Job Description Position Summary The Resident Engineer will have day-to-day responsibility for successful execution of the project and will serve as the contractor’s principal onsite representative and primary day-to-day point of contact with Maryland Transit Administration, the client’s engineer, inspectors, utility representatives, local authorities, and other stakeholders. The position has overall responsibility for field construction, subcontractor supervision, schedule execution, cost control, quality, safety, technical coordination, documentation, contract compliance, risk management, and closeout, with particular emphasis on civil subcontractors performing deep drainage construction, RCP, manholes, underdrains, temporary excavation support, MSE wall reconstruction, backfill, compaction, erosion control, and restoration. The Resident Engineer must direct multiple disciplines while protecting the 250-calendar-day contract duration and the critical 33-calendar-day Light Rail shutdown. 1. Overall Project Leadership • Assume day-to-day responsibility from mobilization through final acceptance and closeout., • Lead the onsite team and establish clear daily priorities., • Act as the principal field representative and coordinate with the Head of Project Management and company leadership., • Direct subcontractors, suppliers, inspectors, surveyors, testing agencies, and field personnel., • Establish accountability for production, safety, quality, cost, and schedule., • Maintain current knowledge of drawings, specifications, submittals, RFIs, directives, permits, and client instructions., • Prevent unauthorized changes and ensure use of current approved documents., • Coordinate concurrent work at Maple Road and Twin Oaks Road. 1. Client and Stakeholder Management • Serve as the principal day-to-day point of contact with Maryland Transit Administration., • Lead contractor participation in progress, coordination, technical, shutdown, safety, and inspection meetings., • Prepare clear responses to client questions, notices, concerns, and field observations., • Maintain working relationships with MTA, inspectors, designers, Light Rail operations, utilities, jurisdictions, and emergency services., • Provide timely notice of conditions affecting cost, schedule, safety, quality, access, or performance., • Escalate unresolved issues before material impact., • Document verbal instructions and obtain written direction where appropriate. 1. Civil Construction Supervision • Supervise civil subcontractors performing existing drainage investigation, utility locating, test pits, clearing, access, excavation, trenching, shoring, dewatering, temporary storm-flow management, pipe removal, Class IV and V RCP installation, 42-inch and 48-inch RCP, precast manholes, junction boxes, inlets, endwalls, underdrains, bedding, haunching, embedment, backfill, and compaction., • Supervise MSE panel removal, protection, storage, resetting and replacement; reinforcing mesh; leveling pad; drainage and filter fabric; coping; fence; riprap; slope stabilization; erosion control; roadway, sidewalk, landscape, and site restoration., • Manage bid-schedule quantities including 56 ft of 42-inch Class IV RCP, 84 ft of 42-inch Class V RCP, 47 ft of 48-inch Class V RCP, two 48-inch precast manholes, three 72-inch precast manholes, 23 vertical feet of added 72-inch depth, 600 SF of MSE reinforcing mesh, and the lump-sum MSE Foundation Wall. 1. MSE Wall Construction Management • Review approved MSE working drawings and calculations signed and sealed by a Maryland-licensed professional engineer., • Verify field survey of panels, reinforcement, connections, coping, leveling pad, elevations, drainage, and adjacent conditions., • Coordinate panel-by-panel condition survey and pre-existing damage documentation., • Ensure affected panels are marked, handled, stored, inspected, and reset using approved procedures., • Coordinate exploratory excavation and verify new epoxy-coated reinforcing mesh and hardware., • Ensure reinforcement is inspected before burial., • Verify foundation preparation, proof rolling, unsuitable-material removal, leveling-pad construction, and required curing., • Monitor line, grade, batter, joint spacing, and plumbness., • Coordinate No. 57 aggregate placement, restricted-zone compaction, joint geotextile, underdrains, RCP penetrations, coping, and fence restoration., • Stop work when field conditions differ materially from approved design or wall stability is uncertain. 1. Railroad and Shutdown Coordination • Develop and implement the shutdown-dependent construction plan., • Coordinate work blocks, track access, red tags, roadway-worker protection, and access restrictions., • Confirm prerequisites are complete before the shutdown., • Coordinate civil work with track removal and restoration, signal work, conduits, crossing construction, and testing., • Maintain daily progress against the shift-level shutdown plan and initiate recovery immediately., • Coordinate extended shifts, multiple crews, alternative equipment, and resequencing., • Confirm inspection, testing, documentation, and acceptance before restoration of rail service., • Prevent noncritical work from interfering with critical shutdown activities. 