POSITION SUMMARY The Housing Rehabilitation Project Manager (Construction Coordinator) plays a key role in delivering BCNi’s residential rehabilitation programs, with primary responsibility for the Vacant Rental Program (VRP), a state-funded initiative administered by NYS Homes & Community Renewal. Reporting to the Program Manager, Vacant Rental Program, and with a dotted-line reporting relationship to the Senior Director of Housing Development & Programs, this field-based position is responsible for: • Conducting detailed property assessments, • Developing scopes of work and cost estimates, • Managing contractor bidding and selection, • Overseeing residential rehabilitation projects through completion Unlike large commercial construction environments, this position focuses on community-based residential rehabilitation projects that require strong communication skills, technical competence, problem-solving ability, and a commitment to helping property owners and tenants achieve safe, compliant, and sustainable housing outcomes. DUTIES & RESPONSIBILITIES Duties are illustrative and may not be all-inclusive. A. Project Assessment & Scope Development • Conduct comprehensive site evaluations of residential properties to identify structural, systems, life-safety, accessibility, and code-related deficiencies., • Develop detailed scopes of work and cost estimates consistent with program guidelines, industry standards, and funding requirements., • Interpret environmental assessments, lead-based paint reports, and other technical documentation to ensure proper integration into project design., • Apply knowledge of residential construction means and methods to create practical, compliant, and cost-effective work plans., • Lead contractor engagement efforts including solicitation, bid coordination, and qualification review., • Assist in preparation and distribution of bid packages and related documentation., • Evaluate bid responses for completeness, cost reasonableness, and alignment with program requirements., • Conduct pre-construction meetings to clearly communicate scope expectations, timelines, documentation standards, and compliance obligations., • Serve as field-based project manager for assigned rehabilitation projects., • Conduct regular site visits to monitor progress, ensure adherence to approved scopes, and verify quality of workmanship., • Identify and address deviations from plans and specifications; coordinate corrective actions as needed., • Collaborate with local code officials and inspectors to facilitate compliance and final approvals., • Review contractor invoices and verify completed work prior to payment processing., • Ensure projects are completed in accordance with NYS HCR requirements, local code standards, and BCNi procurement policies., • Maintain accurate and complete project records to support funding compliance and program monitoring., • Assist with reporting, data entry, and documentation required for state and federal funding partners., • Communicate clearly and professionally with property owners, tenants, contractors, engineers, environmental professionals, and municipal staff., • Translate technical construction requirements into accessible, client-friendly explanations., • Strong working knowledge of residential construction systems, building science fundamentals, and rehabilitation methodologies., • Ability to interpret and apply building codes, construction drawings, and technical specifications., • Experience managing multiple concurrent residential projects in a structured and organized manner., • Ability to prepare accurate scopes of work and cost estimates reflective of current market conditions., • Working knowledge of publicly funded housing rehabilitation programs (HOME, CDBG, state-funded programs) is preferred, but not required., • Proficiency with project documentation systems and digital tools., • Strong analytical thinking, problem-solving ability, and sound field judgment., • Ability to maintain professionalism and composure in community-based, client-facing environments. Experience is prioritized. • Minimum three (3) years of progressively responsible experience in residential construction, rehabilitation project management, building inspection, or related trades., • Demonstrated experience overseeing contractors and managing small-to-moderate residential projects through completion., • Equivalent combinations of hands-on field experience, technical certifications, and training will be considered., • Degree in construction management, building science, engineering, or related field is beneficial but not required., • EPA Lead Inspector or Risk Assessor, • NYS Code Enforcement Official or Building Inspector, • OSHA 10/30 PHYSICAL & FIELD REQUIREMENTS • Ability to access attics, crawl spaces, basements, and other confined areas., • Ability to climb ladders, walk uneven terrain, work on active construction sites, and use appropriate PPE., • Ability to work around dust, insulation materials, and typical construction environmental conditions., • A personal vehicle is currently required; mileage reimbursement is provided., • Daily travel within Schenectady and/or Montgomery County is required. Schenectady and Montgomery Counties - field-based with office and administrative responsibilities out of BCNi’s Schenectady NY office. SALARY & BENEFITS • Salary begins in the mid-$50,000s and is commensurate with experience and qualifications.
