This is a fantastic opportunity for an enthusiastic individual to join our QSHE department and grow into a critical role. You will start by supporting the licence to operate team in managing Offshore Safety Cases (SC) and Onshore COMAH Safety Reports (CSR) for Perenco SNS operations, while building your technical knowledge and experience through structured development and mentorship. Perenco SNS is the Duty Holder for two critical COMAH sites and thirty-six offshore assets. Within the License to Operate team, Safety Case Engineers play a critical role in ensuring these assets meet regulatory requirements and industry best practices. This junior position offers a clear pathway to progress into a highly influential role within the organisation, while providing the opportunity to gain exposure to all Perenco SNS assets and departments. This role will enable you to quickly build a broad understanding of the organisation. This is a full time role working Monday to Friday in our Norwich office. Key Responsibilities: • Assist in the preparation, review, and update of SC/CSR documentation under supervision., • Support coordination of material change submissions and stakeholder engagement., • Support and Co-ordinate the 5-yearly SC/CSR Thorough Review Programme, ensuring key stakeholders are engaged at the earliest opportunity., • Work closely with the Safety Case Engineer and Technical Safety department (or other nominated person) to ensure hazard management information (including bowties and QRA data) remains valid. In particular, keeping abreast of changes in ‘data-sources’ that are used in the QRA for calculating TRIF, PLL, IRPA etc., • Work with the various Performance Standard Owners and responsible engineers to ensure the content of the SC/CSR remains accurate at all times and these key documents are continuously improved to ensure accurate and relevant content., • Work with the PUK Operations, Projects and Decommissioning Teams to facilitate updates to existing SC/CSR to address the requirements of planned work., • Attend the weekly MOC meeting. Ensure all MOCs that require a non-material SC/CSR update are captured on the change tracker and those that require material change assessment are added to the submission plan., • Ensure a robust workforce engagement process for all SC/CSR updates, allowing sufficient time to receive and review feedback., • Ensure independent verification bodies are consulted on SC/CSR updates, allowing sufficient time to review and receive feedback., • Provide support to others within the QSHE Team to ensure our commitments relating to SCR 2015 regs, COMAH regulations, internal QSHE plans and improvement programs are achieved., • Support with engagement with regulatory bodies on matters relating to SC/CSR including general updates, material changes and thorough reviews. Keep abreast of changes in offshore legislation to ensure the business adjusts as required., • Support the maintenance of a register of all commitments made within the SC/CSR. Ensure these actions are registered, communicated and tracked on a regular basis ensuring delivery against any set deadlines., • Ensure key supporting documents (i.e. Emergency Response Plans, Lifesaving equipment layout plans, MAPDs) are kept up to date., • Identify additional ad-hoc resource requirements to manage ‘peaks’ in workload to ensure all relevant statutory deadlines can be achieved., • Maintain the SEMS document for Safety Case Management. Key Requirements Include: Qualifications • Degree or higher technical qualification, preferably in technical safety engineering (other technical disciplines considered)., • Chartered Engineer status not required for this role, but will be supported. We are an independent, non-profit organisation responsible for the Retail Energy Code — a key part of how the GB retail energy market is regulated. But we don’t just manage rules. What you’ll be doing The Market Design Lead plays a pivotal role in shaping and guiding the evolution of the retail energy market in Great Britain. Operating as part of the Design Authority for the Retail Energy Code, this role ensures that market design decisions are coherent, consumer-centric, operationally viable, consistent with regulatory and technical frameworks and aligned with broader strategic objectives. They will lead on the design and review of proposals that impact the functioning of retail market arrangements and maintain a strong interface between policy, strategy, business process, technical, assurance and implementation requirements. As part of a multidisciplinary Market Design Team, the Market Design Lead is responsible for leading design thinking and analysis to enhance the Retail Energy Code and its services. This will involve close collaboration with other design leads, senior stakeholders, internal teams (such as data, technology and strategy teams), project teams, REC service providers and REC stakeholders to deliver cohesive enhancements to the retail energy market, in accordance and compliance with RECCo’s regulatory obligations. This role will operate as the design lead for Switching and Registration in the REC. The REC sets out the governance, process, interfaces, technical requirements and assurance of the switching arrangements. This includes the requirements of the Centralised Registration Service (CRS) and Switching Data Service Providers, obligations for market participants, service management arrangements, data governance, data quality and process/obligations for market participants. The right candidate should have an interest, sound knowledge and understanding of the regulatory framework, process, technical design, service management, governance and assurance of the REC switching arrangements; how these can be evolved to further the REC objectives; and how these interact with other codes outside of the REC. Your Responsibilities Solution Design Leadership • Lead and own the design for Change Proposals, service enhancements and projects impacting the Retail Energy Code and REC Services, in accordance with agreed design principles and quality standards., • Analyse and define impacts to market requirements, participant roles, process flows and central systems., • Develop effective and comprehensive design artefacts, position papers, and impact assessments for Change Proposals to ensure the efficacy of the REC change process and project deliverables., • Provide support and leadership as a critical friend to other teams in RECCo, REC Service Providers and industry stakeholders on matters impacting the design and development of the Retail Energy Code and REC Services. Design Governance and Assurance • Provide clear, evidenced inputs into Design Authority decisions in accordance with agreed Decision-Making Principles., • Represent RECCo in formal design governance forums, working groups, and external events., • Support consistent application of the REC Design Principles and Decision-Making Principles across your work, and in engagement with wider governance forums., • Maintain version-controlled design artefacts and provide input to change logs and decision records., • Lead and support reviews of implemented changes to determine if benefits have been realised and measure the value of changes to the Retail Energy Code, to improve the efficacy and outcomes of the change process., • Identify and report any perceived or actual conflicts of interest in decision-making, whether at individual or company level. Cross Functional Collaboration • Collaborate with internal teams, project teams, Service Providers and REC governance functions to ensure activities are coordinated and dependencies are managed., • Collaborate with other Code Managers on cross-code impacting activities, ensuring proposals are developed efficiently in considerations of the wider-market impact., • Ensure proposals are subject to appropriate consultation and are developed transparently, with input from impacted stakeholders, in accordance with good industry practice and Decision-Making Principles., • Engage with Ofgem, DESNZ and other regulatory bodies as appropriate where there are dependencies and interactions required to support the design and delivery of changes to the REC. Change Management • Support the ongoing development, management and prioritisation of the REC Change Roadmap, ensuring this aligns with strategic priorities for the REC and agreed prioritisation criteria., • Work with Service Providers, internal project teams and Change Proposers to ensure Change Proposals follow the appropriate process to support decision-making and prevent the need for send-backs or rejections due to issues with solution quality or due process., • Take ownership of aspects of RECCo’s Delivery Plan against Ofgem’s Strategic Direction Statement (SDS) and provide regular reporting and updates in accordance with internal RECCo governance. About You • Good understanding of the GB retail energy market and its regulatory framework., • Good understanding of the Retail Energy Code and its associated change and governance processes., • Demonstrated experience in developing, reviewing and implementing solution designs and Change Proposals impacting regulatory arrangements., • Understanding of technical design documentation and requirements traceability approaches., • Excellent problem-solving and issue-resolution skills, with the ability to think “outside-the-box”., • Excellent communication skills, both written and verbal, able to understand and articulate complex issues., • Able to develop and maintain good relationships with the REC stakeholders and appreciate of their interests., • Strong attention to detail – able to identify seemingly small errors and discrepancies., • Experience and understanding of legal drafting, and how this links to solution design.