1. Subcontractor Management • Conduct subcontractor kickoff and preconstruction meetings., • Review scopes for gaps, overlaps, exclusions, and interface risk., • Confirm staffing, equipment, supervision, material, survey, and testing commitments., • Review daily plans and look-ahead schedules and measure actual productivity., • Direct corrective action for poor performance., • Verify quantities and evaluate payment applications and change requests., • Maintain records of delays, deficiencies, rework, manpower, equipment, and nonperformance., • Enforce safety, quality, schedule, cleanup, documentation, and coordination requirements., • Recommend supplementation, withholding, corrective action, or replacement when necessary. 1. Contract Administration and Change Management • Identify differing work and changed conditions., • Ensure timely RFIs, notices, potential change notices, and requests for direction., • Maintain contemporaneous cost and schedule impact records., • Distinguish base, incidental, allowance, contingent, directed, and potential change work., • Prevent disputed extra work without documented direction, except for immediate protection., • Review force-account records and obtain signatures., • Coordinate change estimates and time-impact analyses., • Maintain a current change-management log. 1. Quality Management • Implement the project quality-control plan and hold points for drainage, manholes, MSE walls, concrete, backfill, track interfaces, and restoration., • Verify material certifications and approved submittals before installation., • Prevent covering work before required inspections and tests., • Coordinate compaction, concrete testing, surveys, pipe and manhole inspection, wall alignment surveys, and final acceptance., • Review nonconformances and corrective actions., • Maintain complete turnover records. 1. Safety Management • Enforce the approved site-specific safety and health plan., • Coordinate excavation competent-person inspections and confirm protective systems account for depth, soil, groundwater, railroad surcharge, and adjacent structures., • Review lifting plans for RCP, manholes, MSE panels, and heavy precast elements., • Confirm qualified riggers, signal persons, operators, and competent persons., • Coordinate confined-space evaluations., • Stop unsafe work and participate in investigations and corrective actions., • Maintain emergency access and response capability. 1. Cost and Financial Control • Review commitments, actuals, forecasts, and remaining exposure., • Track labor, equipment, material, subcontract, testing, railroad support, and temporary works., • Review weekly cost and estimate-at-completion reports., • Approve field time, equipment reports, delivery tickets, quantities, and invoices., • Identify overruns and initiate corrective action., • Coordinate monthly billing, WIP, earned value, and cash-flow forecasting. 1. Documentation and Reporting • Review and approve daily reports., • Maintain current logs for RFIs, submittals, changes, inspection, tests, deficiencies, permits, utilities, shutdowns, and client commitments., • Prepare weekly executive reports covering safety, quality, progress, schedule, cost, subcontractors, procurement, design, changes, claims, and decisions required., • Maintain photographic records before work is covered., • Ensure redlines, as-builts, warranties, certifications, training records, and closeout packages are completed. Required Qualifications • Bachelor’s degree in civil engineering, construction engineering, construction management, or related field., • Minimum 10 years of progressively responsible heavy-civil construction experience., • Minimum 5 years in a resident engineer, construction manager, project manager, or senior field-engineering role., • Experience with railroad, transit, highway, drainage, utility, or transportation infrastructure., • Experience supervising multiple subcontractors and deep excavation, RCP, manholes, dewatering, shoring, structural backfill, and compaction., • Working knowledge of MSE wall construction or ability to manage an experienced specialty subcontractor and design engineer., • Strong knowledge of drawings, specifications, submittals, RFIs, changes, schedules, and cost controls., • Ability to work extended hours, nights, weekends, and shutdown periods., • Valid driver’s license. Preferred Qualifications • Maryland Professional Engineer license or another PE license with ability to obtain Maryland licensure., • MTA, MDOT, railroad, transit, or federally funded project experience., • Precast-panel MSE wall reconstruction experience., • Primavera P6 experience., • OSHA 30-Hour Construction certification., • Excavation competent-person, confined-space, and qualified-rigger training., • Build America, Buy America documentation experience., • Fixed-price public construction contract administration experience.
