Job Description The Fulton County Clerk of Superior and Magistrate Courts is seeking a strategic and detail-driven Director of Treasury Services to lead and safeguard all treasury operations. This high-impact executive role serves as the custodian of court-related funds, ensuring accurate receipt, disbursement, and reconciliation of monies in full compliance with Georgia law and court orders. Reporting to the Clerk’s senior leadership, the Director will champion financial integrity, implement rigorous internal controls, and uphold the highest standards of public accountability. This position plays a vital role in managing the treasury functions for both Superior and Magistrate Court operations, contributing directly to the Clerk’s mission of operational excellence and public trust. Essential Duties & Responsibilities Financial Oversight • Manage the receipt, deposit, disbursement, and reconciliation of all court-related funds, including fines, fees, bonds, and registry monies., • Ensure all transactions comply with Georgia laws, court orders, and county financial policies., • Oversee both Accounts Receivable and Accounts Payable operations to maintain accuracy, efficiency, and proper documentation. Internal Controls & Compliance • Develop and enforce strong internal financial controls that meet or exceed public-sector audit standards., • Coordinate with auditors and ensure full compliance with fiscal policies and regulations., • Direct the preparation of monthly, quarterly, and annual financial reports., • Ensure regular reconciliation of accounts, including operating, trust, and escrow accounts., • Manage financial software platforms, including Tyler Technologies’ Enterprise Justice, Sage 100, and Real Property Recording systems., • Oversee data integrity, system upgrades, and staff training to enhance efficiency and reduce errors., • Create and maintain standard operating procedures for all treasury functions., • Continuously evaluate workflows and implement improvements to increase accuracy, compliance, and productivity., • Serve as a key advisor to the Clerk and senior leadership on treasury-related matters., • Analyze financial trends, risks, and performance to guide strategic decision-making., • Act as the lead point of contact for internal and external audits., • Maintain well-documented financial records and ensure timely response to public records requests., • Direct the Treasury Services Division, providing vision and direction to all team members., • Lead hiring, training, scheduling, performance management, and professional development., • Serve as a communication bridge between treasury staff and executive leadership., • Ensure alignment of the division’s goals with overall organizational priorities., • Strong knowledge of accounting principles, financial markets, banking practices, and financial analysis and reporting., • Ability to interpret and apply state and federal laws, regulations, and guidelines relevant to court and public-sector financial operations., • Skilled in analyzing complex information and solving problems using sound judgment and deductive reasoning., • Proficient in both verbal and written communication, with strong attention to detail., • Capable of prioritizing tasks, managing multiple projects, and meeting deadlines in a fast-paced environment., • Able to work independently, demonstrating initiative and consistency within established procedures and policies., • Technologically adept with proficiency in Microsoft Office and navigating file systems and networks., • Experienced in utilizing financial software systems and databases to manage and track funds., • Demonstrated leadership and team management skills, with the ability to guide and support a multi-tiered financial team., • Committed to delivering superior customer service and maintaining professionalism in all interactions. Minimum: Bachelor’s degree from an accredited college or university in Accounting, Finance, Business Administration, Public Administration, or a closely related field. Seven (7) years of professional experience in financial management, accounting, treasury services, or a related field. Three (3) years in a supervisory or management capacity overseeing financial operations. Preferred: Master’s in Business Administration (MBA), Master of Public Administration (MPA), Master’s in Accounting or Finance, or a related field. Extensive experience working in a public sector environment, especially in a court system or county government finance role. Work Environment: Work is primarily performed in an office environment. This role may require occasional travel between courthouse locations or to external meetings. The position may occasionally require extended hours or adjusted scheduling to meet operational deadlines. The job regularly requires sitting for extended periods, as well as some moving, remaining in a stationary position for periods of time, and positioning oneself to access files or office equipment. The Director will frequently operate office equipment, requiring manual dexterity and visual acuity. This role requires communicating with staff and stakeholders in person or via telephone. The role may occasionally require light moving or transporting documents, files, or small office equipment (generally up to 20 pounds).
