Starting Compensation: $50,000 - $60,000 Position Summary Under the supervision of the Executive Director, the Compliance and Quality Control Officer is responsible for coordinating, monitoring, and auditing compliance activities across PRHA housing programs, including the Housing Choice Voucher (HCV), Project-Based Voucher (PBV), Low-Income Housing Tax Credit (LIHTC), and other affordable housing programs administered or owned by the Portsmouth Redevelopment and Housing Authority. The Compliance and Quality Control Officer conducts quality control reviews and compliance audits to ensure program operations, client files, and agency practices comply with the PRHA Administrative Plan, Admissions and Continued Occupancy Policy (ACOP), HUD regulations, LIHTC program requirements, and all applicable federal, state, and local housing laws. This position plays a key role in identifying operational risks, strengthening internal controls, and ensuring the Authority maintains regulatory compliance and audit readiness with oversight entities such as HUD, Virginia Housing, and other regulatory partners. Essential Duties/Responsibilities • Coordinate and conduct agency-wide compliance reviews, quality control audits, and program evaluations for PRHA housing programs, including HCV, PBV, LIHTC, and other affordable housing initiatives., • Review client files and program documentation to ensure accuracy, completeness, and compliance with HUD regulations, LIHTC requirements, PRHA policies, and applicable federal, state, and local housing laws., • Monitor program operations including eligibility determinations, rent calculations, voucher issuance, waiting list administration, and recertification schedules to ensure regulatory compliance and timely processing., • Conduct internal compliance monitoring reviews and identify potential risks, deficiencies, or areas for improvement; develop corrective action plans and conduct follow-up reviews to ensure resolution., • Prepare reports summarizing audit scope, findings, corrective actions, and recommendations for senior management and assist departments in implementing compliance improvements., • Monitor data accuracy and reporting requirements in HUD and program databases, including PIC submissions, HUD Form 50058 reporting, and other program performance metrics., • Assist with preparing for and coordinating external audits and compliance reviews conducted by HUD, Virginia Housing, investors, or other regulatory partners., • Provide guidance and training support to staff regarding compliance requirements, documentation standards, and program procedures., • Review and interpret regulatory changes and assist with implementing policies, procedures, and best practices that strengthen internal controls and ensure regulatory compliance., • Monitor rent charges for Authority-owned and managed properties to ensure rents are calculated correctly and that approved rent increases are accurately entered into the system within established timeframes and in compliance with applicable program requirements., • Knowledge of HUD housing programs, including Housing Choice Voucher and Project-Based Voucher program requirements., • Knowledge of Low-Income Housing Tax Credit (LIHTC) compliance requirements and Tenant Income Certification processes., • Knowledge of federal, state, and local regulations governing affordable housing programs and public housing authorities., • Strong analytical and problem-solving skills with the ability to evaluate program compliance, internal controls, and operational procedures., • Ability to review complex program documentation and apply regulatory requirements to program operations., • Proficiency in housing management software systems, databases, and standard office technology., • Strong organizational and time management skills with the ability to prioritize assignments and meet deadlines., • Ability to communicate clearly and professionally both verbally and in writing., • Associate degree in Accounting, Public Administration, Business Administration, Real Estate Management, or a related field., • Five to seven years of experience working with HUD housing programs, including eligibility determinations, rent calculations, and compliance monitoring., • Minimum of three years of experience in quality control, compliance monitoring, or audit practices., • Housing Choice Voucher Specialist Certification or equivalent required. Physical Requirements: Work is primarily sedentary and performed in a standard office environment; however, the position may involve occasional physical activity such as kneeling, crouching, bending, or reaching to retrieve files and records. The work environment involves normal risks and discomforts typically associated with an office setting. The position requires the ability to sit, stand, bend, and stretch for extended periods of time. The employee may occasionally be required to lift, carry, or push items weighing up to 10 pounds. Occasional travel to various PRHA properties, or other work locations may be required, Frequent repetitive hand movements such as typing, writing, and operating office equipment are required.
