The HR Specialist will be responsible for all aspects of payroll and human resource administration within a skilled nursing facility. The HR Specialist will actively participate in recruiting, employee benefits administration, human resource policy and procedure administration, as well as other administrative functions pertaining to management or general business of daily operations. The HR Specialist will also assist the Administrator with performing work of substantial importance in accordance with current applicable federal, state, and local standards, guidelines, and regulations, to assure that proper administrative procedures are maintained at all times. Administrative Functions • Consult with department managers concerning the staffing of their departments, eliminating/correcting problem areas, and improvement of services., • Ensure that the Facility has qualified personnel available to provide the best service for resident comfort and convenience (e.g., personnel demonstrate the knowledge and skills necessary to provide care appropriate to the age-related needs of the residents served.)., • Coordinate the entire recruiting and onboarding process using an online applicant tracking system, • Participate in the recruitment and retention efforts of staff; including interviewing, attending job fairs, posting of open positions, etc., • Review applicants to determine suitability for open positions within the Facility. (e.g., job applications, resumes, reference checks, etc., of those persons meeting the eligibility requirements for the position in which they applied)., • Process all newly hired personnel information and all change of status data., • Ensure new employees are oriented to the Facility and explain policies and procedures, payroll procedures, etc., • Maintain all facility personnel files in compliance with state and federal employment practices., • Ensure hiring/discharge procedures are in compliance with established policies and procedures., • Ensure that the Facility is in compliance with current applicable federal and state employment regulations regarding wages, overtime, work hours, workers'/unemployment compensation, etc., • Coordinate health and welfare insurance, as well as paid time off benefits, • Provide public information (i.e., verification of employment, wages, etc.), in accordance with current laws, regulations, and guidelines governing such matters., • Make written and/or oral reports/recommendations to the Administrator concerning personnel needs, problem areas, etc., as deemed necessary or appropriate., • Perform administrative tasks such as completing necessary forms, reports, etc., and submitting them to the Administrator and Corporate Office as required., • Ensure timekeeping records/punches are completed in a timely and accurate manner. Reviews, edits, and audits employee time system punch detail. Prepares electronic timesheets for payroll processing., • Monitor Worker Compensation claims and coordinate work between employees and the insurance carrier. Ensure OSHA recordings and posting are complete., • Maintain attendance records and records of counseling, warning, and other disciplinary action taken against employees., • Assist with the termination of employment when necessary; documenting and coordinating such actions with the Department heads, Administrator and/or corporate office human resource department., • Conduct exit interviews., • Monitor unemployment claims and assist the Facility with appeals., • Administer employee leaves of absences such as FLMA and other leaves in accordance with company policies as well as state and federal guidelines., • Maintain a good employee relations program that serves the best interest of the Facility and community alike. Committee Functions • Serve on, participate in and attend various committees of the facility as appointed., • Attend scheduled staff meetings to assist in identifying and correcting problem areas and/or the improvement of services. Personnel Functions • Develop and maintain a good working rapport with other departments within the facility to assure that daily activities can be performed without interruption., • Create and maintain an atmosphere of warmth, personal interest, and positive emphasis, as well as a calm environment throughout the facility. Staff Development • Ensure training and in-services are provided on a regularly scheduled basis; assist in planning in-service classes, on-the-job training procedures, and orientation for newly hired employees., • Attend and participate in workshops, seminars, etc., to keep abreast of current changes in employment matters, as well as to maintain professional status., • Attend and participate in Facility mandatory in-service training programs as scheduled (e.g., OSHA, TB, HIPAA, Abuse Prevention, etc.). Accounts Payable Functions • Requires closely working with the Corporate Director of Finance on Accounts Payable specific items., • Ensure invoices are properly filed and/or scanned., • Ensure expenditures are properly authorized and general ledger coded., • Ensure timely and accurate input of information into the financial system., • Process authorized vendor payments via manual check or electronic processes., • Research and resolve reconciling items., • Communicate with vendors regarding the status of accounts, payments, or other inquiries. Working Conditions • Works in office areas as well as throughout the facility., • Moves intermittently during working hours., • Is subject to frequent interruptions., • Is involved with residents, personnel, visitors, government agencies/personnel, etc., under all conditions and circumstances., • Is subject to hostile and emotionally upset residents, family members, etc., • Communicates with the medical staff, nursing service and other positions temporarily, when necessary., • Is subject to call-back during emergency conditions (e.g., severe weather, evacuation, post-disaster, etc.)., • Is subject to injury from falls, burns from equipment, odors, etc., throughout the day, as well as to reactions from dust, disinfectants, tobacco smoke and other air contaminants., • Is subject to exposure to infectious waste, diseases, conditions, etc., including TB and the AIDS and Hepatitis B viruses., • May be subject to the handling of and exposure to hazardous chemicals. Education and Experience • Must possess, as a minimum, a high school diploma or its equivalent, • Experience in a human resource capacity preferably within a health care or skilled nursing facility preferred., • Proficiency with computer software programs (i.e., Microsoft Word, Excel, Payroll and HRIS systems, etc.). Specific Requirements • Must be able to read, write, speak, and understand the English language., • Must possess the ability to make independent decisions when circumstances warrant such action., • Must possess the ability to deal tactfully with personnel, residents, family members, visitors, government agencies/personnel and the general public., • Must possess leadership ability and willingness to work harmoniously with other personnel., • Must have patience, tact, cheerful disposition, and enthusiasm, as well as be willing to handle residents based on whatever maturity level at which they are currently functioning., • Must possess the ability to seek out new methods and principles and be willing to incorporate them into existing activity services., • Must be able to relate information concerning a resident's condition. Physical and Sensory Requirements (With or Without the Aid of Mechanical Devices) • Must be able to move intermittently throughout the workday., • Must be able to speak and write the English language in an understandable manner., • Must be able to cope with the mental and emotional stress of the position., • Must possess sight/hearing senses or use prosthetics that will enable these senses to function adequately so that the requirements of this position can be fully met., • Must function independently and have flexibility, personal integrity and the ability to work effectively with residents, personnel and support agencies., • Must meet the general health requirements set forth by the policies of this facility which include medical and physical examination., • Must be able to relate to and work with ill, disabled, elderly, emotionally upset and at times, hostile people within the facility., • May be necessary to assist in the evacuation of residents during emergency situations.
