Purpose \n \nProvide senior financial leadership to stabilise the organisation's financial position, strengthen core financial processes, and improve the accuracy and reliability of financial reporting. Work closely with the Board, Chief Executive, and Executive Team to support financial recovery and ensure effective information flow across the organisation. \n \nKey Responsibilities: \n \nFinancial Leadership & Compliance \n\n\n\t • Apply strong knowledge of local authority companies and public‑sector financial, legal, and governance frameworks.\n\t, • Ensure compliance with financial regulations and internal controls.\n\t, • Strengthen financial controls, income collection, and credit management.\n\t, • Oversee timely, accurate management accounts and financial reporting.\n\t, • Ensure robust systems for payments to suppliers, contractors, and staff.\n\t, • Review and rationalise banking arrangements and financial processes.\n\t, • Lead annual and in‑year budget setting, ensuring realistic and evidence‑based financial plans.\n\t, • Strengthen budget management through timely reporting, variance analysis, and corrective action.\n\t, • Build financial capability across the organisation and support budget holders.\n\t, • Act as a key link between finance, the Executive Team, and the Board.\n\t, • Strengthen internal financial governance, clarifying roles, responsibilities, and processes.\n\t, • Drive adoption of digital tools, automation, and data‑driven processes.\n\t, • Work with technology teams to integrate new systems and improve financial workflows.\n\t, • Build strong relationships with external partners, regulators, and stakeholders.\n\t, • Provide fair, accessible, and responsive services.\n\t, • Communicate clearly with internal and external customers and resolve queries promptly.\n\t, • Fully qualified accountant (ICAEW, ACCA, CIMA, CIPFA).\n\t, • Senior leadership experience in local government or regulated public‑sector environments.\n\t, • Strong technical expertise in financial strategy, budgeting, audit, governance, and statutory reporting.\n\t, • Proven ability to operate within public‑sector financial frameworks.\n\t, • Excellent analytical, communication, and influencing skills.\n\t, • Knowledge of VAT, treasury management, or repairs and maintenance business models.\n\t, • Experience leading financial recovery or transformation programmes.\n\t, • Understanding of commercial contracting, pricing, and cost allocation.\n\t, • Experience operating in complex, political, multi‑stakeholder environments.\n\t, • Strong partnership‑building skills with Boards, Executive Teams, and external bodies.\n\t, • Ability to produce high‑quality executive summaries and reports that support strategic decision‑making.\n\t, • Skilled at influencing behaviours and driving collaboration across diverse teams.\n\n\n \n\n Hays Specialist Recruitment Limited acts as an employment agency for permanent recruitment and employment business for the supply of temporary workers.
