Position Title: Director Project Management Function: Information Technology Family: IT Management Reports to: Executive Director-B, Information Technology Pay Grade: E21 Minimum Salary: $92,264 Mid-Point Salary: $114,813 Salary is determined on directly related experience supported by a service record or experience affidavit. Minimum 230 Type of Assignment: Full-Time; Exempt Contract Type: Non-Chapter 21 Funding This position is locally funded. Oversees daily operation of a singular department or campus. Directs staff, which should include people managers, in the development and implementation of departmental or campus policies, procedures and programs. Adheres to both district policy and governmental regulations concerning department or campus operations. Manages departmental or campus structure, development, training, and planning. To lead and manage the SAISD Information Technology Acquisitions and Project Management department so that the planning, coordinating, and implementing of major district-wide technology programs are completed in a timely, well organized, financially efficient manner and that stakeholders are properly informed and involved in all phases of project management. To prepare project budget funding (Bond, E-rate, etc.) overseeing networking and support functions and interfaces with all area of technology to ensure system integration. To oversee the district's employee and student device programs, including acquisition, distribution, and oversight of districtwide technology asset inventories. Provide overall leadership and direction for the district's technology program portfolio, ensuring alignment with SAISD's strategic goals, instructional priorities, and operational needs. Oversee program planning, prioritization, and governance processes, ensuring that technology initiatives are evaluated, approved, and sequenced to maximize value and minimize risk. Develop, manage, and monitor program-level budgets and funding sources to include Bond programs, state and federal allocations, grants, E-Rate, and other resources ensuring fiscal compliance, proper allocation, and long-term sustainability. Establish and maintain governance structures and communication processes, including steering committees, stakeholder working groups, and executive reviews, to support decision-making, collaboration, and accountability. Direct and oversee the work of project managers, vendors, and cross-functional teams to ensure projects within the program are delivered on time, within scope, and aligned with program objectives. Manage interdependencies across projects, identifying risks, resource conflicts, and constraints, and ensuring timely resolution or escalation. Implement and refine program management standards, processes, and tools to support consistent execution, documentation, and reporting across initiatives. Lead change management and stakeholder engagement strategies for district-wide technology initiatives, ensuring adoption, sustainability, and benefits realization. Monitor, evaluate, and report on overall program performance, including KPIs, milestones, financials, and realized benefits; provide regular updates and briefings to executive leadership. Oversee the district's employee, student, and classroom technology device programs ensuring equitable access, managing distribution processes, and supporting instructional and operational needs. Lead technology asset management across the district, including administration of the technology asset system, inventory reconciliation procedures, and beginning/end-of-year accountability processes to ensure accurate reporting and compliance. Ensure that all classrooms are consistently equipped with adequate audiovisual technologies to support instruction and learning. Ensure effective vendor and contract management, including oversight of procurement, deliverables, performance evaluations, and compliance with District standards and policies. Direct the preparation and review of technology-related Board Agenda Items, ensuring accuracy, alignment with strategic goals, and adherence to procurement requirements. Advise District leadership on emerging technologies, industry trends, and best practices, identifying opportunities for innovation and continuous improvement. Perform other related duties as assigned, consistent with the scope and leadership expectations of this position. Bachelor's degree in a related field from an accredited college or university or 4 years equivalent experience, and 3+ years of professional experience in managing large-scale IT projects Progressive leadership experience to include: Planning, Organizing, Staffing, Directing, and Managing employees or teams. Coaching, Mentoring, Developing, and Performance Managing employees or teams. Candidate must have satisfactory outcome of fingerprinting background check. Non-refundable fee (approximately $50.00) paid by the employee Master's Degree from an accredited college or university in Computer Information Systems, Business Administration, or related field 10+ years of professional related experience to include: Project Management Professional (PMP) Certification or additional relevant experience o 8+ or more years' experience managing IT projects. o 3+ or more years managing large scale IT projects, and o 4+ years of progressive leadership experience to include: Planning, Organizing, Staffing, Directing, and Managing employees or teams. Coaching, Mentoring, Developing, and Performance Managing employees or teams. Effective communication skills, both oral and written, with diverse groups of individuals utilizing tact and diplomacy Strong organizational and time management skills Strong critical thinking and problem-solving skills Advanced computer skills and knowledge of multiple databases and software systems Demonstrated skills in handling multiple projects under strict deadlines Ability to analyze, organize and prioritize work while meeting multiple deadlines Proven experience in project management Ability to lead project teams of various sizes and see them through to completion Knowledge and understanding of project management methodologies. Computer, computer software programs and peripherals, teacher resource materials and equipment, copier, fax, and other equipment applicable to position. Frequent exposure to: temperature extremes (hot and cold), humidity extremes, noise. Occasional exposure to: biological hazards (communicable diseases, bacteria, insects, mold, fungi, etc. Maintain emotional control under stress; work with frequent interruptions/deadlines; frequent sitting, standing, walking, climbing, balancing, pulling and pushing; reaching, repetitive hand motions, hearing, speaking clearly, visual acuity and prolonged data input; occasional lift/carry light, moderate 15-44 pounds. Supervises all professional, support staff and paraprofessional staff of the Technology Acquisitions and Project Management Office staff in an equitable, efficient and effective manner.
