Job Description Position Overview The Millennia Companies seeking an Assistant Property Manager who has knowledge of residential housing and housing programs. The Assistant Property Manager reports to the Community Manager and shares responsibility for the overall operation and the day-to-day implementation of policies, procedures, and programs to ensure a well-managed and maintained Community. The Assistant Property Manager should maintain property rentals by advertising and filling vacancies, negotiating, and enforcing leases, maintaining and securing premises, and knowing Fair Housing Laws and all other laws about housing. The ideal candidate will assist in managing the Community according to prescribed policies and procedures, under the supervision of the Property Manager or Senior Property Manager assists in all operational and financial aspects of the property or properties. Essential Functions and Responsibilities • Interviews and screens prospective residents for occupancy., • Identifies appropriate contractors, defines the scope of work, and obtains necessary bids., • Processes and monitors work orders., • Processes and submits invoices for payment., • Rent collection, receipting, prepares deposits using Onesite property management software., • Submits required reports and maintains records according to company policy., • Responsible for in-house monthly file audits., • Responsible for apartment inspections for move-in/move-out conditions (pre/post inspections) and the successful completion of the process within 24 hours of the action., • Organizes and files all relevant reports, leases, and paperwork., • Accepts service requests from residents and routes to maintenance for prompt processing., • Ensure the completion of all recertification paperwork within its required deadline., • Ensures property’s filing system is maintained daily, including applicant/resident, accounting, vendor, and contract files., • Maintains a positive customer relations attitude., • Physically inspects units and Community, • Knowledge of state and local landlord/tenant laws and applicable building codes, • Excellent communication skills in both verbal and written, • Must have strong computer experience in MS Word, Excel, and Outlook; Onesite experience a plus., • Must be thorough, reliable, responsible, honest, organized, flexible and service-oriented, • Must be knowledgeable of all phases of leasing and resident retention., • Secure lease renewals and recertifications each month., • Executes marketing and advertising campaigns for apartment leasing in conjunction with the Affirmative Fair Housing Marketing Plan., • Creates innovative marketing ideas for marketing the Community and improving resident satisfaction., • Remains current on and compliant with the policies and laws affecting the marketing and leasing community. Financial Analysis, Budgeting and Forecasting · Prepare and present monthly financial budgeting reports including monthly profit and loss by department / program, forecast vs. budget by department / program and weekly cash flow by department / program. · Review and analyze monthly financial results and provide recommendations. · Identify, develop, and execute analysis of business initiatives, new services/lines of business and grants. · Develops annual operating budget (including cost allocation methodology) and forecasts. Recommends benchmarks that will be used to measure the Center’s performance. · Ensure that programs and departments operate in a fiscally responsible manner by collaborating with directors to develop strategies that address budget deficits and maximize funding. · Analyzes and evaluates rates and program funding streams. · Prepares and maintains cash management and forecasting processes. · Manage financial planning and analysis, Supervise creation of reports, software implementation and tools for budgeting and forecasting. · Engage with Lenders, Vendors, Regulatory Agencies, Community Partners, and other Stake Holders as needed. Accounting, General Ledger, Administration and Operations · Supervises billing/accounts receivable, purchasing, and accounts payable/cash disbursements. · Review and ensure application of appropriate internal controls, SOX compliance and financial procedures. · Ensure timeliness and accuracy of financial and management reporting data for federal and state funders, foundations, investors, and grant funders. · Oversee the month-end close process and preparation monthly and annual financial statements. · Oversee the preparation and timely filing of all local, state and federal tax returns. · Ensures proper functioning and integrity of department systems including general ledger, billing, and payroll. · Oversee financial audits by independent auditors and external governmental agencies. · Implements and oversees grant management process. · Ensures timely completion of all annual regulatory cost reports including but not limited to the annual Consolidated Fiscal Report (CFR) and Department of Health (DOH) cost reports. · Maintains proficiency in cost reporting manuals such as the Consolidated Fiscal Report (CFR) and State Education Cost Reimbursable manuals and is responsible for ensuring accounting compliance with regulatory manuals. · Continues developing industry knowledge in the areas of Medicaid billing as it relates to the Center’s programs with oversight from NYS regulator the Office of People with Developmental Disabilities (OPWDD) and State Education Department (SED). · Work with Human Resources to ensure appropriate legal compliance. · Oversee the month-end close process. Cash Management · Oversee weekly cash management and AP Department. · Approve large payables, sign checks, and authorize wires and ACHs. · Supervise Accounts Receivable management and provide guidance relating to the collection process. Financial Management · Manage cash flow planning process and ensure funds availability. · Oversee cash, investments, and asset management area. · Maintain outstanding banking relationships and strategic alliances with vendors and business partners. · Utilize forward-looking models and activity-based analyses to provide financial insight into the organizations’ plans and operating budgets. Responsibilities and Duties The successful candidate will collaborate with management, business, customer and technology groups throughout the technological project lifecycle, including: • Analyze, plan and develop requirements and standards in reference to scheduled projects, • Develop, maintain and archive project documentation, cost estimates, roadmaps, work plans, logs, status reports and other project deliverables per standards., • Provide leadership and technical management using prescribed Scrum and Agile methodologies at stand-ups, sprint planning meetings, retrospectives, etc., • Define clear deliverables, roles and responsibilities for staff members required for specific projects or initiatives, • Assist to assign and oversee the daily tasks of technical personnel while ensuring all team members are actively working toward established milestones, • Track team performance and deliverables while leading schedule and cost changes with our customers Graduation from an accredited college or university with a bachelor's degree in computer science, computer programming, software engineering, management information systems, business, or other related field is preferred. We will consider candidates with associate degrees or certificates in the areas listed above in combination with experience. Current PM certification and at least one certification in Scrum/Agile methodologies is preferred. The successful candidate may be required to acquire these certifications if they do not already possess them. Qualifications: The successful candidate possesses some civilian or military experience in most of the following areas: • Superior verbal and written communication skills encompassing all typical communication mediums, • Strong managerial experience when it comes to both analytical thinking and problem-solving, • Excellent time management, organizational and leadership skills, and attention to detail, • Experience with large-scale project management, IT project management preferred, • Experience as a scrum master or a software project lead is preferred Applicants selected will be subject to a security investigation and must meet and maintain eligibility requirements for, at minimum, Secret access to classified information if they do not already possess one.
