Job Description Summary: The Supervisor of Property Management provides hands-on leadership and oversight of property management operations to ensure safe, stable, and affordable housing for residents, including those who are homeless or at risk of homelessness. This position blends strategic and operational functions supervising leasing and compliance staff while actively engaging in leasing, compliance, inspections, tenant relations, and financial operations. The ideal candidate demonstrates strong leadership, excellent communication skills, and a deep understanding of affordable housing programs, HUD compliance, and human-centered housing practices. Duties and Responsibilities include the following. Department Leadership & Supervision • Supervise property management and leasing staff, including hiring, training, coaching, and conducting performance evaluations., • Provide day-to-day directions to ensure timely completion of leasing, compliance, and resident service activities., • Develop staff knowledge in HUD, PSH, LIHTC, and subsidy housing compliance through ongoing training and mentoring., • Establish clear performance goals, monitor outcomes, and ensure accountability to organizational standards., • Oversee the operations of assigned properties to achieve target occupancy, rent collection, and resident satisfaction goals., • Conduct or supervise regular property and unit inspections, ensuring that maintenance needs are documented and resolved., • Oversee coordination of leasing activities, including marketing, applicant screening, move-ins, move-outs, and lease renewals., • Oversee rent collection, payment plans, and delinquency management; ensure timely reporting and follow-up on late payments., • Oversee coordination of compliance activities for all properties, including RCRS, HOME, and Targeted/Key units; serve as the primary liaison with funders and regulatory agencies., • Ensure timely and accurate annual recertifications and income verifications., • Create, maintain, and update policies and procedures to align with funder agreements, HUD regulations, and Fair Housing laws., • Review and analyze monthly operational reports (vacancy, collections, move-ins/outs, recerts) to assess trends and recommend improvements., • Promote a positive, professional relationship with residents while addressing concerns promptly and compassionately., • Facilitate community meetings and engagement initiatives to strengthen resident communication and involvement., • Coordinate with supportive service providers to assist residents in maintaining stable housing., • Collaborate closely with Maintenance, Finance, and Real Estate Development teams to align operational priorities., • Support fundraising and community outreach efforts as needed., • Contribute to organizational strategic planning and continuous improvement of housing programs., • Perform other related duties or special projects as assigned. Supervisory Responsibilities: • Directly supervises leasing and compliance staff., • Responsible for training, scheduling, performance management, and professional development., • Oversees workflow and ensures departmental goals and deadlines are met. Qualifications Education and Experience: • Bachelor’s degree in business, property management, real estate, or related field preferred; equivalent experience accepted., • Minimum 5 years of progressively responsible experience in property management, affordable housing, or related field., • At least 2 years of supervisory or leadership experience required., • Valid driver’s license required., • Strong understanding of HUD, PSH, and affordable housing regulations., • In-depth knowledge of Fair Housing and landlord/tenant law (North Carolina preferred)., • Excellent interpersonal, communication, and conflict-resolution skills., • Strong leadership and team-building capabilities., • Proficiency in property management software, HMIS, RCRS, and Microsoft Office Suite., • Exceptional organizational skills and attention to detail., • Ability to analyze data and use metrics to drive operational decisions., • Regularly required to sit, stand, walk, and communicate verbally., • May occasionally lift up to 10 pounds., • Regular on-site property visits and inspections required, including exposure to outdoor weather conditions.
