Senior Quantity Surveyor Sub Division: Healthcare Location: Liverpool Contract Type: Permanent Hours: Full Time - 37.5 hours - Monday to Friday Creating and maintaining great places to live and work delivered by excellent people who care… Purpose of Role VINCI Facilities is seeking a commercially focused Senior Quantity Surveyor to provide commercial leadership across hard FM services and small works delivered across three Clatterbridge healthcare sites. This role is the commercial lead on site, ensuring robust subcontractor management, effective cost control, strong contractual governance, and accurate recovery of revenue. Working closely with FM, finance, and operational teams, the Senior QS supports the full commercial lifecycle of reactive works, small works, and project activities. Job Description As Senior Quantity Surveyor, you will oversee all commercial activity across three healthcare sites, ensuring contracts remain compliant, costs are controlled, subcontractors are managed effectively, and recoverable revenue is maximised. You will be responsible for the administration of subcontractor payments, valuations, and financial close out, while ensuring purchasing and P2P systems remain accurate and aligned with contractual requirements. You will also support pricing for small works, bids, and mobilisation activity, ensuring commercial governance is applied at every stage. This position requires someone with broader commercial exposure beyond traditional QS functions, including experience with CVRs, accounts management, and financial performance of FM contracts. Responsibilities Subcontractor and Payment Management • Manage the full lifecycle of subcontractor applications for payment, ensuring accuracy and timely processing., • Validate valuations and oversee the commercial close out of reactive and small works., • Coordinate with internal IT and purchasing systems to ensure correct and timely payment. Recoverable Works and Billing • Identify recoverable works and ensure accurate financial recovery., • Raise client invoices for recoverable elements., • Track and report recoverable costs to maximise revenue capture. Contract Compliance and Change Control • Ensure all contracts are maintained in date, compliant, and reflected correctly within P2P and procurement systems., • Manage change control where budgets or allocations are insufficient., • Align internal systems with contractual changes to ensure audit compliance. Small Works and Governance • Work with the FM team to apply pricing templates to small works., • Provide commercial oversight to ensure proposals and instructions align with contractual and internal rules., • Draft and issue contractual instructions following QS best practice. Cost Management, Valuation and Close Out • Manage single or limited valuations for low value works., • Oversee cost reconciliation and job close out, including subcontractor payments and recoverables. Procurement and P2P Oversight • Manage purchasing activity for FM and small works, ensuring alignment with procurement policy., • Maintain accurate purchase orders, variations and payments within governance frameworks. Pricing, Bids and Mobilisation • Support pricing for variable or unknown scope elements during bids and tenders., • Provide commercial input during mobilisation to ensure systems and processes are correctly established. Essential Qualifications/Skills • Strong understanding of the Quantity Surveying function within the context of FM services., • Broader commercial experience including CVRs, managing accounts, forecasting and commercial performance of FM contracts., • Experience working with subcontractors, valuations, invoicing and financial governance., • Ability to work with P2P and internal IT systems relating to purchasing and payment., • Strong commercial acumen with the ability to challenge and improve processes., • Full UK driving licence., • Ability to travel easily to Clatterbridge sites.
