Job Description Position Summary • Responsible for growing the company by achieving sales and profitability targets for new projects through accurate, timely estimating and successful pursuit of awarded work. Works under general direction of the Purchasing Manager. Primary Responsibilities for Estimating • Manage subcontractor and supplier estimating and bidding processes., • Process RFPs, RFQs, and internal pricing requests; broadcast bidding opportunities., • Prepare, proof, review, and submit private, government, and public proposals., • Coordinate proposal inputs from Project Executives, Marketing, and Accounting., • Qualify sub-tier bids for completeness and compliance., • Ensure compliance with bidding regulations and project-specific requirements., • Develop and deliver client proposals and presentations., • Work on multiple bids concurrently and meet deadline objectives., • Maintain proficiency in internal estimating systems, technologies, and software., • Implement quality assurance controls to minimize exposure and risk., • Promptly report scope discoveries and revenue impacts to senior management., • Identify and execute strategic opportunities within proposals to improve award prospects. Underground Utilities, Scope & Estimating • Produce detailed estimates for underground utilities including water, sewer, gas, storm, and conduit systems. • Review utility drawings, profiles, geotechnical reports, and coordination drawings to develop accurate quantities and unit pricing for excavation, bedding, pipe, fittings, manholes, valves, thrust restraints, testing, backfill, surface restoration, traffic control, and dewatering. • Identify potential risks and constructability issues (existing utilities, depth conflicts, roadway/ROW constraints, permitting, and environmental restrictions) and quantify associated contingency and mitigation costs. • Coordinate with utility owners, civil engineers, and survey teams to validate scope, phasing, and coordination requirements. • Evaluate subcontractor and supplier bids for utility work; qualify means/methods, schedule impacts, and allowance vs. unit-price items. • Ensure permit, inspection, and testing requirements are captured in estimates and proposals. Primary Responsibilities & New Business Development • Promote owners, developers, architects, engineers, and other stakeholders to increase brand awareness and generate leads. • Identify private and public sector growth opportunities and pursue relevant RFQs/RFPs., • Collaborate with key personnel on business development strategies and leads., • Build and maintain long-term relationships with clients, architects/engineers, and sub-tier respondents. • Assist in qualifying project leads from web postings, public agencies, publications, and contacts; route opportunities to Project Executives. Future-Facing Duties & Vertical General Contracting (new) • Support the company's expansion into vertical general contracting by developing vertical scope estimating capabilities (structural, architectural, MEP, finishes). • Build vertical trade cost databases and unit-price libraries; integrate historical cost data and market trend analysis into estimating models. • Lead preconstruction support for vertical opportunities: conceptual estimating, constructability reviews, value engineering, and lifecycle cost analysis. • Collaborate with design teams, BIM/VDC coordinators, and preconstruction staff to develop model-driven quantity takeoffs and coordinated pricing. • Assist in developing turnkey proposals that combine horizontal and vertical scopes, including schedule integration, phased mobilization, site logistics, and vertical/horizontal interface risk allocation. • Advise leadership on vertical market positioning, potential joint-venture partners, and required operational capabilities (self-perform trades, staffing, equipment). • Help create processes and checklists for transitioning awarded vertical projects from preconstruction to project management and field operations. Secondary Responsibilities for Purchasing & Project Management Support • Assist Project Executives/Managers with procurement of subcontractors and suppliers., • Help prepare scopes of work for inclusion in subcontracts., • Transfer bidding and award information to project management for smooth start-up and transition to field operations. • Assist in quantifying cost impacts of contract scope changes., • Report on scope and revenue changes to senior management. Knowledge, Skills, and Abilities • Excellent written and oral communication, • Strong multitasking and organizational skills; detail oriented, • Strong interpersonal and negotiation skills, • Proficient computer skills; Microsoft Office, Microsoft Project, Prime Bid (or similar estimating software); familiarity with BIM/VDC tools a plus • Knowledge of financial and job cost accounting, • Understanding of underground utility construction methods, materials, permitting, and testing, • Familiarity with vertical construction systems, trades, and preconstruction best practices Training and Development • Participate in continuing education to maintain and expand estimating software and industry knowledge Working Conditions • Office and field work; airline and automobile travel required, • Must be able to lift up to 50 pounds, • Prolonged sitting: ability to verbally communicate and use keyboard/mouse, • May require overtime and extended hours to meet deadlines We’re proud of the investments we’ve made in our team, having grown from four to 1000 employees and evolving into one of the leading recruitment and staffing solution providers in the industry.
