About the Position The Facilities Director is responsible for the overall management and oversight of all facilities operations and construction projects. This includes, but is not limited to, facilities planning, space management, maintenance, repair, renovation, construction activities, janitorial services, landscaping, equipment and vehicle maintenance, and supervision of Facilities staff and contractors. The incumbent provides strategic leadership in planning, organizing, and directing the Librarys facilities maintenance program, developing work plans, setting priorities, and ensuring effective resource allocation. The Facilities Director also participates in capital project planning and design, develops and manages service contracts, and serves as a key advisor to the senior leadership team on facilities-related issues. Reporting directly to the Chief Operations Officer, the Facilities Director acts as an integral member of the Librarys management team, contributing to system-wide goals, strategic initiatives, and operational excellence. Primary Responsibilities Facilities Management • Responsible for all aspects of facilities, and building support services, preventive maintenance, emergency repairs, event steps, interdepartmental deliveries, capital projects, and the librarys physical infrastructure (HVAC, fire-life safety systems, structural, mechanical, electrical, plumbing, building envelope)., • Develops and manages the departmental operating and capital budgets; develops and maintains long range strategic plan(s) for facilities, including preventive maintenance for equipment and vehicles and capital renewal of the physical infrastructure; optimizes total cost of ownership for all property assets through energy management, sustainability, and value engineering initiatives., • Develops and implements safety programs to comply with UOSH regulations, including the update of the Library's Business Continuity Plan, and Emergency Evacuation Plan in collaboration with the Security Director., • Responsible for building a high performing staff team that supports the library experience and the organizational goals., • Responsible for the efficient use of personnel by utilizing the facility work order system and performance metrics for the department., • Responsible for the selection of all facility personnel, developing staff training, and evaluation of personnel. Addresses personnel matters with staff including discipline., • Accountable for proper management, supervision, and utilization of facility department employees and contractors., • Fosters positive teamwork among staff., • Assures that facility repairs are made in a cost-effective and timely manner., • Responsible for scheduling and planning for maintenance and construction, minimizing its impacts on public services., • Uses appropriate organizational software for managing schedules, and time off, as well as any other software which may be required to properly manage the department including all mechanical, HVAC and alarm systems., • Shares perspectives with the team and contributes to the dialog in reviewing initiatives, policy changes and library operations. Supports the efforts of other library teams., • Responsible for library construction projects to assure that facilities are built according to specifications and any value engineering is reviewed and approved by the Chief Operations Officer., • Monitors project time lines, budget, and scope., • Works closely with all parties including but not limited to Architect, Construction Management firms and/or General Contractor, and City to assure proper coordination of work., • Oversees small renovation projects directly, creates scope of work, obtains quotes from various trades, develops budget and coordinates projects until completion in a timely manner. Manages external project managers for large and complex building projects., • Assists with lease negotiations, manages leased facilities relationships and agreements, responsible for all departmental reporting, and maintaining appropriate facilities, equipment, vehicle warranties, assists in the acquisition and disposition of equipment and maintains all appropriate documentation., • Ensures appropriate level of insurance on facilities, equipment, and vehicles., • Prepares various reports and statistics bi-weekly, monthly, annually, or as otherwise required., • Prepares annual maintenance schedules for all facets of maintenance., • Provides Chief Operations Officer annual maintenance plan and reports on status of maintenance work., • Supports and promotes the mission and strategic plan and communicates system-wide goals and measures., • Communicates the importance of providing satisfaction and value for taxpayer funds., • Fosters good working relationships with diverse people including staff, patrons, volunteers, vendors and community partners. Minimum Qualifications: • Bachelors Degree in Facilities, Mechanical or Electrical Engineering or degree relevant to the position is essential., • Masters Degree, Certified Facilities Manager, and or Project Management Professional Certification (PMP) is preferable., • Seven years or greater experience in the facilities, maintenance of electrical, mechanical systems and/or construction management., • Commercial facilities management and construction experience required., • 5 years' experience at a management level required., • Working knowledge of electrical and mechanical systems, HVAC, and construction., • Experience in construction project management, facilities budget development and management, and scheduling of staff for multi-site operations., • Ability to analyze and interpret architectural, engineering and construction documents, operations and maintenance manuals, and other related materials., • Knowledge of UOSH and other regulatory agency requirements., • Excellent organizational skills, ability to multi-task, prioritize, and work well under pressure to meet deadlines., • Serves as back-up to Facilities Supervisor in their absence, and on-call availability., • Demonstrated leadership qualities, including experience with mentoring and guiding staff to ensure people and teams are effectively using their time to deliver and improve services., • Excellent written and verbal communication skills, including presentation skills, skill with group and team dynamics, and the ability to motivate and negotiate with diverse individuals and groups., • Must be able to use technology to plan, communicate, deploy and evaluate multiple projects simultaneously., • Required to maintain professional knowledge and skills through viewing related webinars, attending training or professional conferences., • Ability to assess, recommend, and implement improved policies, processes and procedures relating to area of responsibility., • Ability to use data in decision making for location needs., • Ability to establish and maintain positive working relationships with staff, other managers, community members, and the public., • If travel is required for library purposes you must have transportation. If using a personal vehicle must maintain state required insurance., • Early morning and evening hours may be required. Preferred Qualifications: • Spanish language and/or other non- English language skills., • Experience with library operations, programs and services., • Experience with library policies and procedures, • Intermediate knowledge of computer programs, software, Google apps, e-mail, and work order management system. Working Environment: • Work is performed in a library environment., • Subject to repetitive movement; standing, walking, bending, reaching and lifting of objects. May be subject to standing or sitting for extended periods of time., • Must be able to lift/carry library materials, up to 50 lbs., • Must have good hand mobility and coordination., • Considerable exposure to stress as a result of human behavior., • Subject to intermittent periods of inclement weather when maintaining building exterior., • Ability to meet a flexible work schedule, including evenings and weekends., • Available for 24 hr emergency calls by telephone and/or cell phone., • Able to travel to all SLCPL locations within the City, during all weather conditions. Schedule: • Full-time 40 hours per week. Evenings and weekends may be required.
