Job Description JOB SUMMARY/PURPOSE The Director of Regulatory Affairs plays a critical role in representing the Company and leading and guiding all interactions across the Company with the New Orleans City Council (NOCC or Council), Council members, Council and Council Utilities Regulatory Office staff, New Orleans community leaders and residents, economic development and chamber organizations, as well as community-based organizations; helping to direct and lead external interactions with key constituents in order to support Company core values and strategic goals. The position will also establish the development, processing, preparation and maintenance of documentation of all Company general rate cases and major regulatory filings, including cost of service and other load and rate studies, rates and tariffs, rulemakings, including rider recovery filings for purchased gas, pipeline replacement and energy efficiency programs in coordination with the Delta regulatory group. Imbedded in all efforts is to develop and maintain key relationships that increase awareness and understanding of Company, its business activities, goals and objectives, its commitment to safe and reliable delivery of energy, and its culture of environmental and community stewardship. JOB DUTIES/RESPONSIBILITIES • Establish and lead the Company’s regulatory strategy as identified through monitoring of regulatory and administrative proceedings at the city and state level., • Develop company position statements on issues raised in these proceedings, including implementation of innovative regulatory approaches to future rate making, cost recovery, innovative/new technologies, and environmental, social governance (ESG) efforts., • Oversee all Company testimony, responses to data requests and requests for information to identify potential issues, clarify terms, and suggest necessary changes before testimonies and responses are finalized. Further, reviews all data requests from intervenors; identifies emerging trends or issues; coordinates with external stakeholders on the discovery process and collaborates internally to ensure resolution., • Direct and oversee all Company rate cases and other ongoing regulatory filings in the City of New Orleans, including maintenance of a database of all regulatory communications and proceedings, as well as internal documentation of reviews and approvals of Company witness testimonies and responses to discovery. Monitor ongoing peer company activities for future opportunities for the Company., • Ensures compliance with applicable laws and regulations related to the administration of rates and other filings., • Serve as senior regulatory advisor on matters within area of responsibility that directly or indirectly impact the Company or its business environment, leading and supporting Company participation and representation in all state and federal matters which may affect the Company’s overall interests., • Represent the Company in city, state, and national industry and working groups (NOCC, and AGA, etc.)., • Develop and maintain business party relationships which are supportive of Company image, reputation, goals/objectives and influences regulatory policies., • Serve as primary liaison with Council members, Council and Council Utilities Regulatory Office staff, the mayor’s office, and attend relevant Council hearings. Develop relationships with Council members, their staffs, and the mayor’s office for access on issues of concern to the Company., • Lead stakeholder for Company efforts in all areas from rates, customer relations, operations, growth and engineering departments by coordinating economic development and community support initiatives such as community town hall meetings; one-on-one meetings with concerned community members; interaction with municipal leaders, economic development stakeholders and other key business associates., • Proactively engage, connect, influence, and increase Company’s reputation among key economic development, industry and community stakeholders to further develop positive and sustainable relationships for Company, the natural gas industry and in the communities Company serves., • Remain current on industry issues, proactively identifies emerging rules, and advises Company management how these issues may affect Company image, reputation, goals/objectives and influence regulatory policies and processes., • Provide oversight in the development and support for natural gas rate initiatives in New Orleans including preparation of complex regulatory filings., • Effectively and succinctly communicates complex regulatory and cost recovery concepts to broad and diverse internal and external audiences (Delta Utilities executives, Delta Utilities customers, regulators, intervenors, etc.) Minimum education required of the position • Bachelor’s degree in finance, business, economics, accounting, mathematics or a related field required, • Preferred:, • Juris Doctor (J.D.) an ABA-accredited law school, • 12 or more years of progressive experience in the utility/energy industry with expertise in rate and regulatory compliance, regulatory filings, and agency engagement. Cross-functional experience with legal, operations, sales, and/or accounting required., • Strong and working knowledge of rate regulated laws, regulated utility tariffs, rate-making procedures and processes, and demonstrated capabilities in the required legal compliance and analytics/financial competencies, • Working knowledge of regulatory processes, utility rate-making, revenue, cost of service and compliance requirements, • Demonstration of high-level competencies in accountability, collaboration, continuous learning and high performance in ambiguous situations, • Excellent analytical, communication (written and oral), and presentation skills to broad groups; ability to communicate complex concepts clearly and concisely, • Proficiency in conflict management and resolution, • Ability to quickly grasp big picture and reach appropriate conclusions from detailed analysis, • Experience interacting with senior management on legal, regulatory, accounting, financial or strategic planning issues, • Ability to manage multiple priorities and work effectively in a fast-paced environment with minimal supervision, • Ability to deal with ambiguity, • Proficiency in data analysis tools and regulatory software; proficiency in using Excel to develop and use complex spreadsheets using advanced techniques, • Experience in representing a company, as well as testifying on behalf of the company in regulatory proceedings is preferred, • Ability to develop strong rapport with regulators, • Ability to reach compromise positions with others, • Ability to manage occasional travel to regulatory hearings, meetings, and industry events, • Able to operate a personal computer, either desktop or laptop., • Able to travel as needed, attend in-person meetings, and deliver presentations.
