POSITON TITLE: Crisis Wellness Center (ITA and CTS) Peer Counselor Non-Exempt Position RESPONSIBLE TO: Peer Supervisor and Program Director MAJOR DUTIES: The Crisis Peer Counselor works under the supervision of the Peer Counselor and Program Director. This position provides recovery focused services to participants of the Crisis Stabilization and Involuntary Treatment Center. Utilizing the WRAP fidelity with the goal of crisis stabilization within the least restrictive setting. This position provides clinical services to agency patients. In fulfilling these duties, the incumbent performs the following duties independently: • Provide peer support, drawing on common experiences as a peer, to validate individual experiences and to provide guidance and encouragement to participants to take responsibility and actively participate in their own recovery., • Participate in verbal and physical de-escalation and interventions in emergent situations and be willing to assist other team members as needed to maintain a safe and secure environment., • Serve as a mentor to individuals to promote hope and empowerment., • Partners with each participant to provide information about service options and the process of care., • Obtains details and educates on advance directives to partner with the participant and to design and plan care., • Completes a WRAP with participant and educates team, • Assists in completing admission to the Center including:, • Orientation to the program, including an introduction to staff, tour of the facility, individual rights and grievances, program schedule, and community agreements., • Reviewing and storing personal property., • Partners with each participant to maintain a recovery environment by performing tasks including, but not limited to:, • Room Checks., • Removes any hazardous objects and records findings as designated., • Helps participants manage any risky behavior and completes required documentation., • Implements contraband policy., • Teaches life skills that enhance ability for participants to work on keeping personal space clean, encouraging ADLs, and following family style meal times., • Example of additional life skill support includes tasks such as supporting patients with shower clean up using proper infection control procedures after each use., • Act as an interpreter to help team members better understand and empathize with each individual’s unique and subjective experience and perceptions., • Provide expertise and consultation from a behavioral health consumer perspective to the entire team concerning participant’s experiences on symptoms of mental illness, the effects and side-effects of medications, responses to and opinions of treatment, and experiences of recovery., • Collaborate with the team to promote a team culture in which each person’s point of view, experiences, and preferences are recognized, understood, and respected, and in which self-determination and decision-making in treatment planning are maximized and supported., • Collaborate with the team to ensure the protection of individual’s rights in order to help individuals improve their knowledge of rights and grievance procedures., • Increase awareness of, and support, individual participation in consumer self-help programs and consumer advocacy organizations that promote recovery., • Serve as the liaison between the team and consumer-run programs such as self-help groups and drop-in centers., • Participate in verbal de-escalation and interventions in emergent situations and be willing to assist other team members as needed to maintain a safe and secure environment., • Assists in daily cleanup of the kitchen and service areas, refrigerators, ice machine and dish washing machine, • Assists in room turns for participants discharging and coming into the program POSITION REQUIREMENTS: • Personal experience with mental illness as a consumer of mental health treatment services., • High school diploma or equivalent required; College degree in a social science preferred., • Possess certification as a Certified Peer Counselor consistent with WAC 246-341., • Current Washington State Department of Health agency affiliate counselor or ability to obtain credentials within 60 days required., • Current CPR and First Aid and Food Handlers permit, or ability to obtain one within 90 days., • Experience with WRAP preferred, training will be required and provided., • Be willing to seek to understand each individual’s unique circumstances and personal preferences and goals and incorporate them into the crisis response to help participants regain a sense of control., • Have a strong understanding of recovery and resilience, the value of partnerships and individual choice, and the balance between protection from harm and personal dignity., • Interest or experience in working with individuals who are difficult to engage and maintain in traditional behavioral health programs., • Ability to work effectively with individuals displaying a wide range of unpleasant and/or bizarre behaviors., • Subscribe to the philosophy of cooperation and continuity across programs and of consideration and respect for individuals., • Current unencumbered driver license and proof of current car insurance required., • Good verbal and written communication skills., • Great attendance., • This position requires shift work and requires the ability to work within a flexible schedule including weekends and evenings., • Ability to work well with others.Other duties, as assigned. GUIDELINES This position requires that the incumbent obtain and maintain Washington State credentials through the Department of Health and complete the Washington State Peer Support training. COMPLEXITY The incumbent provides crisis-based peer services to individuals who differ widely in age and socioeconomic status and who may possess a variety of chronic and serious social, behavioral and psychological problems. Strong interpersonal, sound judgment and creativity are required to help implement and deliver treatment services that meet the complex needs of the individuals. PERSONAL CONTACTS Contacts are with the members of the treatment team, individuals, significant others and family members, representatives of various community