SUMMARY Under limited direction, performs intermediate professional work in the preparation and analysis of the City’s operating and capital improvement budget, and performs other related duties as assigned. DUTIES AND RESPONSIBILITIES (Which are not in any hierarchical order) 1. Assists in developing forms and materials for use in the annual financial cycle budget preparation, in conducting workshops relating to the financial processes and in reviewing departmental submissions., 2. Analyzes financial data presented by all departments to determine its accuracy and compliance with budgeting procedures., 3. Analyzes proposed agenda items for fiscal impact and budget requirements, for various assigned departments., 4. Confers with department directors and/or division managers to obtain additional information when required; answers budget-related questions; assists departments with budget problems., 5. Prepares period reports during the budget year highlighting departmental performance, efficiency, and effectiveness of operation; provides suggestions for improvements., 6. Prepares recommendations for shortfalls and actions necessary to balance budget accounts., 7. Analyzes departmental requests for budget appropriation transfers., 8. Reconciles budget expenditures with transactions., 9. Researches, prepares, and completes special projects and research as assigned., 10. Performs other related duties as assigned. KNOWLEDGE, SKILLS AND ABILITIES (Based on area of assignment) • Knowledge of City, federal and state laws, rules and regulations related to governmental accounting and finance., • Knowledge of budgetary planning, development, and management methods and practices., • Knowledge of computer hardware and software utilized in budgetary and accounting practices., • Knowledge of management and supervision practices and procedures., • Knowledge of statistical research and analysis of budget and accounting projections., • Skill in utilizing financial databases for research, analysis, and informational purposes., • Skill in using computer and finance software applications including spreadsheets and databases., • Skill in developing budgetary projections., • Ability to utilize effective verbal and written communication in developing written and verbal reports., • Ability to establish and maintain effective working relationships with those contacted in the course of work. PHYSICAL REQUIREMENTS AND WORK ENVIRONMENT Work involves sedentary to light work in an office setting. There is frequent need to stand, stoop, walk, sit, lift light objects (up to 10 pounds) and perform similar other actions during the course of the workday. The City of West Palm Beach promotes and maintains a drug/alcohol free work environment through the use of mandatory pre-employment and random drug testing for certain employees. MINIMUM QUALIFICATIONS Bachelor’s Degree from an accredited college or university with a major in Accounting, Finance, Business Administration or related field (education will be verified using the “Education Requirements” listed below) and one (1) year of progressively responsible municipal budgeting, billing, collection, or revenue generation experience, or any equivalent combination of training and experience. A current and valid Florida driver’s license is required. For application purposes, a valid driver’s license from any state (equivalent to a State of Florida Class E) may be utilized; with the ability to obtain the State of Florida driver’s license within thirty (30) days from date of employment. Education Requirements To be considered valid (or verified) for position qualification purposes, and consistent with City Hiring Policy 4-5, a High School, GED or equivalent diploma, and all higher education degrees or certifications must have been issued by: a) a public education institution in the State of Florida or any State or Territory of the United States; or b) an institution accredited by an accrediting organization that is recognized by the Florida Department of Education or the U.S. Department of Education; or c) an institution that is accredited by an organization that is recognized by the Council for Higher Education Accreditation (CHEA); or d) an institution whose degree or certification is accepted by institutions identified in either a, b or c above for the purpose of admission to institutions identified in either a, b, or c above. International degrees will be evaluated to determine if they satisfy qualification requirements.
