Job DescriptionDescription: JOB DESCRIPTION Job Title: Director of People and Culture Reports To: Chief People Officer Department: People and Culture FLSA Status: X Exempt or ? Non-Exempt ? Union or X Non-Union Position Summary Position Summary: Reporting to the Chief People Officer, the Director of People and Culture is a critical position that provides guidance and leadership, play a key role in driving the next phase of growth at SCES, and develops an environment where the team thrives. The Director of People and Culture demonstrates experience in employment law, compliance, and labor relations, collecting and synthesizing stakeholder input, identifying opportunities for improvement, proposing creative and pragmatic solutions, and thoughtfully designing process rollouts through a change management lens. In addition, they consistently demonstrate exceptional judgment, interpersonal skills, and the ability to lead strategies to recruit, develop, and retain top talent for an innovative and transformative model. Job Responsibilities and Performance Standards: Operational excellence: • Develop and manage efficient and effective human processes and workflows (using Paylocity and automation wherever possible) for all areas of human resources including recruitment and selection, onboarding, off boarding, employee relations, employee changes, training and development, leaves of absence, compensation and benefits administration, and compliance, health and safety., • Manage and execute an efficient and effective recruitment process – developing partnerships with local schools and other potential partners to create interest in SCES, maintaining strong documentation and applicant flow, and working with hiring managers to reduce time and cost of hire to the minimum., • Implement and continually improve SCES’s onboarding and new hire training process, making sure that hiring managers and internal staff prepare for the new hire and employees feel welcomed, informed about their benefits, and prepared to excel in their roles. Work to support a reduction in first year turnover., • Work with the CPO and HR generalist to ensure clean HR data in Paylocity and create standing reports that report monthly on key talent metrics for the talent dashboard., • Maintain an HR calendar and ensure all daily, monthly, and annual tasks are completed on or ahead of time to ensure compliance with local, state, and federal laws and best practices of a well-run HR department. Culture:, • Work with the CPO and functional leaders to interpret culture surveys and develop action plans that improve culture and retention., • Help ensure that SCES is an equitable and inclusive workplace where all employees feel valued and can thrive through annual pay equity audits, trainings, coaching, employee resource groups and overall strategy and practice., • Work with the CPO and functional leaders to develop and coordinate various policies, training, and activities to build belonging, wellness, and culture strengthening to the agency. Compliance and Policy • Maintain an up-to-date agency wide HR policies and procedures manual, and employee handbook. Possess a strong working knowledge of latest HR practices, laws and benefit options and ensure SCES is always in compliance and has the best benefits available for our staff within our budget., • Maintain thorough HR documentation and accurate, organized, and up-to-date Human Resources files and standard operating procedures (SOPs)., • Manage SCES’s collective bargaining agreement and provide ongoing interpretation and administration of the final contract, ensuring compliance., • Manage SCES’s compliance with all labor and employment laws keeping current on changes in local, state, and federal law., • Review and update our employee handbook and send out acknowledgements annually., • Manage all required trainings and performance management reviews, ensuring 100% compliance. Employee / Labor Relations: • Provide guidance and support to all levels of management and staff on HR related policies, issues and procedures., • Advise leadership and supervisors of unionized employees on policy and practice to ensure compliance with the contract., • Respond promptly to daily employee questions and employee relations concerns with care and aim to have it resolved quickly., • Works with the CPO to manage the people and culture team, create training and other development paths to keep the team growing, engaged, and supporting the future needs of the agency and staff., • Manage hiring, employee changes, leaves, and employee exits., • Manage and continuously build SCES’s relationship with Union representatives.Benefits / Compensation, • Manage relationship with broker and all benefits at SCES. Stay abreast of benefit and policy trends and best practices. Work with broker to develop a 1-3 year strategy to reduce costs for staff and the agency and improve wellness., • Conduct an annual pay audit and benchmarking and advise leadership on recommended pay adjustments for SCES to maintain competitiveness in the market. Qualifications: • 10+ years of Human Resources experience, non-profit or civic sector a plus., • A graduate degree in a relevant field. HR certification strongly preferred., • Experience with legal compliance required., • Experience working in a unionized environment required., • Fluent in change management strategies and best practice; proven success in implementing change across an organization., • Data-driven and results-oriented; proven ability to manage data/metrics and make data informed decisions., • Tech savvy – embraces AI and other methods of automating administrative tasks to elevate the people and culture team and enable us to focus on the highest value people and culture work., • Ability to establish standards, performance management, quality improvement, and investigatory processes., • Strong working knowledge of Office 365 Suites, particularly excel, to determine the results and processes of new programs. Ability to keep up to date with changing technologies and new theories of health., • Experience with regulatory and compliance monitoring, tracking, and evaluation is strongly preferred. This may include but is not limited to resource management, quality assurance, reporting, audits, training, and post-implementation review., • Ability to work independently and collaboratively with diverse populations., • Exceptional time management and organizational proficiency., • Must meet both CORI/SORI and public health screening requirements.
