Job Description ORGANIZATION DESCRIPTION: IBA empowers individuals and families to improve their lives and achieve socio-economic mobility through high-quality affordable housing, education, financial and resident empowerment and arts programs. JOB SUMMARY: The Chief Program Officer is responsible for overseeing and advancing IBA's integrated portfolio of programs, including early education, youth development, resident services, financial empowerment, and arts initiatives. This position provides strategic direction, ensures regulatory compliance, and drives cross-program collaboration to maximize community impact. The role involves supervising program directors, enhancing data systems, fostering staff development, and strengthening community engagement. Additionally, the leader will support financial planning, fundraising efforts, and external partnerships to ensure program sustainability and alignment with IBA's mission of equity, empowerment, and cultural celebration. ESSENTIAL FUNCTIONS AND RESPONSIBILITIES: Program Leadership & Strategy • Develop and implement a comprehensive programmatic strategy that integrates education, community services, financial empowerment, and arts initiatives., • Collaborate with Directors and program managers to establish annual goals, work plans, and measurable outcomes aligned with IBA's strategic plan., • Promote cross-program collaboration to eliminate silos, encourage shared learning, and drive innovation across all service areas., • Provide direct supervision and guidance to, • Directors of Early Education, Youth Development, Resident Services, Financial Empowerment, and Arts programs., • Responsible for leading and ensure compliance with all relevant regulations, licensing standards (e.g., EEC, NAEYC), grant requirements, and Department of Education Food Program, and others., • Oversee curriculum and program design, implementation, and evaluation to align with community needs and evidence-based models., • Monitor program schedules, enrollment, staffing, and service delivery to optimize quality, consistency, and efficiency across all initiatives., • Lead organization-wide efforts to enhance data tracking, monitoring, and evaluation systems for all programs., • Ensure accurate, timely reporting of outcomes, client data, and impact metrics using tools like Salesforce., • Leverage data insights to drive continuous program improvements, inform strategic decisions, and demonstrate impact to stakeholders., • Conduct site visits, oversee data quality checks, and develop reports/dashboards to monitor trends, gaps, and performance., • Support directors in identifying and providing professional development opportunities for educators, youth staff, resident services teams, financial empowerment and arts personnel., • Foster a culture of accountability, continuous learning, excellence, and cultural responsiveness among diverse teams., • Equip staff to handle complex behaviors and situations while delivering high-quality, inclusive programming., • Oversee strategies to strengthen family involvement, resident engagement, and community partnerships across all programs., • Ensure consistent, culturally affirming communication with families, residents, clients, and stakeholders to support empowerment, inclusion, and holistic development., • Champion customer service excellence, advocacy efforts, and culturally responsive practices., • Collaborate with the CFO and Philanthropy team to develop, monitor, and manage program budgets., • Support fundraising initiatives, including grant writing, donor engagement, solicitations, and participation in events like the annual appeal and Jorge Hernandez Leadership Awards., • Ensure financial sustainability, alignment with organizational priorities, and efficient resource allocation across programs., • Able to successfully pass full EEC Cori background check., • Bachelor's degree in Education, Social Work, Non-Profit Management, Public Administration, or related field preferred., • Minimum 7 years of senior leadership experience in education, youth development, community services, financial empowerment, arts programming, or related non-profit fields., • Proven success in managing complex, multi-faceted programs and leading diverse, high-performing teams., • Strong understanding of early childhood education standards, youth development models, housing stability, financial literacy, cultural arts, and festival/event management., • EEC Certifications (Director I and II) and case management supervision experience preferred., • Must be comfortable managing tense behaviors and situations., • Bilingual (Spanish-English) preferred., • Excellent communication, organizational, project management, and interpersonal skills., • Experience with data systems (e.g., Salesforce), budgeting, partnership development, and navigating complex organizational structures., • Demonstrated ability to influence through soft skills, problem-solve under pressure, and drive results in a mission-driven environment., • High degree of computer literacy, including word processing, spreadsheets, and Salesforce applications. Compensation and Benefits IBA is proud to offer very competitive $130,000-150,000 salary, commensurate with experience, and a robust benefit plan that includes an 80/20 premium cost share for comprehensive health, dental and vision insurance; a generous HRA provided by the company ($9,200 or $18,400 based on single and family coverage) and other built in supports that significantly reduces or eliminates out of pocket medical expenses. We offer a 403b plan with annual employer contribution, and generous paid time off and free parking (limited availability).
