\n Interview Type: 1 Round – In-Person, Up to 60 Minutes \n Ceipal ID: SOKBA904RP \n \n Job Summary: \n The Oklahoma State Department of Health (OSDH) Transformation Management Office (TMO) is seeking a Business Process Analyst (BPA) to support strategic initiatives, business process analysis and improvement, performance management, and stakeholder coordination. \n The BPA will support the planning, coordination, implementation, execution, monitoring, and completion of finance-related strategic initiatives, while ensuring alignment with OSDH strategy, mission, commitments, and organizational goals. \n The selected candidate will manage assigned activities and deliverables, maintain effective stakeholder relationships, identify and help remove barriers, and escalate risks or issues as needed to support successful initiative outcomes. \n \n Responsibilities: \n\n • Business Process Analysis & Improvement:\n, • Gather, analyze, and evaluate information related to agency business processes and Standard Operating Procedures (SOPs).\n, • Identify process inefficiencies and recommend improvements to standardize, streamline, and improve operations.\n, • Conduct gap analysis and root cause analysis.\n, • Develop actionable recommendations to improve processes, systems, SOPs, workforce utilization, and management functions.\n, • Strategic Initiative & Project Support:\n, • Support the planning, coordination, implementation, execution, monitoring, and completion of finance-related strategic initiatives.\n, • Create, develop, and maintain project plans, milestones, action items, and supporting project management tools.\n, • Coordinate with initiative leads, sponsors, and stakeholders to maintain alignment on scope, timelines, deliverables, and expected outcomes.\n, • Identify blockers, risks, and issues and support their resolution.\n, • Escalate concerns and risks when appropriate.\n, • Feasibility, Risk & Optimization Analysis:\n, • Analyze and evaluate proposed business process changes before implementation.\n, • Conduct feasibility assessments and risk analyses.\n, • Develop optimization strategies to support informed decision-making.\n, • Provide recommendations based on data, process findings, stakeholder input, and operational requirements.\n, • Performance Management & Reporting:\n, • Develop and maintain performance management dashboards and reporting tools.\n, • Track and report KPIs, milestones, risks, and strategic initiative progress.\n, • Prepare clear, accurate, and timely performance information for leadership and stakeholders.\n, • Support executive-level reporting and decision-making activities.\n, • Change Management:\n, • Apply change management practices in accordance with agency and TMO guidance.\n, • Support stakeholder engagement, communication, readiness, and adoption activities associated with process, system, and operational changes.\n, • Compliance & Documentation:\n, • Ensure assigned activities and deliverables comply with applicable federal, state, and agency requirements and documented guidelines.\n, • Develop and maintain process documentation, reports, recommendations, SOPs, and implementation materials.\n, • Ensure documentation supports successful implementation and long-term sustainability.\n, • Facilitation & Stakeholder Engagement:\n, • Lead and facilitate meetings, workshops, workgroups, and other collaborative activities.\n, • Serve as an independent or neutral facilitator when beneficial.\n, • Engage professionally with stakeholders at multiple organizational levels.\n, • Support cross-functional collaboration and stakeholder alignment.\n, • Communicate findings, recommendations, risks, and decisions clearly to technical and non-technical audiences.\n\n Required Skills: \n\n • Experience with business process improvement and process analysis.\n, • Experience with Agile, Lean Six Sigma, project management, or related methodologies.\n, • Strong analytical, problem-solving, and decision-making skills.\n, • Ability to evaluate complex information and develop practical recommendations.\n, • Experience developing and using performance measures, dashboards, reports, and KPIs.\n, • Strong proficiency with Microsoft Excel, Word, PowerPoint, and Teams.\n, • Excellent written and verbal communication skills.\n, • Strong stakeholder management and facilitation skills.\n, • Strong organizational and time-management skills.\n, • Ability to manage multiple priorities, assignments, and deadlines.\n, • Ability to facilitate group discussions and resolve cross-functional issues.\n, • Strong attention to detail and commitment to producing accurate, high-quality deliverables.\n\n Preferred Skills: \n\n • Experience with Power BI or similar reporting and analytics tools.\n, • Professional experience in business analysis, process improvement, project management, or performance management.\n, • Experience supporting strategic initiatives, organizational transformation, or enterprise-level improvement programs.\n, • Experience working in government, public health, finance, or other regulated environments.\n, • Experience developing executive-level reports, dashboards, process maps, SOPs, and implementation documentation.\n, • Lean Six Sigma,
