Job Description Talent Acquisition Specialist/Recruiter Pay Range: $70,000 – $85,000 per year (exempt) Department: Human Resources Position Summary The Talent Acquisition Specialist is responsible for managing full-cycle recruitment while supporting broader talent acquisition efforts across the organization. This hybrid role combines passive applicant management with proactive sourcing strategies to attract, engage, and hire high-quality candidates for licensed and non-licensed positions. Incumbent reviews inbound applications while also proactively identifying and engaging passive candidates through job boards, resume databases, LinkedIn, networking, and other sourcing tools. Builds and maintains candidate pipelines for high-priority and hard-to-fill roles, including licensed and non-licensed staff. Partners closely with department leaders to understand staffing needs, develop effective recruiting strategies, and ensure timely, compliant, and efficient hiring practices in a fast-paced healthcare environment. Key Responsibilities • Manage the full recruitment lifecycle for assigned roles, including job postings, sourcing, screening, interview coordination, reference checks, and offer facilitation., • Proactively source candidates through job boards, resume databases, LinkedIn, industry platforms, professional associations, and networking efforts., • Develop andmaintaintalent pipelines for high-volume, high-turnover, and hard-to-fill positions, including licensed and clinical staff., • Conduct structured phone screens and preliminary interviews to assess qualifications, cultural alignment, and licensure requirements., • Partner closely with hiring managers to define job requirements, compensation expectations, and realistic hiring timelines., • Advise hiring managers on market conditions, candidate availability, and competitive compensation trends in the Long Beach / Los Angeles market., • Maintainaccurateand compliant documentation within the Applicant Tracking System (ATS), ensuring all candidate records meet audit and regulatory standards., • Track and analyze recruitment metrics including time-to-fill, source effectiveness, interview-to-offer ratios, and turnover trends., • Support workforce planning initiatives by identifyinganticipatedhiring needs and creating sourcing strategies in advance of openings., • Ensure recruitment practicescomply withCalifornia labor laws, EEO standards, healthcare regulatory requirements, and internal policies., • Coordinate background checks, pre-employment screenings, and onboarding documentation in collaboration with HR and department leaders., • Assistwith drafting and updating job descriptions in partnership with HR leadership., • Promote a positive candidate experience throughtimelycommunication, professionalism, and inclusive hiring practices., • Participate in job fairs, campus outreach, community workforce initiatives, and employer branding efforts., • Build relationships with external recruitment partners, workforce development boards, and professional networks., • Support diversity, equity, and inclusion efforts by ensuringequitablerecruitment processes and outreach strategies., • Continuously evaluate and recommend improvements to recruiting workflows, sourcing strategies, and hiring processes., • Provide regular recruitment status updates and hiring forecasts to HR leadership and executive team members asrequested., • Ensures all recruitment activitiescomply withCalifornia employment laws, EEO standards, and internal policies., • Participate in job fairs, community outreach initiatives, and employer branding efforts to strengthen the organization’s talent pipeline and visibility in the market. Minimum Qualifications • High school diploma or equivalent required, • Minimum of two (2) years of experience inbehavioralhealth, healthcare, orhospitalsetting., • Minimum 2 years of recruiting and/or talent acquisition experience (in-house preferred)., • Demonstrated experience actively sourcing candidates beyond passive job postings., • Experience managing 10+ requisitions simultaneously., • Familiarity with Applicant Tracking Systems and online recruiting platforms., • Strong communication, organization, and relationship-building skills., • Working knowledge of California labor laws and employment compliance standards., • Strong teamwork and collaboration skills across disciplines and departments., • Demonstrated sound professional judgment; clinical judgment where applicable to licensure/role., • Proficiencyin the use of computers and standard keyboard functions for data entry and electronic documentation., • Effective verbal and written communication skills., • Ability to read, write, and communicate fluently in English., • Healthcare or behavioral health recruiting experience., • Experience recruiting licensed professionals (e.g., RN, LVN, Social Workers)., • Bilingual in English and Spanish, or other languages commonly spoken by the patient population., • Crisis prevention/intervention training (e.g.,HWC,CPI, PMAB) or de-escalation certification, • Knowledge of HIPAA, Title 22, and other applicable regulatory standards, • Familiarity with trauma-informed care principles and culturally responsive practices, • Leadership experience ordemonstratedcapacityto mentor others (if applicable to the role) Physical & Environmental Requirements • Frequent walking, standing, sitting, twisting, and bending arerequired., • Mustpossessadequate auditory capacity to communicate clearly and follow verbal instructions., • Ability to sit or stand for extended periods of time., • Must be able tooperatestandard office and/or clinical equipment requiring repetitive hand movements, manual dexterity, and fine finger coordination, including the use of computers, telephones, and related devices. Special Conditions • Employment is contingent upon successful completion of Live Scan fingerprinting, background check clearance, and verification of required licenses, certifications, and education, • Satisfactory completion of professional reference checks, • Must be legally authorized to work in the United States; Ocean View does not provide visa sponsorship for certain roles unless otherwise specified, • Compliance with all applicable federal, state, and local regulations, including California Department of Health Care Services (DHCS), The Joint Commission, and HIPAA standards, • Compliance with all required health screenings and immunizationsin accordance withregulatory guidelines and facility policy, which may include tuberculosis (TB) testing, N95 fit testing, annual trainings, and proof of vaccination for certain communicable diseases, • Availability to work evenings, weekends, holidays, or variable shifts as needed, based on operational or patient care needs, • Demonstrate understandingand becompliant with Patients' Rights, LPS Statutes, and Seclusion and Restraint Protocols.