agencies specializing in the treatment of behavioral health and crisis, and related community representatives including hospital personnel, lawyers, probation officers, and other court officials. All personal contacts are carried out in accordance with federal and state laws dealing with the confidentiality of individual records. PHYSICAL DEMANDS While performing the essential functions of the job, the incumbent is regularly required to sit, speak clearly, hear and use hands and fingers to manipulate writing utensils and keys on a keyboard. Summary: The CWC Clinical Supervisor works closely with the CWC Program Director in the provision of clinical supervisory services to mental health professionals and case managers. This position provides clinical services to agency patients admitted to the CWC. The CWC Clinical Supervisor works in a supportive role within the Crisis Triage and Stabilization (CTS) Program and the Involuntary Treatment (ITA) Services Program. Principal Duties and Responsibilities: • Participate in staff recruitment, interviewing, hiring, work assignments, and orientation and performance supervision according to work rules, regulations, and policies and collective bargaining agreements; develop and implement staff orientation and training in conjunction with the Program Director., • Ensure that the CWC Clinical staff accomplish the following:, • Maintain complete and up to date files that document all services and contacts;, • Support and implement agency policies and procedures;, • Provide the necessary services and resources to patients in order to assist with resolving behavioral health crises in the least restrictive manner;, • Schedule and facilitate at least bi-weekly supervision sessions with MHPs and Case Managers;, • Completed 90 day probationary reviews as well as annual reviews with direct supervisory reports;, • Review clinical charts for accuracy and completeness, noting WAC and Medicaid requirements for both Crisis Stabilization and Involuntary Treatment Services;, • Ensure the ITA and CTS program are following CARF accreditation guidelines;, • Coordinate and collaborate with the Program Director on the progress of the training, professional development, and ability to deliver services as assigned;, • Assist the counselors with organizing all needs and supplies regarding the delivery of services;, • Facilitate monthly clinical meetings with the mental health professionals as well as the case management team;, • Monitor all ethical and safety concerns and report them immediately;, • Develop and maintain updated and continuous Professional Development Plans with the counselors that are reviewed on a quarterly basis;, • Maintain full and open communication with the Program Director in promoting communication and information between the team members, and other agency staff in delivery of services;, • Ensure that continuous quality improvement addresses both client needs and compliance with WACs, RCWs, RSN, Medicaid, and Federal Regulations;, • Ensure compliance with all applicable Lifeline Connections policies and contracts;, • Support with locating and filling in as floor staff coverage during time of low census or emergencies;, • Regularly train and drill staff on anti-restraint techniques to support in de-escalation for the ITA unit;, • Participate in seclusion and restraint debriefings with staff, patients, and program director to ensure policy and procedures are being followed as well as ways to prevent any restrictive interventions;, • Coordinates services with Clark County’s Designated Crisis Responder’s (DCR) and Court programs to facilitate the legal processes pursuant to RCW 71.05;, • Other duties as assigned. EDUCATION, EXPERIENCE, AND KNOWLEDGE REQUIRED BY THE POSITION The CWC Clinical Supervisor must qualify as a Mental Health Professional (MHP) per WA WACs, and have strong clinical skills and experience providing treatment to persons with severe and persistent mental illnesses and substance use disorders. Supervisory and program management experience is desirable. Demonstrated experience providing supervision and/or mentoring to subordinate staff or co-workers. Demonstrated experience at providing a safe and supportive environment for individuals early in recovery from alcohol and other drugs. This is a hands-on, day-to-day coordination role — the person who ensures that the right people are talking, the right materials exist, and the right decisions get made on time. The Site Lead will be a “backbone leader” for Oregon’s implementation of OPT-In. Foster America is one of three technical assistance partners, working in partnership with the Doris Duke Foundation, the Oregon Department of Human Services, and two Oregon communities around Portland Gresham, Multnomah, and Klamath. Together, we are building community pathways, in which families referred to child welfare but for whom abuse and neglect are not present can instead receive voluntary connection and support, including economic assistance. As the initiative begins its first full year of operation, the Site Lead is accountable to two animating goals: that families and communities are genuine partners, truly engaging with new approaches being offered, and that implementation is continuously improving. The HOST team will utilize the principles consistent with modified Assertive Community Treatment (ACT) model that will best serve targeted population., • Support the day-to-day clinical operations of the HOST team including treatment planning meetings; continuously evaluate the status of patients and do appropriate planning and coordination of treatment activities to ensure immediate attention to their changing needs., • Coordinate, for each patient, the patient-centered comprehensive assessment of psychiatric history (e.g., onset, course and effect of illness, past treatment and responses, and risk behaviors), mental status, and diagnosis; physical health and dental health; use of drugs or alcohol; education and employment; social development and functioning; activities of daily living (e.g., self-care, living situation, nutrition, money management); and family structure and relationships., • Helps coordinate and develop clinical plans in collaboration with team.
