Job Description East Cherry Creek Valley Water and Sanitation District (ECCV) has been sustaining our community by providing safe and reliable water since 1962. ESSENTIAL DUTIES AND RESPONSIBILITIES: • Oversees the District's SCADA system and provides on-going technical expertise in proper programming, use, and care of SCADA hardware and software, including the SCADA computer system network and Programmable Logic Controllers (PLC)., • Schedules and assigns daily work of the I & C team including training, technical assistance, work inspections, and ensures tasks are completed on time and correctly., • Implements new technologies developed for industrial applications, including writing and approving specs., • Utilizes the SCADA system and manual operations associated with utility service provision, maintain, and operate groundwater/surface water supply and distribution system to ensure a safe, efficient, and reliable water supply., • Configures, analyzes, evaluates, modify, test, debug, update, and implement changes to the SCADA system., • Installs, monitors, maintains, document and/or make programming corrections to the SCADA software and other software, and on related equipment., • Performs maintenance, repair, and calibration tasks on electronic and electrical operating systems, instrumentation, switchgear, and other related equipment. Repairs and replaces components as needed., • Performs inspections and repairs to radio and telemetry equipment associated with remote facilities., • Maintains SCADA network by coordinating with IT and IT consultants., • Provides on-going technical support in proper use and care of SCADA hardware and software, electronic equipment, Programmable Logic Controllers (PLCs), and related software., • Utilizes preventive maintenance policies and procedures to assure effective and reliable operation of the systems, processes work orders for equipment, repair, and maintenance items., • Maintains accurate records of problems encountered, work performed, and parts and materials used in system operations. Maintain and purchase inventory of spare parts, equipment, and related supplies., • Trains staff on the support and proper use, repair, and installation of field instrumentation, control equipment, etc. as needed., • Supports budget management by monitoring the completion of capital projects and providing budgetary numbers for planning., • Provides oversight for I&C-related end-to-end lifecycle of contracts, including drafting, negotiation, execution, renewal, and termination., • Collaborates with other ECCV departments in maintaining electrical utility provider partnerships: coordinating service changes, monitor utility performances, etc., • Participates in continuous improvement initiatives and provides input and feedback on department policies and Standard Operating Procedures (SOP)., • Maintains regular and predictable attendance as scheduled, and perform job duties with varying schedules, including holidays and weekends, on-call and overtime as needed. KNOWLEDGE, SKILLS, AND ABILITIES: • Knowledge of Federal and State regulations relating to water treatment, drinking water, wastewater collection, and water distribution systems., • Knowledge of water and wastewater chemical processes, pumps, valves, and hydraulics., • Knowledge of PLC I/O networks and field connections for monitoring and controls. Extensive experience with SCADA systems, process controls, programmable controllers and HMI process control systems., • Knowledge of the development of control strategies and processes and instrumentation diagrams; communication standards and networking interfaces from PCLs to SCADA networks., • Skill in the use of Microsoft operating systems and domain networking fundamentals, TCP/IP networks systems, and the following primary desktop applications: MS Word, Excel, Access., • Ability to establish, foster and maintain effective working relationships with all District employees, management, consultants, governmental officials, and the general public., • Demonstrate with all interactions, a high level of quality customer service; a positive and professional demeanor; the ability to exercise sensitivity; the ability to handle stressful situations in a diplomatic and tactful manner., • Demonstrate the ability to exercise good judgment, discretion, and maintain confidentiality to handle sensitive information appropriately., • Ability to accurately compile, analyze and interpret facts to troubleshoot; arrive at valid conclusions and make logical decisions to solve problems; exercise sound judgment in making decisions., • Ability to effectively communicate verbally and in writing, prioritize tasks, make independent decisions, prioritize workload with multiple shifting priorities and interruptions; follow-up, and follow-through on tasks; and meet deadlines., • Understand and utilize blueprints, schematics, and other layouts; perform math and algebraic equations associated with the water treatment field. EDUCATION, CERTIFICATION, FORMAL TRAINING, AND EXPERIENCE: • BS degree in Electrical Engineering, Computer Science, Computer Information systems, or related field., • At least four years working experience performing development and administrative tasks in a LAN or WAN based SCADA network system, PLCs, and radio telemetry., • Development experience with Visual Basic for Applications; Genesis, Intellution, iFIX, or Wonderware SCADA software., • State Certification as a Class B Water Treatment Operator, level I Distribution System Operator or Wastewater Collection System Operator or ability to obtain within one year., • ISA, CSST, or higher, • Any equivalent combination of education, experience, training and experience that demonstrates the required knowledge, skills, and abilities may be considered. Hiring pay range: Min $106,700/yr ($51.29/hr)-Max $174,550/yr ($83.91/hr). Pay based on qualifications and experience. ECCV is an equal opportunity employer.
