Job Description The Senior Director of Human Resources provides executive leadership for all human resources functions, including talent acquisition, workforce planning, employee relations, compensation and classification, benefits administration, organizational development, performance management, training and development, policy administration, regulatory compliance, and employee engagement. The Senior Director develops and implements human resources strategies that support the agency's mission, strategic plan, organizational priorities, and long-term workforce needs. The Senior Director of Human Resources serves as a strategic business partner to executive leadership, providing consultation and guidance on organizational effectiveness, workforce planning, leadership development, change management, employee relations, succession planning, and organizational culture. The Senior Director is accountable for ensuring human resources policies and practices comply with all applicable federal, state, accreditation, and regulatory requirements while promoting a positive workplace culture that supports employee engagement, professional growth, diversity, inclusion, and organizational excellence. The Senior Director oversees Human Resources operations, monitors organizational workforce metrics, develops strategies to improve recruitment and retention, and leads continuous improvement initiatives that strengthen organizational effectiveness and employee experience. This position reports to the Vice President of Finance and is primarily office-based. ESSENTIAL FUNCTIONS: 1. Provide strategic and operational leadership for all Human Resources functions, ensuring effective service delivery and alignment with the agency's mission, strategic plan, and organizational priorities. 1. Develop, implement, and continuously evaluate human resources strategies, policies, programs, and practices that support organizational effectiveness and regulatory compliance. 1. Serve as a strategic advisor and internal consultant to executive leadership, senior leadership, and management regarding workforce planning, organizational development, employee relations, performance management, succession planning, and change management. 1. Direct talent acquisition, recruitment, onboarding, retention, and workforce planning initiatives that attract, develop, and retain a highly qualified workforce. 1. Oversee employee relations activities, performance improvement processes, workplace investigations, corrective action, conflict resolution, and leadership coaching while promoting fair, consistent, and legally compliant employment practices. 1. Develop and administer compensation, classification, and salary administration strategies through market analysis and organizational workforce planning. 1. Direct employee benefits administration and oversee workers' compensation, leave administration, unemployment claims, ADA accommodations, and related employment programs. 1. Ensure compliance with all applicable federal, state, local, accreditation, and employment regulations, including Equal Employment Opportunity (EEO), Affirmative Action, Americans with Disabilities Act (ADA), Family and Medical Leave Act (FMLA), Fair Labor Standards Act (FLSA), OSHA, HIPAA, and other applicable employment laws. 1. Lead organizational development initiatives that strengthen leadership effectiveness, employee engagement, succession planning, workforce development, organizational culture, and change management. 1. Collaborate with agency leadership to identify training needs and oversee development of management training, leadership development, new employee orientation, compliance education, and other organizational learning initiatives., 2. Supervise Human Resources staff through coaching, performance management, professional development, succession planning, and regular administrative supervision. 1. Oversee Human Resources information systems, personnel records, reporting processes, document retention, workforce analytics, and data integrity while ensuring confidentiality and appropriate protection of employee information. 1. Monitor organizational workforce metrics, recruitment outcomes, retention trends, employee engagement, and other performance indicators to support data-driven decision-making and continuous quality improvement. 1. Foster collaborative relationships across all agency departments and serve as a resource to leadership regarding organizational effectiveness, workforce issues, and strategic initiatives. 1. Promote a culture of accountability, professionalism, respect, diversity, inclusion, continuous quality improvement, innovation, and employee engagement throughout the organization. 1. Perform other duties as assigned in support of the mission and strategic objectives. KEY PERFORMANCE INDICATORS: 1. Ensure Human Resources operations maintain compliance with all applicable federal, state, accreditation, regulatory, and agency standards. 1. Ensure recruitment, onboarding, and retention strategies support organizational workforce needs and improve employee retention. 1. Ensure Human Resources policies, procedures, and employment practices are consistently implemented throughout the organization. 1. Ensure employee relations matters, workplace investigations, and performance management activities are managed effectively, consistently, and in accordance with agency policy and employment law. 1. Ensure compensation and classification systems remain competitive, equitable, and aligned with organizational objectives through regular market analysis and workforce planning. 1. Ensure leadership development, employee training, succession planning, and organizational development initiatives support agency strategic priorities. 1. Ensure Human Resources records, reporting, personnel documentation, and workforce data consistently meet agency quality standards, confidentiality requirements, and required timelines. 1. Ensure organizational workforce metrics are routinely monitored, analyzed, and utilized to support strategic decision-making and continuous improvement. 1. Ensure Human Resources staff receive timely supervision, coaching, consultation, and performance feedback in accordance with agency standards. 1. Ensure employee engagement, organizational culture, and workforce development initiatives contribute to measurable improvements in employee satisfaction, retention, leadership effectiveness, and organizational performance. 1. Ensure continuous quality improvement initiatives result in measurable improvements in Human Resources operations, workforce effectiveness, regulatory compliance, and organizational outcomes. ACCESS TO PROTECTED HEALTH INFORMATION: Will be knowledgeable in and practice all policies and procedures related to privacy and security practices cited in the Health Insurance Portability and Accountability Act (HIPAA) applicable to my program and position. EDUCATION EXPERIENCE/REQUIREMENTS: Bachelor’s degree with a minimum of ten plus years’ experience as a Human Resource Executive or Senior Director, provided five years of this experience has been in a supervisory role. PHR, SPHR, or SHRM-CP certification required. Master’s degree preferred. Must have knowledge of Federal, State, Regional, and Local Personnel regulations and EEO/AA/ADA laws and regulations. Must have knowledge of personnel confidentiality rules and regulations KEY PERFORMANCE STANDARDS: The Team member will comply with or maintain: 1. Apply knowledge of the Organization’s programs and resources in taking messages and giving information. This will involve routing emergency calls to the proper personnel, quickly and efficiently. 1.
