Job Description General Position Summary The Human Resources Manager is a key role responsible for overseeing the human resources and administrative functions within the organization. This position involves managing HR processes, developing and implementing HR policies, overseeing recruitment and employee onboarding, managing office operations, and ensuring the smooth running of all administrative tasks. The ideal candidate will be a strategic thinker with strong leadership skills, an ability to manage multiple priorities, and a commitment to fostering a positive work environment. Essential Job Functions HUMAN RESOURCES • Assist in the recruitment process including background checks. Post jobs on recruiting board and/or SharePoint., • Prepare documents for new hires and conduct onboarding orientation., • Enter new hire and employee changes into ADP WFN. Construct new employee files. Maintain accurate employee personnel files. Process promotions and department transfer as they occur timely., • Terminate employee records in Payroll, ADP WFN as they occur., • Process Cobra as they occur if applicable., • File all documents in each employee’s personnel and confidential folders., • File all documents related to employees’ confidential documents such as emergency contacts and medical information in each employee’s confidential folders., • Communicate with Branch Manager or Manager for any missing documents and questionable matters and report to management., • Develop and implement human resources policies, procedures and programs., • Administer Workers Compensation and review with brokers periodically., • Files EEO-1 report or other governmental report quarterly / annually and maintains other records., • Perform audit of records on file once a year., • Maintains compliance with federal, state and local employment and benefits laws and regulations., • Assist HR department on employee relations matters including counseling, etc… BENEFIT PROCESS • Assist and set up open enrollment meetings. Verifies and completes benefits enrollment forms., • Manage Health, Dental, Vision, Life, 401K and Disability Insurance Programs including ACA compliance., • Administer unemployment compensation program., • Administer workers compensation program., • Administer leave programs including FMLA, Personal, Medical, Jury Duty, and other LOA., • Investigates and resolves questions regarding delivery and payment for services by contacting health care professionals and other service providers, benefit plan providers, and employees when necessary., • Maintain benefits-related data into computerized human resources information system (ADP WFN)., • Maintain files of enrollment forms and other documentation. 401(k) ADMINISTRATION • Prepares enrollment packages to employees one month prior to their eligibility., • Monitor and participate with planning day-to-day operations of the 401K retirement plan., • Prepare for annual 401(k) audit, communicate with financial institutions and Corporate Accounting, or consultant offices on various audit research items and 5500 filing. PAYROLL PROCESS • Double check and report any payroll information changes, Tax information and other required information for each payroll to payroll outsourcing company in a timely manner. ADMINISTRATIVE ASSISTANT • Updates company and employee information and handbook as needed., • Answer and assist with employee direct phone calls., • Organizes and maintains file system and company correspondence of required records for auditing., • Assist and support Corporate Accounting and Planning Department., • Conduct research, and compiles data for various types of statistical reports., • Coordinates and arranges meetings, prepares agendas, reserves and prepares facilities, and records and transcribes minutes of meetings related to HR and Planning (including web conference)., • Prepare outgoing mail and correspondence, including e-mail and packages to overseas., • Orders and maintains supplies and arranges for equipment maintenance., • Order and arrange delivery of employee service awards including announcement, • Confirm information on invoice is correct and approve the order was received in full before processing payment., • Post internal information using company intranet and website., • Arranges and coordinates travel schedules and reservations. Arrange hotels for staff and guests as well as shuttle service when necessary., • Handle various types of errands as needed such as to drop off mail, to send FedEx packages when necessary. OTHER & MISCELLANEOUS • Other duties as assigned by management., • Seek constant improvement, more efficient and less expensive ways and means in work processes., • Maintains high ethical standards in the workplace., • Reports all irregular issues and problems to supervisors for solution., • Maintains good communication with management, office staff members and outside contacts., • Compliant with all company policies and procedures including mandatory training., • Responsible for maintaining a clean and safe working area. Qualifications Education & Work Experience • Bachelor’s degree (B.A.) from four-year college or university; or equivalent combination of education and experience., • Must have between 5-10 years of previous experience in a similar HR position., • Japanese language proficiency is not mandatory but a benefit. Tools & Equipment • General office equipment including phones, copier/scanner, personal computer, etc., • Software includes the use of Windows operating system, MS Office., • Any tools, equipment, software that are required may require training. Familiar with ADP is a positive. Certificates / Licenses • Any certificate or training records that are required by each department, position/title, or government agency.
