Job DescriptionJob Title Quality Assurance / Quality Control (QA/QC) Manager – Turnkey Chiller Plant Project Project Overview The QA/QC Manager will support the turnkey design, procurement, installation, commissioning, and turnover of two fully operational 21,000-ton central chiller plants. The facilities must meet all performance, reliability, energy efficiency, safety, and regulatory requirements applicable to Central Texas, including extreme heat conditions, local AHJ requirements, and utility standards.Position Summary The QA/QC Manager is responsible for developing, implementing, and enforcing the Quality Management System (QMS) for the turnkey delivery of the chiller plants. This role ensures that all engineering, procurement, construction, installation, testing, and commissioning activities comply with contract documents, applicable codes and standards, manufacturer requirements, and best industry practices. The QA/QC Manager serves as the primary authority for quality planning, inspections, documentation, audits, non-conformance management, and final acceptance.Key Responsibilities Quality Management & Planning • Develop, implement, and maintain the Project Quality Management Plan (PQMP) for the turnkey chiller plant installation., • Establish quality procedures, inspection and test plans (ITPs), checklists, and acceptance criteria for all project phases., • Ensure alignment between design intent, performance specifications, and installed systems.Design & Engineering Quality, • Review design documents (P&IDs, single-line diagrams, layouts, sequences of operation, controls logic) for compliance with project requirements, codes, and standards., • Verify coordination between mechanical, electrical, structural, civil, and controls disciplines., • Ensure energy efficiency, redundancy, and reliability requirements are incorporated into final designs.Procurement & Vendor Quality, • Review and approve vendor submittals, shop drawings, and factory documentation for compliance., • Coordinate and witness Factory Acceptance Testing (FAT) for major equipment (chillers, pumps, cooling towers, switchgear, controls)., • Ensure equipment complies with applicable standards (ASHRAE, AHRI, ASME, NEC, NFPA, UL, IEEE, etc.).Construction & Installation Quality, • Oversee quality control inspections for mechanical, electrical, structural, piping, and controls installation., • Ensure proper installation of chillers, cooling towers, pumps, piping systems, valves, insulation, electrical systems, and BAS controls., • Verify workmanship meets contract requirements, manufacturer recommendations, and industry standards.Testing, Commissioning & Performance Verification, • Coordinate and oversee site acceptance testing (SAT) and commissioning activities., • Ensure system performance meets design capacities, efficiencies, and redundancy requirements., • Verify compliance with energy performance targets, including part-load and peak load operation under Central Texas conditions., • Confirm proper documentation of functional performance testing and integrated system testing.Code Compliance & Safety, • Ensure compliance with all applicable local, state, and federal codes and regulations., • Coordinate inspections with Authorities Having Jurisdiction (AHJs)., • Support project safety requirements by verifying quality-related safety controls and procedures.Non-Conformance & Corrective Actions, • Identify, document, and track Non-Conformance Reports (NCRs)., • Coordinate corrective and preventive actions with contractors and vendors., • Verify closure and documentation of all quality issues prior to acceptance.Documentation & Turnover, • Maintain complete and accurate quality records, inspection reports, test results, and certifications., • Ensure delivery of comprehensive as-built documentation, O&M manuals, warranties, and commissioning reports., • Bachelor’s degree in Mechanical Engineering, Electrical Engineering, Construction Management, or a related field (or equivalent experience).Experience, • Minimum 8–12 years of experience in QA/QC for large-scale mechanical or industrial projects., • Demonstrated experience with central utility plants or large chiller plants (10,000+ tons)., • Proven background supporting turnkey EPC or design-build projects.Technical Knowledge, • Strong knowledge of HVAC systems, large centrifugal chillers, cooling towers, pumping systems, and BAS controls., • Working knowledge of applicable codes and standards (ASHRAE, AHRI, ASME, NEC, NFPA, OSHA)., • Familiarity with commissioning processes and energy performance verification.Skills & Competencies, • Strong leadership and coordination skills across multidisciplinary teams., • Excellent documentation, reporting, and communication skills., • Ability to manage multiple vendors, contractors, and inspectors simultaneously., • Detail-oriented with strong problem-solving capabilities.Preferred Certifications, • Certified Quality Engineer (CQE), • ASHRAE Commissioning Process Management Professional (CPMP), • LEED AP or similar energy certification, • OSHA 30-Hour CertificationWorking Conditions, • Combination of office, construction site, and manufacturing facility environments., • Travel to vendor facilities and job sites as required., • Exposure to construction conditions in high-heat Central Texas environments.
