Job DescriptionPeer Assistance Services, Inc. is a community-based, Colorado not-for-profit corporation with 501(c)(3) tax exempt status. Our mission to lead with prevention and intervention for substance use and mental health concerns guides agency programming. The Board of Directors relies on the CEO to demonstrate high standards of ethical and professional behavior. Pursuant to PAS Bylaws, the Board shall hire a Chief Executive Officer who shall administer the affairs of the corporation subject to Board approval or ratification. Location: Denver, Colorado (In-Office) Salary: $225,000 - $260,000 Type: Full-Time, Exempt Position Summary: Peer Assistance Services seeks an energetic, self-directed individual to serve as the CEO of the agency. The CEO is responsible to administer and manage all activities of the agency, to provide leadership that enhances productivity and creativity that positions the agency for growth, to plan, organize, coordinate and direct programs, and to implement policies in compliance with contract requirements. The CEO upholds and promotes a culture of empathy, professionalism, and kindness in serving program participants with significant health and personal challenges. Required Qualifications • Advanced degree in Management, Business, Public Health, Social Work, Nursing, or similar field., • Education or related experience in the fields of healthcare, employee assistance programming, substance use prevention and intervention, on a management or executive level, • Experience within non-profit management and leadership, • Experience in financial management to include, audit processes, budget development, and financial analysis, • Proficiency in Microsoft Office and Adobe, as well as Zoom and Teams, • Experience supervising, supporting staff, and promoting professional developmentKey Skills & Attributes, • Passionate about Peer Assistance Services’ mission, • Self-starter, self-disciplined, • Spark, imagination, creativity, curiosity, flexibility, • Ability to remain focused in the face of pressure, deliver against timelines, not intimidated by tasks/time limitations, • Detail oriented with strong organizational and leadership skills, • Capacity to analyze and synthesize information, • Strong communication and public speaking skills, including the ability to effectively communicate with diverse stakeholders, including regulatory boards, funders, and policy makers, • Demonstrated writing skills, • Ability to work as a member of a team, communicating with peers and professionals outside the organization, including executive-level collaboration, such as building strategic partnerships, influencing decision-makers, and cultivating strong external networks., • Cultivates an empathetic and caring workplace culture through appropriate personalized support for work and personal challenges, and meaningful recognition of staff milestones and achievements., • Oversees the implementation of the contract scope(s) and statements of work, to ensure all deliverables are produced in a timely and satisfactory manner., • Reports to the Board of Directors on the status on our primary contracts: Peer Health Assistance Programs and Screening Brief Intervention., • Engages external stakeholders to enhance strategies., • Anticipates and adapts to emerging trends affecting the agency., • Ensures implementation of and oversees delivery of staff training on policies, compliance, diversity, equity and inclusion, and relevant Colorado employment laws., • Establishes and maintains comprehensive hybrid-work framework, including equipment provision, office safety protocols, and policies addressing health and family needs., • Regularly participates and directs staff participation in organizations with a similar or complementary mission(s)., • Ultimately accountable for oversight of all hiring decisions., • Leading the strategic planning process and implementation.Financial oversight, • Hires and oversees a finance expert, to ensure that all funds, physical assets, and other property of the organization are appropriately safeguarded and administered., • Maintains financial discipline within the context of program contracts., • Operates within the approved annual budget., • Accountable for contract negotiations and implementation., • Provides adequate internal systems to protect the organization’s financial health, e.g., internal policies and controls that are provided to the independent auditor for review., • Engages the board in dialogue regarding financial reports, providing monthly financial statements, discussion with Finance Committee and Board Treasurer., • Prepares and submits annual budget to be adopted by the Board of Directors in advance of the fiscal year., • Maintains banking relationship, confirming exceptions, checking Positive Pay daily, and reviewing bank reconciliations., • Is an authorized signer by the Board of Directors on all accounts., • Hires the auditor to conduct the annual independent audit of PAS financial operations. Reviews and submits to the Board of Directors the prepared 990 for filing with the IRS by the auditing firm., • Monitors opportunities to strengthen the financial position of the organization., • Accountable for oversight of risk management policies regarding confidentiality, conflicts of interest, and accounting procedures including internal controls., • Ensures compliance with all contracts and subcontracts, regulatory, and legal requirements., • Oversees consultant and vendor contracts/agreements, leases and respective scope(s) of work., • Maintains comprehensive financial oversight, including contract allocation, and adherence to the Board Banking Resolution and other banking protocols., • Meets regularly with finance expert to provide direction on budgets and any contractual changes., • Quarterly meetings to review the investment account statements with the Finance Committee and designated portfolio manager., • Annually reviews 403(b)(7) compliance with the designated broker and third-party administrator., • Adheres to the agency accounting policies and procedures, including internal controls.Operational excellence, • Collaborates with, elevates and supports the COO., • Sets an organizational tone that seeks to attract, retain, motivate, and develop a highly qualified workforce., • Provides focused leadership that seeks to ensure commitment to the agency mission., • Works to lead by example in participation, follow-up, innovation, questions, and outreach., • Collaborates with the staff and reports to the Board on the sustainability of programs., • Manages relevant policy and legislative efforts with guidance from the Government Relations and Lobbying Contractor. Risk management, • Identify, assess, and mitigate operational, financial, and programmatic risks, ensuring compliance, and developing contingency plans., • In collaboration with the COO, evaluates potential disruptions to operations, including technology failures and internal process inefficiencies., • Accountable for compliance with relevant laws, regulations, and internal policies, and identifies potential legal liabilities. Stakeholder Collaboration, • Maintains effective relationships with professional associations, regulatory boards, contractors, consultants, stakeholders, contractor agencies, counterparts and other governmental agencies., • Seeks community collaboration to identify resources that impact program participants., • Supports staff identification of resources and programs to address community needs., • Identifies and determines community referral sources., • Directing the functions of the organization in accordance with the mission and recommendations from the Board., • Keeping the Board well-informed of important developments and issues, as well as regular program reports Working Conditions: Office environment. State-wide and some national travel required. Occasional night and weekend hours required. Work may be stressful at times. • Physical/Mental Demands: Sedentary work with repetitive motion. Substantial movements (motions) of the wrists, hands, and/or fingers. The worker is required to have close visual acuity to perform activities such as viewing a computer terminal, reading, typing, and analyzing data.
