Job Description Characteristics of Work This is a full-time position that involves professional work to ensure effective compliance of the Head Start Performance Standards through ongoing monitoring of data from all service areas. Performs work by implementing and maintaining an ongoing quality assurance and performance process to measure, evaluate, and assure the quality and performance of the Head Start program according to the Office of Head Start Review Monitoring and the Head Start Performance Standards. Maintains a thorough knowledge of Head Start. Work is performed under the supervision of the President/CEO or designee. The most important aspect of the work involves monitoring, Galileo input, and maintenance of records. Essential Functions These essential functions include but are not limited to, the following. Additional essential functions may be identified and included by the Agency. Monitoring Develop and implement procedures for ongoing monitoring of HCHRA Early Head Start and Head Start grantee program/centers, to ensure that all operations effectively comply with Head Start Program Performance Standards (HSPPS), DCFS regulations, state requirements, other egulatory standards, as well as local goals and objectives, and to ensure that appropriate interventions are addressed in a timely manner. Assist to oversee the submission of accurate information for the Head Start Program Information Report (PIR). Review and maintain files for all in-kind contributions. Make requisitions, order and monitor classrooms and office supplies. Ensure and monitor all program inventories Work collaboratively with Head Start staff toward achieving or exceeding the Head Start and Early Childhood Program Performance Standards. Attend trainings, meetings, conferences, etc. for professional growth and development. Record Keeping and Reporting Issues reports of all findings on a weekly basis and provides systematic follow up to all program functions; provides detailed reports which indicate areas of weaknesses, non-compliance and deficiencies according to OHS Review protocol standards and performance evaluations standards. Responsible for collecting and compiling information for the required monthly, quarterly, and annual reports for each program year to assess staff training and program improvements needed and follow up to ensure goals and objectives identified are met. Maintain accurate, current records and documents. Additional Responsibilities Performs other duties and assignments as directed by the President/C.E.O. or designee. Qualifications A Bachelor’s Degree in Early Childhood Education or related field with two (2) years of experience in Head Start/Early Head Start program operations. Knowledge of community action agencies; comprehensive knowledge of the federal Head Start Program, rules and regulations, policies and procedures related to Head Start Performance Standards; experience in monitoring, mentoring or coaching, data integration/analysis, community outreach and programmatic reporting; demonstrated ability to exercise a high degree of independence, initiative, tact, and judgment; and ability to communicate effectively. Special Requirements Applicants must: -pass Criminal Background and Child Abuse Central Registry Checks. -meet State health requirements. -have a valid Mississippi’s driver’s license Physical Requirements While performing the duties of this job, the employee is frequently required to sit, use hands to fingers, hand, or feel objects when performing health services and operating agency vehicles. The employee must frequently lift and/or move up to 40 lbs. if necessary to lift a child. Considerable travel across the HCHRA service areas. Supervisory Control The Quality Assurance Specialist is directly responsible to the President/C.E.O. or designee. The Quality Assurance Specialist will be evaluated semi-annually by the President/C.E.O. or designee. The evaluation will be conducted through a process of performance monitoring and progress reviews. The evaluation will be reviewed and approved by the President/C.E.O. Company DescriptionCharacteristics of Work Under the supervision of the Center Administrator and indirect supervision and training of/by the Director of Facilities and Field Services, the Custodian/Security Guard is responsible for the daily housekeeping and cleaning of the entire Head Start Center, both indoors and outdoors, as well as continual campus monitoring and security. Essential Functions These essential functions include but are not limited to, the following. Additional essential functions may be identified and included by the Agency. Cleans building floors by sweeping, mopping, scrubbing, and/or vacuuming, as required. Gathers and empties trash. Service, clean, and supply restrooms on a continuous basis each day. Follows procedures for the use of chemical cleaners and power equipment to prevent damage to floors and fixtures, taking care to store and lock cleaning materials out of the reach/access of children. Monitors building security and safety by performing such tasks as locking doors after operating hours and checking electrical appliance use to ensure that hazards are not created. Moves furniture, equipment, and supplies manually or by using a hand truck, dolly, or maintenance cart. Notifies the Center Administrator concerning the need for major repairs. Spreads ice melt on stairs, ramps, porches, and sidewalks, as warranted. Sets up for meetings and functions. Cleans and polishes furniture, fixtures, mirrors, and windows. Dusts furniture, walls, and equipment. Strips, seals, finishes, and polishes floors. Mixes chemicals for cleaning. Makes minor repairs (changing bulbs, switch plates, outlet covers, tightening screws, toilet seats, and minor plumbing repairs). Planning and Organizing Stores garbage, trash, and other items for disposal in accordance with proper sanitation procedures. Requests janitorial supplies. Implementing Activities Inspects buildings and grounds for unsafe conditions. Removes hazardous debris from center grounds on a daily basis. Cleans floors, bathrooms, and classrooms daily in accordance with proper cleaning procedures. Performs cleaning tasks such as dusting and washing windows and walls on a regular basis. Recording, Keeping, and Reporting Maintains an inventory of adequate janitorial supplies and keeps classrooms and bathrooms properly supplied. Communicating and Guiding Performs minor replacements and repairs to fixtures and furnishing in accordance with the work plan., including replacing light bulbs, as needed. Training and Supporting Participates in staff meetings, parent meetings, training sessions, workshops, conferences, and parent activities. Recruit volunteers and in-kind contributions. Recruit children for enrollment in Head Start. Additional Responsibilities Performs other duties and assignments as directed by management.
