Position Summary The Maintenance Administrator acts as a division manager overseeing all maintenance operations, including personnel management, preventative maintenance systems, vendor contracts, and compliance with federal (HUD) and local safety codes. They ensure that residential units, offices, and grounds are maintained at safe, high-quality standards. This position reports to Design and Construction Management Director. Essential Functions • Strategic Planning & Leadership: Assists with the overall maintenance department goals, policies, and procedures to align with organizational objectives in collaboration with the Department Head., • Operational Oversight: Manages day-to-day maintenance, including HVAC, plumbing, electrical, and structural repairs across a portfolio of properties., • Compliance & Safety: Ensures all work meets Occupational Safety and Health Administration (OSHA) regulations and HUD/REAC inspection standards., • Team Management: Supervises maintenance supervisors and staff, including hiring, training, and performance evaluations., • Budgeting & Procurement: Develops and manages the maintenance budget, authorizes expenditures, and oversees vendor contracts and purchasing., • Preventive Maintenance: Implements and monitors a comprehensive preventive maintenance system to minimize downtime and prolong asset life., • Operational Effectiveness: Maintenance operations meet quality standards with minimal downtime and service disruptions., • Safety Compliance: All facilities and work practices comply with OSHA, HUD/REAC, and local safety regulations; zero preventable incidents., • Team Performance: Staff meet productivity, quality, and training expectations; team morale and accountability are maintained., • Budget Management: Expenditures remain within budget; cost savings and efficiency improvements are implemented., • Preventive Maintenance Outcomes: Preventive maintenance program reduces emergency repairs and extends equipment life., • Emergency Response: Urgent issues are addressed promptly; resident safety and operational continuity are maintained., • Vendor & Contract Performance: Vendors meet service expectations and contracts are executed efficiently., • Data & Reporting Accuracy: Records, logs, and reports are complete, timely, and accurate for operational and compliance purposes., • Continuous Improvement: Identifies and implements improvements to increase efficiency, reduce costs, or enhance quality. A high school diploma or GED is required, with experience in a relevant field (e.g., engineering, construction management, HVAC, Plumbing, Electrical and Building Construction) preferred. Significant experience in facility maintenance management, preferably in public housing or large-scale residential settings. Comprehensive knowledge of building trades, including HVAC, boilers, plumbing, and electrical systems. REAC, Fair Housing, or HVAC certifications preferred. Special Requirements • Must possess a valid VA or NC driver’s license., • Subject to a background check, pre-employment health check, and reference verification prior to hire., • Must maintain confidentiality and adhere to NRHA’s code of conduct and ethics policies., • Considered essential personnel as referenced in HR 425 Adverse Conditions policy, • Involves both office work and site visits to various housing locations, requiring travel., • Requires on-call availability for emergencies. Knowledge, Skills, and Abilities, • Comprehensive knowledge of building trades (HVAC, plumbing, electrical, boilers, structural systems)., • Understanding of regulatory requirements including OSHA, HUD/REAC, and Fair Housing standards., • Knowledge of budgeting, procurement, and vendor management processes., • Familiarity with computer maintenance management systems (CMMS)., • Strong leadership and team management skills., • Effective written and oral communication skills., • Analytical and problem-solving skills for maintenance and operational challenges., • Budget management, forecasting, and cost control., • Ability to prioritize tasks and respond to emergencies efficiently., • Ability to supervise and develop staff effectively., • Ability to travel between multiple properties and work in diverse environments., • Ability to lift and carry materials up to 20 lbs and perform physical tasks as needed., • Ability to work on-call and respond quickly to urgent maintenance needs. This position qualifies for a $5,000 hiring bonus to be paid out in the following structure: $1250 first paycheck, $1250 after 3 months of employment, $2,500 after 6 months of employment. Drug Free Workplace: NRHA maintains a drug free workplace. VRS Contribution: All full-time employees are required to contribute 5% of annual salary toward their retirement account; in accordance with VRS retirement provisions.
