As regulatory requirements continue to evolve, they are investing in strengthening their Safety Management System (SMS), Compliance Monitoring System (CMS) and broader governance framework to ensure continued certification and operational excellence. This contract opportunity offers the chance to work alongside international regulators, engineering teams and senior business leaders, playing a pivotal role in maintaining regulatory compliance while helping shape future aviation safety standards. About the Role Reporting to the EASA Accountable Manager, the Safety & Regulatory Compliance Manager is responsible for ensuring the continued certification and regulatory compliance of the organisation's Air Traffic Management (ATM), Air Navigation Services (ANS) and Communications, Navigation & Surveillance (CNS) services. The role combines responsibility for both the Safety Management System (SMS) and Compliance Monitoring System (CMS), ensuring independent oversight of safety performance, regulatory compliance and audit activities while maintaining strong engagement with EASA and other aviation authorities. Key Responsibilities: Safety Management • Develop, maintain and continuously improve the Safety Management System (SMS)., • Define safety policies, governance frameworks and escalation procedures., • Monitor safety performance indicators, hazards, risks and mitigation plans., • Ensure safety occurrences and recommendations are appropriately tracked and reported., • Promote a strong safety culture throughout the organisation. Compliance Monitoring • Develop and maintain the Compliance Monitoring System (CMS)., • Define compliance policies, monitoring plans and audit programmes., • Manage compliance matrices, findings registers and corrective action processes., • Ensure independent monitoring of regulatory compliance across operational activities., • Maintain robust evidence management processes supporting regulatory certification. Regulatory Compliance • Ensure continued compliance with EASA regulations, including EU Regulation 2017/373., • Maintain accurate regulatory documentation and compliance evidence., • Ensure organisational procedures remain aligned with EASA, ICAO and National Supervisory Authority (NSA) requirements., • Support Part-IS implementation under EU Regulation 2022/1645., • Assist with Designated Provider Organisation (DPO) certification activities under EU Regulations 2023/1768 and 2023/1769. Audit & Assurance • Plan, manage and conduct internal aviation safety and compliance audits., • Audit both internal operations and contracted service providers., • Track audit findings through to effective resolution., • Deliver audit and quality training where required., • Ensure safety and compliance evidence remains complete, traceable and auditable. Regulatory Engagement • Act as a key point of contact with EASA and other regulatory bodies., • Review and assess Notices of Proposed Amendment (NPAs) and emerging regulatory changes., • Prepare organisational position statements and coordinate regulatory responses., • Represent the organisation within relevant aviation forums when required. Governance & Reporting • Monitor safety and compliance performance through meaningful KPIs and dashboards., • Report regulatory readiness, audit outcomes, compliance status and key risks to senior leadership., • Ensure timely closure of corrective and preventive actions., • Support continual improvement across governance, risk management and compliance processes. What we are looking for Essential Experience: • Bachelor's degree (or equivalent) in Aviation, Aviation Safety, Systems Engineering, Aeronautical Engineering, Quality Management or a related discipline., • Minimum 10 years' experience within a highly regulated aviation environment, including ANSPs, airlines, regulators or aviation technology organisations., • Strong understanding of EASA aviation regulations and their practical application., • Detailed knowledge of European Commission Regulation EU 2017/373., • Experience implementing or operating Safety Management Systems (SMS) and Compliance Monitoring Systems (CMS)., • Experience developing compliance matrices, audit programmes, monitoring plans and corrective action processes., • Practical experience leading aviation safety and regulatory audits., • Knowledge of EASA Part-IS (EU 2022/1645)., • Knowledge of Designated Provider Organisation (DPO) requirements under EU Regulations 2023/1768 and 2023/1769., • Strong understanding of aviation risk management principles., • Experience with software assurance standards such as RTCA DO-278A, RTCA DO-178 or equivalent European standards., • Lead Auditor qualification or recognised audit certification., • Excellent stakeholder management and communication skills. Desirable Experience: • Knowledge of ICAO Annex 19 and international Safety Management standards., • Practical experience applying Safety Management Systems and Quality Management Systems within aviation., • Certified Safety Professional (CSP) or equivalent., • Understanding of System Safety methodologies., • Experience designing executive reporting, safety dashboards and compliance KPIs., • Experience working with multinational aviation organisations and regulators.
