United American Indian Involvement, Inc. (UAII), is seeking an experienced Child and Family Services Operations Manager to provide operational leadership and oversight for UAII’s integrated family-support programs, including Indian Child Welfare advocacy, Domestic Violence services, Family Preservation and Aftercare, Elder Services, Child Abuse Prevention and Intervention, and Partnerships for Families. This position ensures that all programs operate efficiently, meet compliance requirements, and deliver culturally grounded, trauma-informed services to American Indian and Alaska Native (“AI/AN”) children, families, and elders. The Operations Manager oversees program systems, staff supervision, interagency coordination, and quality assurance to uphold ICWA, Tribal sovereignty, and UAII’s Indigenous values. Essential Functions Program Leadership & Oversight · Oversee daily operations of all Child and Family Services programs, ensuring alignment with UAII’s mission, strategic goals, and cultural values. · Develop, implement, and monitor operational workflows, service models, and program procedures. · Ensure compliance with federal, state, county, and Tribal requirements, including ICWA, California Welfare & Institutions Code, and funder mandates. · Lead continuous-quality-improvement initiatives to strengthen service delivery and operational efficiency. Indian Child Welfare (ICWA) Operations · Oversee ICWA case management operations, ensuring active efforts, Tribal engagement, and culturally informed advocacy. · Maintain strong relationships with Tribal Nations, ICWA attorneys, and county partners. · Ensure staff follow ICWA protocols, documentation standards, and court-related procedures. Domestic Violence Program Oversight · Manage operational aspects of crisis intervention, safety planning, and survivor support services. · Ensure compliance with confidentiality laws, victim-services standards, and trauma-informed practices. · Coordinate with shelters, legal advocates, and culturally specific DV programs. Family Preservation & Aftercare · Oversee program operations for prevention, reunification, and aftercare services. · Ensure fidelity to home-based service models, parenting education, and cultural reconnection practices. · Monitor caseloads, documentation, and service outcomes. Elder Services Operations · Oversee case management and support services for AI/AN elders experiencing abuse, neglect, or crisis. · Coordinate with Adult Protective Services, Tribal elder programs, and community partners. · Ensure culturally respectful and safety-focused service delivery. · Child Abuse Prevention & Intervention · Manage operational systems for prevention education, mandated reporting, crisis response, and protective-factors programming. · Ensure compliance with state reporting laws and UAII safety protocols. Partnerships for Families (PFF) · Oversee PFF program operations, including home visitation, case management, and family-support services. · Ensure compliance with PFF model fidelity, documentation standards, and county requirements. · Strengthen partnerships with First 5 LA, DCFS, and community agencies. Staff Supervision & Development · Provide direct supervision, coaching, and performance evaluations for program staff. · Facilitate team meetings, case consultations, and professional development. · Ensure staff adhere to UAII policies, confidentiality standards, and cultural-competency expectations. · Support staff wellness and resilience in high-stress service environments. Interagency Coordination & Community Engagement · Represent UAII in ICWA, DV, elder-services, and family-preservation networks. · Build and maintain partnerships with Tribal Nations, county agencies, courts, shelters, and community organizations. · Participate in multidisciplinary team meetings, case conferences, and community coalitions. · Promote UAII’s mission and advocate for Urban Native families across systems. Requirements: Minimum Qualifications (Education & Experience) · Bachelor's degree in Social Work, Human Services, Psychology, or related field required; Master's degree preferred. · Minimum three (3) years of experience in child welfare, domestic violence services, family preservation, or related fields. Bachelor’s degree in Social Work, Human Services, Psychology, or related field required; Master’s degree preferred. · Minimum two (2) years of supervisory or operational management experience. · Experience working with American Indian and Alaska Native communities strongly preferred. Knowledge & Skills · Strong understanding of ICWA, Tribal sovereignty, and culturally grounded family-support practices. · Knowledge of domestic violence dynamics, safety planning, and trauma-informed care. · Familiarity with child welfare systems, DCFS processes, and court procedures. · Ability to manage operations, supervise staff, and oversee complex service systems. · Strong communication, documentation, and organizational skills. · Ability to collaborate with Tribal, county, and community partners. Other Requirements · Must pass background check and meet all funder-required clearances. · Valid driver’s license and reliable transportation to travel in the field. · Ability to work occasional evenings or weekends for community events or urgent cases. Exposure to sensitive and emotionally challenging situations. Regular interaction with families in crisis, survivors of violence, and system-involved youth. Because of occupational exposure to aerosol transmissible diseases, employees are strongly encouraged to receive annual influenza and COVID-19 vaccinations to not only protect their health, but also the health of our colleagues and the community.
