Overview: ACS Professional Staffing is looking for an employee to work on-site with our client. This IT Project Manager 3 position will collaborate with key managerial stakeholders, project managers, subject matter experts, and compliance staff to support the development and execution of the Operational Technology strategy. The role supports Operational Technology Services Internal Business Operations Management, which is responsible for delivering operational technology support services, including Strategy and Program Planning and Delivery, Financial and Resource Management, Procurement Management, Process Management and Service Delivery Maturity, and Reliability Standards Owner reporting to the Internal Operations Manager. This full-time position is located in Vancouver, WA. organize, coordinate, and facilitate project team efforts; serve as liaison between business and technical stakeholders; plan project stages and assess business implications., • Monitor project progress against timelines, milestones, deadlines, standards, and targets; communicate risks, obstacles, or delays; recommend corrective actions; forecast and request resources through Performance Managers; coordinate activities to ensure objectives are met within timeline and budget constraints., • Obtain authorization for changes to cost, schedule, or performance; notify appropriate stakeholders (manager, COR, Procurement); draft project plans, resource strategies, and funding estimates; facilitate cross-functional meetings; provide recommendations on assessment approaches and deliverables; coordinate documentation of updated processes, standards, roles, and responsibilities., • Maintain ongoing communication with sponsors, performance managers, clients, executive sponsors, stakeholders, partners, and Tier II managers; navigate politically sensitive issues professionally; provide technical input, options, and recommendations; facilitate resolution of conflicting positions; issue regular project status reports; collaborate to remove obstacles; prepare final reports including lessons learned., • Proactively manage risks by identifying potential issues and obtaining guidance; track, monitor, and resolve risks, issues, and compliance dependencies; maintain issue, risk, and action logs; develop and recommend contingency plans to minimize or eliminate risks., • Facilitate written and verbal sponsor and stakeholder communication; coordinate project teams, milestones, and deliverables; monitor integrated dependencies, issues, and risks; manage team and sponsor meetings., • Support scope definition and management, business requirements and needs analysis, process and system design requirements, gap analysis from current to future state, organizational design and change management implementation, implementation planning with milestone optimization, integration architecture design, and end-user training., • Manage transitions of projects to new project managers, including training, documentation, and stakeholder introductions; coordinate and support transitions of project resources by capturing knowledge, documenting workloads, and identifying training needs., • Maintain and manage documents, files, emails, and records in compliance with INFOSEC and IGLM standards; ensure proper marking, storage, distribution, and audit accuracy of official records., • Lead employee learning and development initiatives by designing and delivering training programs aligned with organizational performance, culture, and capabilities; promote knowledge sharing, job shadowing, and informal learning; support succession planning; develop instructional design frameworks including content, delivery, assessments, and tools; create, deliver, maintain, and update training materials and technical documentation; evaluate training effectiveness; conduct performance diagnostics and recommend interventions to improve knowledge, skills, and abilities and address learning gaps., • Support business process management by partnering with SMEs to develop and maintain methodologies, tools, and capabilities; create process documentation, policies, manuals, and responsibility matrices; design and implement process metrics and reports; facilitate sessions to map current and future state processes and value streams; gather requirements through interviews, surveys, and observations; perform analysis of workflows, requirements, validation, documentation, and testing artifacts., • Support knowledge management by facilitating knowledge identification, capture, organization, storage, accessibility, and analysis; collaborate with SMEs to document workflows, roles, SLAs, and operational processes; manage documentation lifecycle including development, editing, publishing, and revision; prepare and update materials; document, organize, and present information including requirements, designs, processes, policies, manuals, and workflow scenarios. Requirements: • A bachelor’s degree in business administration, computer science, information technology, Engineering, or a related technical discipline is preferred., • 10 years of experience is required with an applicable bachelor’s degree., • 14 years of direct work experience is required without a degree or a non-applicable degree., • Experience should include direct work experience in a project management capacity, including all aspects of process development and execution for medium to large sized projects., • Demonstrated project management experience with business services capabilities projects using industry standard methods and tools for managing schedules, dependencies, resources, funding, and developing technical specifications and project plans., • Experience successfully coordinating or running multiple projects simultaneously as a program., • Intermediate level experience with Microsoft Project, Visio, and SharePoint Server environments., • Experience in demand/resource planning and Strategy., • Project and program management experience within an Information Technology or Operational Technology environment, • Valid U.S. Driver’s License is required.
