Job Description Position Summary A&M Consulting Engineers is seeking a Resident Engineer (RE) to lead construction administration and construction engineering (CE) services for public infrastructure projects. This role is responsible for delivering projects safely, on time, and in compliance with contract documents and funding requirements—especially Caltrans Local Assistance procedures, including the Local Assistance Procedures Manual (LAPM) for federal-aid/state-funded projects. The Resident Engineer serves as A&M’s primary construction lead in the field and with the agency, and is accountable for contract compliance, documentation, coordination, and resolution of construction issues from Notice to Proceed through final acceptance and closeout. Key Responsibilities 1. Construction Administration & Contract Compliance (LAPM-Focused) • Administer construction contracts in accordance with Caltrans LAPM, agency requirements, and the contract documents (plans/specs/special provisions)., • Maintain complete, audit-ready project documentation consistent with LAPM expectations (daily reports/diaries, correspondence logs, photos, tracking logs, payment documentation, and final closeout records)., • Support compliance requirements for federally funded projects as assigned, which may include:, • DBE (commitments, CUF monitoring support, prompt payment support, documentation), • Buy America/Buy American documentation (as applicable to the project), • Labor compliance / prevailing wage coordination (certified payroll review support, interviews support, violations documentation), • EEO / Title VI documentation support (as required by the agency/funding), • Coordinate with the Local Agency and Caltrans Local Assistance staff as needed for project controls, documentation, and approvals. 2. Field Leadership & Construction Oversight • Serve as the on-site lead, coordinating A&M inspectors, testers, and specialty support staff., • Conduct progress meetings, weekly coordination, and issue-resolution meetings with contractor, agency, utilities, and stakeholders., • Verify construction conformance with plans/specifications; identify nonconforming work and lead corrective action documentation., • Enforce project safety expectations and coordinate with the contractor regarding public safety, traffic control, and work zone impacts. 3. Quality Assurance / Materials / Testing Coordination • Implement and manage the project QA program consistent with the contract and agency requirements., • Coordinate sampling/testing with the agency’s or project’s testing lab; review test results and ensure corrective actions are implemented., • Review and track material certifications, submittals, and approved products lists; verify installed materials match approved submittals. 4. RFI / Submittals / Design Coordination • Lead the RFI process: log, review, coordinate with design engineer/agency, and track responses to closure., • Manage submittals: track, review for completeness and contract compliance, coordinate approvals, and document distribution., • Identify constructability issues early and coordinate solutions that protect scope, schedule, and funding compliance. 5. Change Management (Force Account, COs, Claims Avoidance) • Evaluate potential changes, analyze cost/schedule impacts, and support negotiation and documentation., • Track change requests, potential change orders, and time impacts; maintain change logs and supporting documentation., • Oversee force account work documentation (time/material/equipment notes, tickets, photos) and ensure defensible records., • Support dispute resolution and claims avoidance through timely documentation, communication, and contract-based decisions. 6. Payments, Quantities, and Project Controls • Maintain quantity tracking and measure/pay item documentation (including field measurements, backup, and as-builts)., • Review contractor pay requests for accuracy and compliance; prepare/validate progress payments., • Track schedule progress, critical path impacts, and time extensions; support time-impact evaluations where applicable. 7. Public Agency Coordination & Communication • Act as a professional representative of A&M with City/County staff, Caltrans Local Assistance (if applicable), residents, and businesses., • Support public notifications and stakeholder coordination for closures, night work, detours, and major impacts., • Participate in public meetings/outreach events as needed; occasional evening/weekend work may be required based on construction operations. 8. Closeout & Final Acceptance • Lead contract closeout tasks: punch list coordination, final quantities, final documentation, and acceptance support., • Support turnover of as-builts, warranties, O&M manuals (as applicable), and final project records suitable for audit. Minimum Qualifications • California Professional Engineer license Required., • Bachelor’s degree in Civil Engineering, Construction Management, or related field (or equivalent experience in public works construction administration)., • 5+ years of progressively responsible experience in public works construction inspection, construction management, or resident engineering., • Demonstrated experience administering public works projects with strong documentation discipline., • Valid California driver’s license and ability to travel to job sites (Central Valley and surrounding areas). Required Knowledge & Skills • Working knowledge of Caltrans LAPM and typical federal-aid/state-funded construction requirements (documentation, payments, change management, closeout)., • Strong understanding of contract documents, pay items, measurement/payment, RFIs, submittals, and change orders., • Ability to read/interpret plans, specifications, and special provisions; strong field problem-solving., • Excellent written communication: professional correspondence, diaries, logs, meeting minutes, and defensible recordkeeping., • Ability to lead meetings, coordinate stakeholders, and manage conflict/resolution in a professional manner. Preferred Qualifications • Experience on Caltrans Local Assistance-administered projects (HSIP, ATP, CMAQ, STBG, SB1, etc.)., • Experience supporting labor compliance documentation and prevailing wage coordination., • Familiarity with traffic control implementation, ADA/PROW compliance considerations, and SWPPP coordination., • Certifications such as: QSD/QSP/QISP, ATSSA traffic control, ACI, ICC, or similar (project dependent). Work Environment & Physical Requirements • Regular field presence on active construction sites; variable hours aligned with contractor operations., • Ability to walk uneven terrain, climb in/out of trenches/structures (as permitted), and lift/carry typical field equipment., • PPE required; must follow all safety requirements and site protocols.
