WHAT WE ARE LOOKING FOR: Operations Manager JOB PURPOSE The Operations Manager serves as the primary leader for A21s North Texas Aftercare team, providing strategic direction, staff supervision, and oversight of all operational, financial, and programmatic functions. This role advances A21s mission through a Victim-Centered Approach and the 3R methodology (We REACH the vulnerable, We RECOVER the victim, and We RESTORE the survivor). The Operations Manager ensures high-quality care, compliance, accurate reporting, and comprehensive support for the CSEY Program in Cooke, Fanin, and Grayson counties, as well as A21 Aftercare services throughout the DFW region. The role cultivates strong partnerships and builds a collaborative network across counter-trafficking organizations, government agencies, task forces, NGOs, law enforcement, and other key stakeholders. The position also provides leadership to Aftercare staff, guiding crisis response, individualized care planning, and long-term stabilization efforts for survivors. The CSEY Advocacy Program is an essential part of the Texas Governors Office for addressing child sexual exploitation. The Operations Manager plays a pivotal role in ensuring holistic care and support for survivors of human trafficking and youth and young adults at risk for commercial sexual exploitation in North Texas. This includes overseeing the day-to-day operations of both the CSEY Program and Aftercare services, with a focus on achieving the best possible outcomes for each individual served. MAIN RESPONSIBILITIES/ KEY DUTIES Staff Management & Leadership • Lead, inspire, and care for staff and volunteers, upholding A21 Core Values, culture, and team spirit and morale., • Provide oversight of Aftercare staff, ensuring they have the necessary materials, support, and guidance to perform their roles effectively. Ensure that Aftercare staff receive training in A21 Standard Operating Procedures and Policies., • Maintain availability to staff members as needed in support of A21 operations, including during abnormal office hours if A21 is being contacted by law enforcement or another partner entity requiring crisis response or immediate action., • Care for and manage team members who may be experiencing extraordinary health or personal life challenges, ensuring appropriate support and referral to professional help when needed, and keeping management informed., • Oversee onboarding, training, and development of staff and volunteers, including regular performance feedback and coaching to ensure adherence to A21 standards, • Maintain weekly culture and leadership input through team meetings and individual meetings., • Conduct debrief meetings with Aftercare staff., • Prepare work schedules for Aftercare staff and provide updates to the Regional Director - Americas., • Develop and implement office policies in line with those of the global A21 organization. Survivor Care Management • Oversee the process for new survivors from intake to exiting the program,, • Ensure safe transportation of survivors to appointments or activities during the intake phase., • Conduct weekly Aftercare staff meetings to review the progress and care of survivors. Ensure survivor files are accurate, progress notes and documentation are completed on time, and all reporting in the Ops Platform (TOP) is verified monthly., • Guide the development of individualized care plans for survivors in collaboration with Aftercare staff. Monitor survivor progress and conduct individual sessions when appropriate., • Supervise survivor group activities within the Aftercare Program and oversee the facilitation of A21 Life Programs and other approved resources., • Oversee the coordination of counseling and trauma-recovery services by ensuring caseworkers make appropriate referrals and connect survivors with qualified professional providers., • Provide oversight to ensure caseworkers manage all legal documentation during the repatriation process and support survivors through legal procedures, including interviews and prosecution processes, by coordinating with attorneys and assisting with required documentation., • Respond to urgent crises within the Freedom Center, reporting to the Regional Director - Americas and Head of Aftercare as necessary. Strategic & Planning • Manage and develop operational programs in Texas, including overseeing Reach, Recover, and Restore initiatives., • Plan and track Desired Outcomes for Texas operations., • Develop strong partner relationships and build a network of Counter-Trafficking Organizations, Government Agencies, Task Forces, NGOs, Police and other government departments as appropriate. Liaise with other agencies and build community partnerships to support survivor progress., • Represent A21 at anti-trafficking events from civil society to government events, task force meetings, and coalitions., • Stay on top of emerging trends, best practices, and legislative developments in counter-trafficking, both at the state and federal levels., • Facilitate partnerships and MOUs with fellow service providers throughout the region., • Develop A21s role as a key stakeholder in the state, identifying opportunities to interact with Care Coordinators, Child Advocacy Centers, services for the Foreign National community, and the development of domestic adult services. Present and advocate for A21 cases during multidisciplinary meetings., • Be willing to represent A21 in media or promotional opportunities as needed. Finance & Budgeting • Prepare and manage the location budget., • Manage all reporting related to allocated funding., • Responsible for any reporting requirements as directed by the finance team., • Assist with the maintenance of any grant funding and reporting for the Texas location., • Pursue funding opportunities for A21s work and support the Advancement team as needed. Awareness & Partnership • Represent A21 at anti-trafficking events from civil society to government events., • Responsible for the growth and development of Partner Support as opportunities arise in the area., • Build strong relationships with churches and other communities, developing ways to engage the church community in the fight against trafficking., • Oversee the organization and management of the Global Freedom Summit events in Texas., • Collaborate with the US Reach and Mobilization teams on any opportunities in Texas related to Prevention, Awareness, and Education to be outworked in the surrounding area. Support the implementation of campaigns (like Can You See Me?). General Any other duties, which may be applicable within the scope and role of the position. PERSONAL SPECIFICATIONS - Qualifications, Experience, Knowledge & Skills Essential: • Bachelor's degree in Social Work, Psychology, Clinical Counseling, or a relevant discipline., • Minimum of five years of professional experience in Social Work, Psychology, Clinical Counseling, or a relevant discipline., • Minimum of 35 years of leadership or supervisory experience, including coaching, performance management, and staff development., • Exceptional interpersonal and communication skills, with the ability to engage and connect with diverse individuals., • Fluent in spoken and written English, with strong verbal and written communication abilities., • Demonstrated expertise in trauma-informed care and crisis management., • Previous experience working collaboratively with Government and Non-Government Organizations, understanding their processes and dynamics., • Experience in collaborating with law enforcement agencies, facilitating effective communication, and forming partnerships., • Ability to maintain strict confidentiality, ensuring the highest standards of integrity and ethical conduct., • Flexibility with work hours, including weekends, as needed to fulfill the responsibilities of the role., • Proficient in using Google programs such as Google Drive, Google Docs, Google Sheets, etc., • Possession of a valid driver's license, enabling transportation and support for survivors as required., • Strong commitment to equality and diversity principles, promoting inclusivity and respecting individual differences., • Uphold and promote the organization's values and ethics, reflecting a dedication to social justice and the well-being of survivors. Desirable: • Experience or working knowledge of the CSEY Program and related Aftercare services, • Training and facilitation skills, with the ability to design and deliver effective educational programs., • Previous experience in community groups or social work case management, demonstrating a comprehensive understanding of client support., • Proficiency in speaking and writing additional languages, facilitating communication with diverse survivor populations., • Current CPR/First Aid Certificate, ensuring the ability to respond to medical emergencies promptly and appropriately., • NACP certification or plans to obtain it, indicating a commitment to professional growth and adherence to recognized standards., • MSW (Master of Social Work) certification or plans to obtain it, reflecting an advanced level of knowledge and expertise in the field.
