Job DescriptionSalary: $46.15 $58.17 Hourly DOE Do you excel at leading complex construction projects from the ground up? Join PEMCCO as a Construction Manager, where youll provide on-site leadership and oversight for major transit and infrastructure initiatives. In this role, youll ensure work is executed safely, on schedule, within budget, and fully compliant with design, environmental, and contract requirements. Acting as the key liaison between the PMO, contractors, inspectors, and clients, your leadership will uphold PEMCCOs standards of safety, quality, and accountability, keeping every project on track and every stakeholder confident. Essential Functions • Lead daily and weekly field coordination meetings; monitor contractor performance and progress., • Oversee inspection, testing, and quality-control processes to confirm adherence to drawings and specifications., • Review submittals, RFIs, change orders, and field directives; verify constructability and schedule impacts., • Enforce compliance with safety programs (OSHA 29 CFR 1926, NFPA 130, and agency standards)., • Track construction costs, quantities, and schedule milestones; prepare field reports and delay analyses., • Coordinate with Project Controls, Environmental Compliance, and QA/QC teams to integrate data and resolve issues., • Manage punch-list development, commissioning activities, and project close-out documentation., • Mentor field engineers and inspectors in best-practice construction-management techniques. Competencies • Construction Leadership: Comprehensive understanding of heavy-civil, transit, and systems-installation methods., • Technical Knowledge: Strong familiarity with contract documents, codes, and specifications (CSI, NEC, ACI, ASTM)., • Safety & Quality Management: Deep knowledge of OSHA, NFPA, and FTA safety standards., • Scheduling & Controls: Proficiency with Primavera P6, MS Project, and field-reporting software., • Analytical Skill: Ability to identify schedule and cost variances and propose mitigation strategies., • Communication: Clear, concise reporting and collaborative conflict resolution., • Integrity: Upholds PEMCCOs values of fairness, transparency, and compliance in every project interaction. Required Qualifications • Bachelors degree in Construction Management, Civil Engineering, or related field., • Minimum of ten (10) years of progressive field-construction experience on multimillion-dollar infrastructure or transit projects., • At least five (5) years of supervisory experience managing contractors or multi-trade teams., • Demonstrated proficiency in schedule control, field documentation, and claims prevention., • Certification: Construction Manager-in-Training (CMIT) or Certified Construction Manager (CCM) required. Preferred Qualifications • Masters degree in Engineering Management or Business Administration., • Licensed Professional Engineer (PE) or General Contractor License., • Experience with FTA/FHWA-funded programs or Design-Build delivery., • Proficiency in digital-field tools (Procore, PlanGrid, BIM 360).
