Job Description Title of Position: Reports To: Pay Grade: Annualized Starting Salary: Posting Date: Director, Financial Planning & Analysis/Controller Senior Director, Finance 901 $113,112.00 to $160,000.00 November 4, 2025 Closing Date: November 17, 2025 (5:00 p.m.) or until filled(Internal & External Posting) JOB SUMMARY: This position is responsible for leading and managing all financial planning, analysis, accounting, and general ledger activities within the organization. The role ensures the integrity and accuracy of financial reporting, compliance with GAAP and GASB, and the development of comprehensive financial models and plans. The Director of Financial Planning and Analysis / Controller will oversee the preparation of financial statements, budgeting, forecasting, and various financial analyses to support strategic decision-making and maintain the organization’s strong financial position. ESSENTIAL FUNCTIONS: • Develop and oversee the organization’s financial planning and analysis activities, including long-term financial models, budgeting, and forecasting., • Provide strategic financial insights and analyses to senior management, helping to guide the organization’s financial decisions and strategies., • Work closely with Corporate Performance and Sales and Marketing to develop revenue forecasts., • Coordinate and oversee the annual budget process, working closely with various departments to ensure alignment with the organization’s financial goals., • Develops, directs and maintains records and procedures, including adequate internal controls, so that financial reports properly reflect the financial condition of the Authority and operating results., • Ensures JAXPORT’s financial statements are prepared in accordance with generally accepted accounting principles as applied to governmental units. Ensures adherence to statutory requirements, JAXPORT policies and actions taken by the Board of Directors., • Designs, establishes and maintains general accounting systems to properly record all financial transactions on the books of accounts in accordance with sound accounting principles with adequate internal controls., • Develops and implements a comprehensive system of financial reports to provide management with pertinent information concerning the operating results of each JAXPORT business unit., • Reviews JAXPORT’s financial progress, comparing results with approved budgets and historical data. Submits reports and recommendations for corrective action to appropriate management., • Develops and publishes, through authorized management, directives and procedures on accounting and financial reporting., • Coordinates and monitors the activities of JAXPORT’s independent auditors. Includes oversight of all financial information, management’s discussion and analysis, footnotes, and overall responsibility for timely completion of the audit and annual audit report., • Conducts special projects as deemed necessary and/or requested by senior management related to the efficient and effective management of the JAXPORT’s financial resources., • In collaboration with appropriate senior management, discusses and evaluates various capital project financial instruments with JAXPORT’s financial advisors and/or investment bankers., • Maintains effective working relationships with City of Jacksonville counterparts, third party auditors, and other government agencies to ensure JAXPORT is effective in its dealing with outside agencies. Remains current on issues and topics relating to and affecting JAXPORT., • Performs other duties as required or assigned. MINIMUM REQUIREMENTS: • Education: Bachelor’s degree in Finance, Accounting, or related field required. CPA and/or Master’s degree preferred., • Experience: At least ten years of experience in financial planning, analysis, and accounting, preferably in a similar industry., • License/Certifications: CPA certification preferred., • Knowledge: Strong understanding of GAAP and GASB, financial modeling, and strategic financial planning., • Primarily office-based with occasional local travel required., • Must be able to remain in a stationary position and move inside the office to perform job duties., • This position does supervise employees.
