Head of Community Services Location: Oldham (hybrid) Salary: £69,495 Job Type: Permanent Full, clean driving licence and access to own vehicle desirable Purpose of the post Responsible for leading, managing and developing the Community Services team to ensure an outcome based approach is taken to service delivery. Role Responsibilities • To encourage and adopt a flexible approach to service delivery across the Community Service Team. Ensuring that team members are responsive to the needs of the customer and are utilising all available data and customer feedback to generate innovative solutions to service issues and routine delivery., • To lead on the design, development and implementation of our Thriving Communities offer. Co-ordinating internal and external partners to develop the offer and to ensure that relevant data is utilised to inform the delivery of interventions to improve customer’s lives., • To proactively manage the monitoring and reporting of performance through the analysis of all available business intelligence, developing strategies for addressing areas of underperformance, benchmarking and driving best practice across the Community Service Team., • To influence, design and develop innovative solutions to improve the delivery of customer centric services including the best use of the available digital technologies to promote a mobile working approach and improve customer choice for service access., • Responsible for forecasting and managing expenditure with Finance Business Partners to ensure overall budgets are not exceeded. To ensure value for money and continual improvement year on year whilst ensuring that processes are in place allowing contracts to be monitored effectively and robustly., • To nurture an environment that supports the leadership, motivation and development of the team through training, coaching and performance management to ensure that the team achieves or exceeds the levels set by agreed KPIs delivering assurance to Executive Team and Board., • Accountable for ensuring and delivering effective scrutiny of FCHO services and reviewing compliance against the RoSH Consumer Standards, making appropriate changes and recommendations to the Executive Team improve FCHO services, • To manage and be accountable for the provision of volunteering and placement opportunities within FCHO and to increase and develop colleague volunteering within the wider community. Education & qualifications • Level 5 Housing-related qualification or willingness to work towards, • Relevant academic, vocational qualification, professional membership (or eligibility for such) or experience, • Evidence of continuous professional development in leadership, social value and customer service Experience • Experience of leading a multi-disciplinary work area; either one function with range of different professionals or more than one discrete function., • Experience of working in support and customer services role in a Housing Association or an ALMO., • Experience of managing people, including carrying out disciplinary/capability/grievance processes., • Experience of managing budgets effectively., • Experience of developing and setting KPI’s, analysing performance data, including monitoring and reporting on performance., • Experience of managing and promoting continuous improvement., • Experience of leading the design, development and successful delivery of projects., • Experience of developing and implementing strategy, policy and procedures which are EIA compliant., • Experience of collaborative team and partnership working across a multi-disciplinary teams/partners including health, education, customer engagement, support and enforcement What's in it for you? New Business and Acquisitions Manager Location: Oldham (hybrid) Salary: £64,200.00 Job Type: Permanent Full current driving licence and access to a vehicle is required for this role The Vacancy FCHO are seeking an experienced New Business and Acquisitions Manager to drive their ambitious growth plans, in delivering much needed new homes across Oldham and the surrounding areas. The New Business and Acquisitions manager will be responsible for identifying, appraising, and securing growth opportunities, including land and development purchases, partnerships, and other growth opportunities. FCHO’s growth strategy focuses on meeting the needs of our customers and the local area, so an excellent eye for detail, design and placemaking, alongside an in-depth understanding of affordable housing appraisal and delivery is essential for the role. Role Responsibilities • Be responsible for identifying suitable land and development opportunities (both immediately available and sites that will be marketable soon) to secure FCHO’s development pipeline, • Identify and build a suitable pipeline and provide specialist strategic advice in conjunction with the businesses strategy and vision, having regard to national and local planning policy to identify where opportunities/risks exist., • Oversee the preparation of planning applications/appeals, liaising with Council Planning Officers and ensuring suitable community engagement, • Negotiate agreements for purchase involving agents, legal representatives and landowners including Heads of Terms for new projects, working with the necessary FCHO teams and external advisors where required., • Be responsible for the preparation of accurate appraisals and cash flow forecasts, ensuring compliance with statutory and funding body requirements, FCHO policies and processes, and good practice., • Manage the negotiation process with land owners and developers; liaising with solicitors, local authorities and other agencies as appropriate and handling complex and difficult negotiations., • Advise and manage consultants and contractors involved in the appraisal/acquisition/development process in accordance with department and FCHO policies and procedures and in line with specified timescales., • Actively contribute to decision making and determining FCHO’s policy and procedure for the delivery of the growth strategy, • Actively attend community-based meetings, sometimes out of core hours, including evenings., • Ensure that prospective projects meet the specification and need requirements of FCHO and its customers, • Maintain and strengthen relationships with key partners and stakeholders, • Prepare and present effective and accurate reports and presentations for a varied audience, including board approval reports, • Assess and update financial viability of individual projects and produce reports when required., • Negotiate S106 terms with Local Authorities, Solicitors and Developers., • Own and manage FCHO’s acquisitions and disposals processes for existing assets, and prospective strategic acquisitions Experience Required: Essential: • Degree or equivalent in a relevant discipline, or suitable equivalent experience, • Knowledge of the planning system, both local and national policy, • Knowledge of property development including homes for rent and sale and identifying land, acquisition and development opportunities, • Experience in appraisal models, particularly within affordable housing development, • Report writing up to Board level, • Working knowledge of Homes England funding, • Experience of taking land opportunities from concept to legal completion, • Financial knowledge regarding development, costings and appraisal of capital projects, cost control, • Membership of RTPI/RICS/CIOB or other professional institute allied to the construction industry (acceptable to FCHO) This is a great time to join the FCHO development team as we embark on a period of ambitious growth, and this role will be a key driver in achieving our goals.
