Overview The Captain serves as the on-site supervisory authority responsible for leading Protective Security Officers (PSOs) and ensuring daily security operations are executed in full compliance with the DHS Federal Protective Service (FPS) Statement of Work (SOW), post orders, and facility security requirements. The Captain provides direct supervision, operational oversight, and incident response leadership while serving as a key liaison between PSOs, the Contract Manager, and FPS officials. Responsibilities • Provide direct supervision and leadership to PSOs assigned to the facility or task order, • Ensure continuous post coverage and proper execution of post orders and Post Desk Book requirements, • Conduct shift briefings, post inspections, and relief coordination, • Prepares clear, accurate, and timely written reports, • Monitor PSO performance, appearance, conduct, and compliance with FPS standards, • Respond to and manage security incidents, emergencies, and unusual occurrences in coordination with FPS, • Ensure accurate completion of reports, logs, and incident documentation, • Verify PSOs maintain current training, certifications, weapons qualifications, and fitness requirements, • Assist with training, onboarding, and mentoring newly assigned PSOs, • Enforce rules governing access control, screening operations, patrols, and control center operations, • Report deficiencies, misconduct, or adverse information to management promptly, • Safeguard government- and contractor-issued equipment and ensure proper use by PSOs, • Four (4) years of supervisory experience in armed security, law enforcement, or military operations, • Meets all FPS Protective Security Officer medical standard qualification requirements, • Valid Maryland State Police Security Guard Certification, • Active Maryland Handgun Wear and Carry Permit, • Current Maryland State Police approved firearms training and weapons qualification, • Must maintain a professional appearance and comply with all FPS contract uniform and grooming standards as required, • Previous experience effectively leading and managing personnel in a high-security federal environment, • Performs tasks related to access control, screening operations, patrol, and response procedures., • Must maintain required certifications (CPR/AED/First Aid and any post-specific training), • Ability to respond to emergencies and make sound decisions under pressure, • Must be eligible for and maintain required FPS suitability and access credentials Knowledge, Skills and Abilities: • Working knowledge of a variety of computer software applications in word processing, spreadsheets, database (MSWord, Excel, Access,PowerPoint) and Outlook.
