Position Description – What the Role Entails: The Director of Mental Health is responsible for the overall administrative, operational, clinical and strategic coordination of all mental health services to ensure individualized, competent, evidence-based care and long-term program sustainability. This role oversees the administrative functions of all mental health personnel, including billing analysis, insurance utilization, client trends, scheduling, and service flow. The Director works closely across Rincon Family Services—particularly with Human Resources, Quality Assurance, and Finance—to ensure alignment, compliance, and operational effectiveness. The Director, working with the CHBO, works with the Finance Department on budgeting, fiscal oversight, and program performance. The Director prepares and presents reports as required and ensures that resources are managed responsibly and effectively. The Director ensures all mental health services, including office based, community based, school based and our 24/7 mobile crisis response services, are delivered in a caring, respectful, and culturally responsive manner, consistent with organizational policies, regulatory requirements and best practices within Mental Health. The Director, overseeing Clinical Managers and supervisors, will ensure accurate, complete, and confidential participant records, which demonstrate individualized evidence based, and collaborative care, making proper referrals across Rincon programs. This role also builds and maintains external relationships to strengthen community partnerships, expand services, and enhance program reach. The Director is responsible for implementing and executing departmental strategy as established by the Office of the President & CEO in coordination with the Chief Behavioral Health Officer. Areas of Accountability - What you will be doing: Program Administration & Leadership • Administer the Mental Health Program to ensure services are delivered appropriately, competently, and respectfully, utilizing evidenced based care models, • Ensure all services comply with applicable policies, procedures, regulations, and licensing requirements, • Ensure monthly departmental KPIs and performance benchmarks are met, • Monitor and review program dashboards, reports, and utilization trends, • Supervise department leaders to ensure clinical integrity and programming standards,, • Work with Clinical leaders and external resources, as needed, to ensure staff are properly trained and supported for proper use of evidence-based and metric-based care, • Ensure Clinical Managers oversee comprehensive Individualized, Integrated Assessments and Treatment Plans (IATPs) and that any deviations are documented and addressed, • Oversee Continuous Quality Improvement (CQI) and Quality Assurance (QA) efforts in collaboration with the QA Department, • Work closely with the CBHO and Finance Department on budgeting, billing analysis, and financial sustainability, • Use data and trends to inform staffing, service delivery, and operational decisions, • Community Engagement & External Relations, • Build and maintain relationships with community partners, referral sources, and stakeholders, • Educate external partners and the community on mental health services and programs, • Perform other duties as assigned in support of departmental and organizational priority. Occasional standing and walking are required during site visits, staff engagement, or community events. The position may involve light lifting (up to 10 lbs) for materials or equipment and occasional driving to travel to other Rincon offices, attend off-site meetings or partner facilities. Schedule: • Medicaid, HIPPA, CARF, OIG and all other accreditation and licensure requirements, • Basic, relevant Medicaid and private insurance and billing procedures, • Clinical assessments and metric based care, • Evidence Based, Trauma Informed Mental Health interventions, including for crisis, • Staff and program management and evaluation, • All relevant legislation, policies and practices, • Analytical and problem-solving skills, • Effective verbal and listening communication skills, • Strong interpersonal skills, • Cultural awareness and sensitivity, • Sound work ethics, • Be consistent and fair, • Be compassionate and understanding, • Be flexible, adaptable and able to work effectively in a variety of settings, • Work independently with little supervision, • Minimum of an MSW or equal Master Degree; certificate educational training in not-for-profit social services management preferable, • 5 plus years of mental health services work experience or healthcare management experience, • Knowledge of clinical intake, assessment and evidence-based treatment, excellent customer service and communication skills (verbal and written), • Strong data entry and general computer skills, • Completion of mandatory trainings as required by funders, vendors and/or government contracts and desire to continue to enhance professional development, • In addition, must pass pre-employment drug screening, background check to include finger printing and clearance by OHS Background Check Unit,
