JOB SUMMARYAbout the Northwest Portland Area Indian Health Board (NPAIHB) The Northwest Tribes have long recognized the need to exercise control over the design and development of health care delivery systems in their local communities. To this end, they formed the Northwest Portland Area Indian Health Board (also referred to as NPAIHB or "the Board") in 1972. Guided by a vision of "Health and Wellness for the Seventh Generation," NPAIHB is a 501(c)3 designated (non-profit) organization and Tribal organization, P.L. 93-638, under the Indian Self-Determination and Education Assistance Act (ISDEAA) serving the 43 federally recognized Tribes in the states of Idaho, Oregon, and Washington (Northwest Tribes). Tribes become voting members of the Board through resolutions passed by their governing body. Each member Tribe designates a delegate to serve on the NPAIHB Board of Directors. Led by our Board of Directors, NPAIHB's mission is to "eliminate health disparities and improve the quality of life of American Indians and Alaska Natives by supporting Northwest Tribes in their delivery of culturally appropriate, high-quality health programs and services." We have a staff of over 120 professionals dedicated to advancing Tribal health for the 7th generation in the Pacific Northwest. The NPAIHB's Strategic Plan 2025-2030 can be found here. Position Summary The Tribal Tobacco Coordinator (Coordinator) supports the Oregon Tribal Tobacco Project's technical assistance needs for the nine (9) Tribal Tobacco programs and Native American Rehabilitation Association of the Northwest (NARA), including training, education, program development and tribal workplan implementation support. The Coordinator must have experience working with tribes or American Indian/Alaska Native people. The Coordinator should have an educational and professional background in health education or behavioral health. This Position coordinates the Northwest Portland Area Indian Health Board's Oregon Tribal Tobacco Team of 2 public health professionals who support member tribes and NARA's Tobacco Programs workplans through training and technical assistance. The Coordinator reports to the Cancer and Tobacco Projects Director. This scope of work is housed within the NW Tribal Epidemiology Center Division. This position is based at NPAIHB's offices in Portland, Oregon, applicants living in Oregon State at Tribal locations may be considered for remote work. Local travel and/or overnight travel outside of the area is required approximately 25% of the time. Essential FunctionsTribal Tobacco Coordinator FunctionsProvide Oregon Tribal Tobacco Project support in alignment with NPAIHB Strategic PlanSupport the delivery of Oregon Tribal Tobacco Project trainings including, but not limited to, tobacco cessation, digital storytelling, tobacco policy content for the NW Tribal Epidemiology Center, and for NPAIHB programs, including the Oregon Tribal Tobacco Project, and the Oregon Health Authority grant, along with future projects and servicesPrepare Training materials (including PowerPoint Presentations, announcements, training manuals, handouts, etc.) and present at Tribal site visits, regional and national trainingsParticipate in and supports all NPAIHB Oregon Tribal Tobacco Project related grant meetings, network meetings, and program discussionsSupport the NPAIHB's Oregon Tribal Tobacco Project health education materials, website, and other media development, along with NPAIHB staff, Tribal partners, and consultantsAssist with conducting long-term and short-term research (including surveys, feasibility studies, and research studies) to guide Oregon Tribal Tobacco Project program development, improvement of services, and development of Tribally based best practices for NW TribesSupport the creation and implementation of Tribal capacity building and quality improvement strategies based on the needs and priorities of Northwest TribesCarry out updated Oregon Tribal Tobacco Project priorities throughout the year, as directed by Northwest Tribes, and through the NPAIHB Strategic Planning process and/or annual federal and state policy prioritiesWork closely with supervisor to support the identification of Northwest, federal, and state policy priorities related to Oregon Tribal Tobacco Project Administrative and Reporting FunctionsSupport the preparation and submission of all required project reports within the Oregon Tribal Tobacco ProjectDraft project-related external contractsEngage staff in the collection of pertinent data to meet reporting requirementsSupport budget expenditures through partnership with staff to ensure projects remain on budget and compliant with the funding requirements of granting agenciesAssist with the preparation and logistics for meetings and presentations Contribute to supporting the enhancement of tobacco prevention, education and control services. Process purchase orders for outreach materials and contracts for Commercial Tobacco expertsMaintain well-organized filing systems for all Oregon Tribal Tobacco related required documentation and supporting records (both electronic and hard copy) in compliance with both NPAIHB and funding agency requirements, including securely archiving files as appropriateSubmit a Monthly Activity Report (MAR) to the Project Director at the end of each month, and any additional reports required to track project activities as neededOversee the establishment and maintenance of relationships with tobacco tribal contacts to assure broad regional participation in the project. Worksite Location NPAIHB generally requires employees to work in its main office, located in Portland, OR. Under certain circumstances, however, the NPAIHB may allow employees to work from home in the State of Oregon, on a case-by-case basis. The Executive Director, the employee's direct supervisor, or the employee may suggest teleworking as a possible work arrangement. NPAIHB considers circumstances such as, but not limited to, whether the employee is organized, has proven their ability to work independently, has completed their probationary period, has a good work record, has no record of abuse of leave, the duties and responsibilities of their position, travel requirements, funding source stipulations, and other considerations. Travel Requirements Local travel is required occasionally. Overnight travel outside of the Portland Metro area is required approximately 25% of the time. Attendance at quarterly NPAIHB Board Meetings is not required, however you may be requested to attend by your supervisor or the Management Team. These meetings are held both locally and hosted by our member tribes on a rotating basis, taking place during the third or fourth weeks of January, April, July, and October, and typically require a minimum stay of two overnights per meeting.
