Job Description Job Description Job Title: Manager of Security and Safety Operations Location: SAMMinistries Administrative Offices Reports To: Chief Infrastructure Officer FLSA Status: Exempt Prepared By: Human Resources Director Approved By: President and CEO Approval Date: March 10, 2026 Salary Range: $65k - $75k Annually SUMMARY: The Manager of Security and Safety Operations is responsible for developing, implementing, and overseeing the Ministry’s safety and security program across all sites. The position will establish the framework for safety and security including policies and procedures, site assessments, safety plans, emergency response protocols, and credentialing requirements in accordance with applicable local, state, and federal regulations and embedded in the agency’s commitment to trauma-informed care practices. The candidate selected for this role will serve as the primary liaison with law enforcement, emergency responders, and compliance agencies. This position works collaboratively with leaders across the Ministry to integrate security strategies into operational plans that support the mission, vision, and values. The Manager of Security and Safety Operations must be able to work independently, following through on tasks with minimal direction. • ESSENTIAL DUTIES AND RESPONSIBILITIES, • Conduct risk assessments of Ministry facilities and develop mitigation strategies to address vulnerabilities., • Develop security policies and procedures, and protocols aligned with regulatory requirements and best practices in safety and trauma-informed care., • Establish site-specific safety plans., • Oversee Ministry licensing, security staff credentialing, to ensure compliance with Texas Online Private Security (TOPS) which is governed by the Texas Department of Public Safety. Private Security Program regulations, • Monitor regulatory changes and ensure ongoing compliance, including maintenance of records., • Serve as the primary point of contact for law enforcement, emergency management, and first responders., • Facilitate staff training on emergency preparedness, safety and security protocols, workplace violence, incident and threat management, deescalation, etc., • Maintain annual firearms/weapons proficiency qualification certification through an affiliated police department or approved law enforcement training program to ensure operational readiness and compliance with organizational standards, • Conduct periodic drills and safety exercises to ensure staff readiness., • Investigate safety and/or security incidents and provide recommendations for corrective action and prevention of repeat incidents., • Provide leadership and oversight of internal security operations as well as contracted security services., • Prepare reports and provide regular updates to leadership regarding risks, incidents, and program improvements., • Develop, monitor, and report on budget., • GENERAL EXPECTATIONS, • Promote a culture of safety, preparedness, and accountability across the Ministry., • Demonstrate professionalism and integrity, maintaining appropriate confidentiality of security and/or other organization matters., • Demonstrate flexibility and the ability to respond effectively during emergency or crisis situations., • Develop goals, priorities and timelines on a regular basis, ensuring timely and efficient management and completion of all tasks., • Attend staff meetings and participate in organization-wide planning activities., • Handle other tasks as assigned by the Chief Infrastructure Officer, Chief Operating Officer, and/or the President and CEO., • Keep up to date on security best practices and applicable regulatory updates by reading industry publications, attending workshops, seminars, and conferences., • Undertake all activities with the highest ethical standards., • Must be able to handle multiple tasks and self-direct work conscientiously with minimal supervision. EDUCATION and/or EXPERIENCE A Bachelor’s degree in Criminal Justice, Public Safety, Emergency Management, or a related field is required. Equivalent qualifications, such as an Intermediate or Master Peace Officer Certification, may be considered in lieu of a degree. The candidate must have a minimum of five (5) years of experience in law enforcement or public safety as a licensed Peace Officer. Preferred qualifications include experience in developing and/or managing organizational security programs, policies, or safety initiatives; familiarity with licensing and credentialing processes; and working knowledge of physical security systems, including CCTV, access control, and alarm systems. . CERTIFICATES, LICENSES, REGISTRATIONS The candidate must possess a valid Texas Driver’s License, maintain a good driving record, and have reliable transportation with appropriate automobile insurance coverage for work-related use. Approved, documented work-related mileage will be reimbursed on a monthly basis in accordance with organizational policy. The candidate must also possess, or be able to obtain, a Texas Level II Security License and be eligible to serve as a Primary Company Representative. Any required licensure expenses will be reimbursed by the Ministry in accordance with established policy. Additionally, the candidate must obtain First Aid certification and successfully complete any required examinations associated with the Primary Company Representative designation. To ensure compliance with licensing requirements, the organization will designate a minimum of two qualified internal representatives. Both individuals will be required to complete the necessary certification and examination process to serve in this capacity. Must successfully complete and maintain annual weapons proficiency qualification standards through an affiliated law enforcement agency or police department, in accordance with organizational policies and applicable laws. OTHER SKILLS AND ABILITIES Ability to operate a computer, copier, fax machine, and a telephone with intercom. Ability to work in Microsoft Windows XP and Office Suite applications; a willingness to learn new programs and applications is essential; ability to follow instructions, think conceptually, set priorities and interface effectively with staff; ability to coordinate work requirements and to handle several projects simultaneously; ability to work conscientiously without supervision; must have excellent written, verbal and interpersonal communication skills and public speaking ability; ability to maintain strict confidentiality and interact well with all constituencies; ability to work independently but also be flexible in providing assistance as needed. While performing the duties of this job, the employee is expected to walk and/or stand for extended periods including patrols or site inspections. The employee is likely to frequently lift or move items weighing between 25 and 50 pounds. Strong distance, peripheral, and color vision is needed to monitor CCTV and inspect sites. Acute hearing is needed for radio communications and hazard detection. The employee must have full mobility including being able to bend, stoop, kneel, and reach.
