Vacancy: Procurement Officer Closing date: Tuesday 10 February Shortlisting: Wednesday 11 February Proposed Interview date: WC Monday 23 February Salary: £37,239 - £40,207 About the vacancy: The Procurement Officer is responsible for delivering a range of socially responsible procurement and contract management activities to support Hedyn's business objectives. Working closely with the wider team, the role focuses on promoting best practice and legal compliance, ensuring value for money, and driving socially responsible procurement outcomes. Specifically, in the role you will: Key Responsibilities Deliver procurement exercises in line with organisational policies, ensuring compliance with relevant regulations and frameworks. Lead and manage the end-to-end procurement process for procurement activity covering request for quotations, tenders and mini competitions across Hedyn as well as ensuring the use of established contracts and frameworks where suitable. Ensuring value for money is achieved and deliver services that meet the needs of our residents and communities. Provide efficient and professional procurement advice and support to HEDYN customers, in line with the Hedyn procurement approach, the Wales Procurement Policy Statement & Public Procurement Legislation. Support contract management activities, including monitoring supplier performance and maintaining accurate records. Promote value for money and ethical procurement practices across all activities. Assist in embedding social value principles into procurement processes and capturing relevant outcomes. Maintain procurement documentation, systems, and data to support transparency and audit readiness. Liaise with internal stakeholders to understand requirements and provide procurement guidance. Support the senior procurement officers and procurement and contracts manager throughout the tendering process for complex procurement activity. Contribute to supplier engagement and market analysis to support effective sourcing decisions. Support the development and delivery of the departmental plan within the directorate, in support of the corporate and strategic plan priorities to achieve the Vision and the 30 Year Business Plan Support the Head of Procurement in line with governance arrangements. This may include being involved in corporate projects, and task and finish groups. Responsible for contributing to reports presented to Corporate Managers team for the purchase to pay services. Represent the association at national, regional and local levels across the sector and other relevant forums, continually monitoring, planning and responding to the changing operating environment. Contribute to the development of and ensure the adherence to corporate policies including financial regulations, risk management, health & Safety, confidentiality, data protections, contract management and codes of conduct. Promote equality and diversity in all activities. Support the Head of Procurement for the effective management, and control of the association's purchase to pay activities, ensuring all financial controls are in place and financial regulations and standing orders are complied with. Assist the Head of Procurement in the development of the procurement and contract management approach, in delivering robust and consistent governance frameworks across the business. Support the finance and procurement team in delivering and maintaining a centralised purchase to pay system and the development and utilisation of automated solutions. To ensure organisation wide compliance and provide challenge on procurement and contract management decisions. To promote an organisation wide culture of providing value through effective procurement and contract management services, delivering efficient and robust tendering reporting and supplier spend analysis. Assist the Head of Procurement in determining the appropriate levels for procurement, developing robust models, identifying the critical dependencies, ensuring that sufficient capacity is available and timescales are deliverable for all business-critical activities. Support the finance team on the production of the annual financial statements and ensure all statutory and legislative requirements are complied with. Support the finance management team with the management of both the internal and external audits. Provide a proactive source of advice and guidance to all staff on the pragmatic application of the association's policies as well as routes to market and option appraisals. Ensure and promote the use of eProcurement systems, procedures, processes are being used appropriately internally and externally. Assist in the production of the annual procurement planning process and provide advice and guidance to corporate managers as and when required. Ensure and promote that appropriate procurement and contract management processes procedures and monitoring processes are adhered to. Provide professional procurement support to users of the eProcurement system, including problem solving and facilitating the expanded use across the association, including design and delivery of training and development (Please refer to the attached role profile for more information.)
