Job Description The Program Manager for Walker Hall is responsible for the overall operation, supervision, safety, and program integrity of the Walker Hall residential program serving justice-involved youth. This role provides leadership for staff, ensures compliance with Muscogee (Creek) Nation Tribal Juvenile Justice (MCN TJJ) requirements, and oversees program implementation consistent with trauma-informed care, public safety standards, and recovery-oriented principles. The Program Manager serves as the primary point of coordination between MHAOK, MCN TJJ, and external partners, ensuring appropriate intake, supervision, emergency response, documentation, and youth progression through the program’s behavioral phases. PRINCIPAL DUTIES AND RESPONSIBILITIES: • Provide overall leadership and management of Walker Hall operations., • Ensure the program is operated in accordance with Walker Hall policies, MCN TJJ requirements, court orders, and MHAOK standards., • Maintain a safe, structured, and supportive residential environment., • Ensure consistent implementation of the Behavioral Phases Model, incentives, and accountability framework., • Review and update the Walker Hall Program Manual as needed., • Provide direct supervision, coaching, and performance management for Resident Assistants (RAs) and other assigned staff., • Ensure adequate staffing coverage across all shifts, including evenings, nights, weekends, and holidays., • Serve as or coordinate on-call supervisory coverage for after-hours incidents., • Conduct regular team meetings, individual supervision, and performance evaluations., • Support hiring, onboarding, training, and ongoing competency development of staff., • Ensure staff are trained in emergency protocols, trauma-informed care, and MCN coordination requirements., • Oversee the referral and intake process in collaboration with MCN TJJ., • Review referral materials to determine program appropriateness and readiness., • Ensure required pre-intake housing interviews and house tours occur., • Confirm intake readiness, including staffing, supplies, documentation, and safety checks., • Ensure belongings checks and intake documentation are completed according to policy., • Authorize or delay intake when safety, documentation, or readiness concerns exist., • Ensure consistent enforcement of house rules, curfews, supervision levels, and phase-based privileges., • Provide leadership during critical incidents, including failure to return from passes, substance use, weapon possession or access, absconding/runaway behavior, and medical or mental health emergencies., • Coordinate immediate response and communication with MCN TJJ and leadership., • Ensure incidents are documented, reviewed, and addressed through corrective action planning., • Participate in emergency case staffings and placement review decisions., • Serve as the primary program-level liaison with MCN TJJ., • Participate in weekly case staffings and progress reviews., • Ensure timely court and progress reporting., • Coordinate decisions related to passes, sanctions, placement changes, or discharge., • Support cultural programming and collaboration provided by MCN., • Ensure accurate, timely documentation, including incident reports, shift logs, intake records and emergency documentation., • Monitor compliance with program policies, emergency protocols, and court requirements., • Assist with program budgeting, resource oversight, and operational needs., • Track and address facility maintenance, safety concerns, and supply needs., • Ensure medication management procedures are followed and audited., • Monitor program effectiveness, safety trends, and staff performance., • Identify training, staffing, or procedural gaps and implement improvements., • Lead post-incident reviews and prevention planning., • Ensure program practices align with trauma-informed, culturally responsive, and restorative principles. KNOWLEDGE, SKILLS & ABILITIES: • Education:, • Bachelor’s or Master’s degree in Social Work, Psychology, Counseling, Criminal Justice, or related field preferred; equivalent experience considered., • Experience:, • Minimum of 3–5 years of supervisory experience in residential services, juvenile justice, housing, or behavioral health settings., • Experience working with justice-involved youth, individuals with mental health needs, or high-risk populations., • Skills:, • Strong leadership, decision-making, and crisis management skills., • Ability to manage complex situations involving safety, legal requirements, and human behavior., • Knowledge of trauma-informed care, restorative practices, and residential program operations., • Strong documentation, organizational, and communication skills., • Ability to work flexible hours and respond to after-hours emergencies., • Proficiency in Microsoft Office and electronic documentation systems., • Valid driver’s license and reliable transportation required. WORK CONDITIONS & PHYSICAL DEMANDS: • Work is performed in a residential program setting., • Moderate noise level., • Requires flexible schedule including evenings, nights, weekends, and holidays., • Occasional travel required., • Ability to communicate effectively verbally and in writing., • Ability to lift up to 25 pounds occasionally., • Physical stamina to walk, stand, and respond to emergencies as needed.
