STi is a\nminority-owned Small Disadvantaged Business (SDB) focused on delivering\nflexible, mission-driven solutions that help Federal customers solve complex\noperational challenges. \n \n POSITION OVERVIEW \n STi is seeking a Project Manager / Engineering Technician VI to\nsupport MARMC Code 271 Submarine Peculiar Special & Support Equipment\n(PSSE) support, PSSE program management, non-ordnance handling, and Virginia\nClass Weapons Cradle Warehouse support. \n \n This role serves as\nthe senior technical/program support lead for PSSE Program Engineering Services\nsupporting Commander, Naval Submarine Force Atlantic, Submarine Squadron Six\nand Eight, and Naval Submarine Support Facility New London. The ideal candidate\nbrings deep hands-on submarine PSSE experience, strong mechanical equipment\nproject leadership, and the ability to coordinate across TYCOM, ISEA, fleet,\nsquadron, shipyard, maintenance, logistics, and waterfront stakeholders. \n \n This position is\nespecially suited for a senior Navy maintenance, submarine support equipment,\nweapons handling support, shipyard, or PSSE professional with experience\nkeeping mission-critical support equipment operational, certified, documented,\nand ready for fleet use. \n \n PRIMARY DUTIES AND RESPONSIBILITIES \n Responsibilities\ninclude: \n • Serve as the\nsenior Project Manager / Engineering Technician VI supporting PSSE program\nmanagement, engineering services, maintenance coordination, certification\nsupport, logistics support, and readiness reporting. \n • Support TYCOM on\nPSSE-related issues, including maintainability, availability, logistics\nsupport, life-cycle cost, repair capability, and fleet readiness concerns. \n • Collect PSSE\ncondition reports from user activities and prepare recurring PSSE status\nreports for Government stakeholders. \n • Coordinate,\nschedule, and conduct PSSE site assessment visits to evaluate in-fleet PSSE\ncondition, assist users and maintainers, and identify issues requiring\nGovernment or ISEA attention. \n • Maintain master\nschedules of fleet PSSE needs, including naval shipyard support requirements. \n • Maintain and\nmanage applicable technical manuals, drawings, load test drawings, Planned\nMaintenance System documentation, loading and handling procedures, standards,\nTYCOM directives, and PSSE inventory/condition history. \n • Coordinate with\nPSSE ISEA, PSSE users, maintenance activities, submarine squadrons, fleet\npersonnel, Regional Maintenance Centers, and other Navy organizations to\nresolve technical, maintenance, logistics, and readiness issues. \n • Provide on-call,\nnon-routine PSSE problem resolution when downed equipment or urgent fleet\nsupport issues affect ship schedules or readiness. \n • Support\nmaintenance, certification, and QA program activities to keep PSSE equipment in\na fully operational and certified condition. \n • Attend logistics\nsupport reviews and provide input on provisioning, maintenance philosophies,\nlogistics support, and engineering change impacts. \n • Conduct recurring\nPSSE program updates with Government SMEs, TYCOM, and submarine squadron\nstakeholders. \n • Support material\nand tooling requirements needed to restore PSSE to certifiable and usable\ncondition using MRCs, technical manuals, drawings, and approved procedures. \n • Support blocking,\nbracing, stenciling, storage, shipping, receiving, truck inspections, and\nnon-ordnance handling material requirements. \n • Monitor shop\nconsumables and coordinate supply needs using Government-designated inventory\nprocesses. \n • Ensure work is\nperformed safely in shipboard, waterfront, industrial, maintenance, and\nconfined-space environments in accordance with customer, OSHA, and local\nactivity requirements. \n \n MINIMUM QUALIFICATIONS \n U.S. Citizenship\nrequired. Active Secret clearance required. \n • Minimum 10 years\nof full-time experience leading technical projects involving mechanical\nequipment. \n • Minimum 8 years of\nfull-time hands-on technical experience within the last 10 years in the\noperation, maintenance, installation, test, and/or repair of PSSE incorporated\nin Submarine PSSE Non-Ordnance Handling systems. \n • Hands-on\nexperience working directly with mechanical support equipment, maintenance\nprocedures, technical manuals, drawings, PMS, MRCs, certification processes, or\nsimilar Navy maintenance documentation. \n • Ability to\ncoordinate technical, maintenance, logistics, readiness, and program status\nissues across Government, fleet, shipyard, squadron, maintenance, and\ncontractor stakeholders. \n • Strong written and\nverbal communication skills, including ability to prepare reports, status\nupdates, recommendations, and technical coordination materials for Government\nreview. \n • Ability to work\naboard U.S. Navy ships and in waterfront, shipyard, industrial, and maintenance\nenvironments. \n • Ability to walk,\nclimb ladders/stairs, carry tools/materials, navigate confined or crowded\nshipboard spaces, and work in varying environmental conditions. \n • Ability to obtain\nand maintain required local activity training, OSHA/safety training, CPR\ncertification, PPE compliance, and customer-required onboarding credentials. \n • Ability to travel\nbetween work sites as required. \n \n PREFERRED QUALIFICATIONS \n • Prior MARMC, RMC,\nTYCOM, submarine squadron, NSSF New London, COMSUBLANT, ISEA, NAVSEA, or Navy\nshipyard support experience. \n • Direct experience\nsupporting submarine PSSE, non-ordnance handling systems, VLS/VPT support\nequipment, missile tube loading/handling maintenance platforms, ballast cans,\nAUR/AURB/AURVS/AURES, TMDs, torpedo shapes, weapon cradles, munitions trailers,\nor related support equipment. \n • Experience\nmaintaining PSSE inventory, condition status, certification records, life-cycle\ncost inputs, or fleet readiness reporting. \n • Experience\ncoordinating site assessments, maintenance capability reviews, logistics\nsupport reviews, or engineering change impact assessments. \n • Experience\nsupporting Navy QA, certification, maintenance planning, PMS compliance, load\ntest documentation, or controlled technical documentation. \n • Familiarity with\nblocking/bracing, stenciling, shipping/receiving evolutions, truck inspections,\nstorage requirements, or waterfront handling support. \n • Prior leadership\nof multi-site technical teams supporting Navy maintenance, shipboard equipment,\nor submarine readiness programs. \n \n WORK ENVIRONMENT \n • Primary place of\nperformance is MARMC / Naval Station Norfolk, Norfolk, VA. \n • Work may occur\naboard U.S. Navy ships in port or underway, in Navy public or commercial\nshipyards, at U.S. Naval facilities, at contractor sites, and during approved\nCONUS/OCONUS travel. \n • Work requires use\nof required PPE and compliance with shipboard, industrial, OSHA, and local\nsafety requirements. \n • Some work may\nrequire confined-space, aloft, waterfront, shipboard, or industrial maintenance\nenvironment access. \n \n Keywords: PSSE, submarine, MARMC, NAVSEA,\nTYCOM, COMSUBLANT, non-ordnance handling, submarine support equipment, Navy\nmaintenance, shipyard, PMS, MRC, ISEA, VLS, VPT, weapons handling support,\nSecret clearance \n \n EEO: STi is an Equal Opportunity Employer.
