarly regulated industry is strongly preferred., • Strong understanding of compliance frameworks, internal controls, and regulatory requirements (e.g., DOT, FMCSA, OSHA, GDPR)., • Proficiency in using compliance management tools, document tracking platforms (e.g., Gigsafe), and reporting systems (e.g., Excel, Power BI, Smartsheet)., • Knowledge of audit processes, risk assessments, and corrective action planning., • Proven ability to lead cross-functional teams, drive accountability, and build a culture of compliance., • High ethical standards and the ability to handle confidential information with integrity., • Willingness to travel periodically to support field operations, audits, or training sessions. Skills: • Strong interpersonal, verbal, and written communication skills; able to present to senior leadership and external stakeholders., • Exceptional analytical skills with the ability to identify gaps, interpret regulations, and develop strategic solutions., • Experience conducting investigations and managing compliance incidents with clear documentation and resolution., • Highly organized with the ability to manage multiple priorities, deadlines, and compliance initiatives simultaneously., • Strong project management skills and attention to detail.
