Position Overview: Capital Technology Alliance (CTA) is seeking a highly experienced Senior Project Manager to support a large-scale state government data system modernization program. In this role, you will lead post-implementation project management activities — overseeing stabilization, system enhancements, UAT, stakeholder engagement, and vendor oversight — for a mission-critical data platform serving program staff, regional users, and executive leadership. This is a full-time, on-site engagement in Tallahassee, FL running through June 30, 2027. Scope of Work: The Senior Project Manager will direct post-implementation activities for a government data modernization initiative. Key areas of accountability include stabilization management, issue triage and resolution, enhancement request lifecycle management, UAT oversight, organizational change management, vendor performance management, and weekly stakeholder reporting. The role requires weekly communication with technical and program teams, regular status reporting to senior leadership, and close coordination with internal IT, program divisions, and the system vendor. Key Responsibilities: • Manage post-implementation stabilization activities to ensure system performance meets program requirements., • Prioritize and oversee system issue resolution; validate that fixes are tested, approved, and deployed per change control procedures., • Monitor system performance, availability, and user experience metrics., • Serve as liaison between program stakeholders, technical teams, regional/local users, and the system vendor., • Maintain accountability for post-implementation operations, service levels, compliance requirements, and vendor performance., • Capture, analyze, and prioritize enhancement requests; facilitate enhancement review sessions., • Manage UAT planning, test case review, and acceptance validation for all system changes., • Lead organizational change management activities including communication planning and stakeholder engagement., • Oversee user training and knowledge-sharing sessions on system enhancements and best practices., • Manage and maintain the Project RAID log and other project tracking logs., • Provide weekly progress monitoring during the post-implementation operations period., • Review post-implementation deliverables and vendor tasks for accuracy, completeness, and quality., • Facilitate project team meetings and perform associated project management tasks., • Communicate weekly (verbally and in writing) with project teams, management, and technical staff., • Manage legislative-mandate-driven system changes: analyze impact, define requirements, ensure timely compliance., • Review and expand system training materials; recommend and implement enhanced training programs. Required Qualifications: • Minimum 10 years of project management experience including project planning, risk tracking, mitigation, and WBS maintenance., • Minimum 10 years communicating project updates orally and in writing to technical staff, executives, and end users., • Minimum 10 years facilitating current-state analysis sessions and producing case process documents and workflow diagrams., • Minimum 10 years with UAT methodologies and documentation., • Minimum 10 years developing and presenting detailed status reports to senior leadership., • Minimum 10 years delivering projects on schedule and within budget., • Minimum 7 years leading data or system modernization projects in a state government domain., • Minimum 1 year of experience with Early Intervention Information Technology systems., • Active PMP (Project Management Professional) certification required., • Criminal background screening (including fingerprinting) required prior to commencement of work. Preferred Qualifications: • Experience managing post-implementation stabilization and operations for government enterprise data systems., • Familiarity with legislative compliance management in a state government IT environment., • Background in organizational change management and formal communication planning., • Experience managing vendor relationships and SLA oversight in a government contract setting. Job Specific Knowledge, Skills, and Abilities: • Deep knowledge of project management frameworks (PMI/PMBOK) and best practices., • Strong analytical skills with ability to evaluate system enhancements, prioritize based on business impact, and communicate risk., • Proficiency producing and maintaining RAID logs, work breakdown structures, and project schedules., • Ability to build consensus and drive alignment among diverse stakeholders including program staff, IT teams, and vendor partners., • Skilled at translating technical information for non-technical audiences and vice versa., • Knowledge of data security and confidentiality requirements in government IT environments.
