Please take a moment to watch our video to learn more about our culture and contributions to our members: youtu.be/hYNdMGLn19A Job Summary Under the supervision of the Manager, Eligibility, the Supervisor, Eligibility & COBRA supervises the administration of benefit eligibility and COBRA continuation coverage for 32BJ SEIU members. This role ensures compliance with federal and state regulations, supervises COBRA and other Eligibility staff, and monitors the daily activities for eligibility determinations. The Supervisor, Eligibility & COBRA will supervise staff, lead projects, ensure quality service and standards are met, and provide operational management support to the department. Essential Duties and Responsibilities • Establish clear, measurable service quality goals and benchmarks for the Department of Eligibility (DOE), COBRA administration, and related government agency interactions., • Ensures compliance with federal COBRA regulations, timelines, election tracking, reporting, reconciliation, enrollments, billing, and payments., • Provides the required supervisory activities: monitoring systems, ensure workflow procedures are followed or changed to meet new goals and objectives, along with counseling, coaching, and appraising staff, motivating and developing staff., • Analyzes and identifies workflow deficiencies. Suggests operational, policy, or procedural modifications that might improve service to the customer and works with unit staff to implement needed modifications., • Must be able to make independent decisions, sometimes taking risk, acting on initiative, and being held accountable for the results., • Ensures that the goals and objectives of the Department of Eligibility & COBRA are met, and that a proactive approach to problem resolution and operational enhancement is developed and sustained., • Ensures that all policies and procedures are appropriately communicated and are adhered to in the performance of daily functions., • Provides technical guidance and direction to the support staff in the performance of their functions., • Responsible for the quality and quantity of work in their area., • Develops and maintains summary reports to track and monitor quality and quantity of work in their area, • Ensures completion of tracking, testing and reporting DOE related V3locity (V10) system enhancements/incidents., • Provides direction in the absence of DOE Manager where needed., • Will serve as back up for DOE Manager for review and validation of eligibility file feeds and set up of V3locity (V10) eligibility related factor tables., • Assists in strategic planning of DOE staffing and training needs, including EPG where needed., • Perform other functions as necessary or as assigned by Management. Qualifications • Minimum of 3 years of extensive knowledge and traditional expertise in COBRA administration, Health Insurance Eligibility, and/or Department of Eligibility (DOE) operations with a proven track record of outstanding performance., • A high level of knowledge in COBRA and Eligibility & Enrollment processes, policies, and procedures is required. As well as the knowledge of health insurance benefits, contribution rules, and information systems., • Preferred prior experience in supervision, people management, or project management. Soft Skills • Will be required to respond to and resolve complex inquiries. To do so requires: collecting and analyzing data/information in real time, at high volume standards: operating computers with multiple information screens to research and resolve customer inquiries on line., • Superior human relations/interpersonal skills,, • Excellent oral and written communication skills,, • Proven leadership capabilities and the ability to motivate employees,, • Excellent judgment and decision making skills,, • The ability to follow up on problem resolution and delegated tasks,, • The flexibility to balance multiple functions and demands of the position,, • Strong coaching, counseling, and appraisal skills. Education High School diploma, GED, or equivalent experience. College degree a plus. Language Skills Speak, read, write and understand English. Spanish is a plus.
