Position Overview\n The Project Manager provides senior-level leadership, coordination, and oversight in support of Commander, Naval Air Forces (CNAF) Aircraft Carrier Readiness Support (ACRS) mission. This role is responsible for planning, managing, and executing complex aircraft carrier readiness, maintenance, modernization, and lifecycle support efforts across multiple CVN platforms, ensuring alignment with CNAF priorities for readiness, warfighting capability, safety, and personnel. \n The Project Manager serves as the primary interface between CNAF, TYCOM staffs, ship’s force, Naval Shipyards, Regional Maintenance Centers (RMCs), SUPSHIP, and other government and industry stakeholders to ensure aircraft carriers remain mission-capable across all phases of the Optimized Fleet Response Plan (OFRP) and Global Maritime Response Plan (GMRP). \nKey Responsibilities\nProgram & Project Leadership\n\n • Plan, direct, and oversee aircraft carrier readiness, maintenance, and modernization efforts in support of CNAF CVN Maintenance, Material, and Readiness objectives.\n, • Lead multi-disciplinary engineering, logistics, and readiness teams supporting USS Nimitz (CVN 68), USS Gerald R. Ford (CVN 78) class carriers, and other assigned CVNs.\n, • Provide centralized coordination and oversight for task execution across multiple task orders, ensuring schedule, cost, performance, and readiness objectives are met.\n, • Ensure compliance with applicable OPNAV, NAVSEA, TYCOM, JFMM, and CNAF policies and instructions.\n\nReadiness Operations & Assessment\n\n, • Support CNAF CVN Readiness Operations Center (ROC) initiatives to standardize readiness reporting, metrics, and analytics.\n, • Integrate readiness data across personnel, training, equipment, supply, ordnance, and logistics to support capabilities-based readiness assessments.\n, • Lead Carrier Readiness Calls (CRC) and readiness reviews to identify gaps, elevate issues, and drive corrective actions.\n, • Utilize data analysis and predictive modeling to anticipate readiness risks, reduce unscheduled downtime, and improve mission capability.\n\nMaintenance, Modernization & Availability Execution\n\n, • Oversee integrated planning and execution of CNO-scheduled availabilities, modernization efforts, RCOH, DPIA, PIA, CIA, and inactivation availabilities.\n, • Manage development and execution of Life Cycle Maintenance Plans (LCMPs), Availability Work Packages (AWPs), Ship Change Documents (SCDs), and Justification Cost Forms (JCFs).\n, • Coordinate modernization planning and execution activities, including Fleet Modernization Program (FMP) support, SCD programming, and lessons learned capture.\n, • Review and evaluate maintenance provider estimates, production plans, and execution metrics to ensure accuracy, efficiency, and readiness impact.\n\nEngineering & Technical Oversight\n\n, • Provide senior oversight for professional engineering support across naval architecture, marine mechanical, electrical/electronic, HM&E, and integrated logistics disciplines.\n, • Ensure effective configuration data management, technical documentation control, and logistics data accuracy throughout maintenance and modernization events.\n, • Support engineering studies, design reviews, diagnostics (non-intrusive), and system assessments to inform readiness and lifecycle decisions.\n\nLogistics, ILS & Configuration Management\n\n, • Oversee Integrated Logistics Support (ILS), Maintenance Support Center (MSC), and Configuration Data Management (CDM) activities.\n, • Ensure accurate shipboard configuration records, COSAL data, maintenance histories, and logistics documentation.\n, • Support logistics training, assessments, and shipboard validation efforts to sustain long-term carrier readiness.\n\nDamage Control, Safety & Compliance\n\n, • Support CNAF damage control programs, including 8010 Industrial Fire Safety Manual compliance and TYCOM oversight initiatives.\n, • Assist in evaluating damage control readiness, training effectiveness, and compliance with established safety and material readiness standards.\n, • Ensure contractor efforts align with all safety, environmental, and nuclear propulsion restrictions defined by NAVSEA and CNAF.\n\nStakeholder Coordination & Communication\n\n, • Serve as the primary contractor point of contact for CNAF leadership and senior Navy stakeholders.\n, • Facilitate Integrated Product Teams (IPTs), readiness reviews, and coordination meetings across government and industry partners.\n, • Bachelor’s Degree in Engineering (Marine Mechanical Engineering, Marine Electrical/Electronic Engineering, or Naval Architecture) from an accredited institution.\n, • Minimum of eight (8) years of experience in Naval shipboard engineering and maintenance.\n, • Minimum of two (2) years of recent supervisory experience (within the past five years) planning, managing, or supporting U.S. Navy ship availabilities.\n, • Fifteen (15) years of experience supporting Naval nuclear aircraft carriers, including: \n\n • HM&E systems expertise\n, • Program management for maintenance, modernization, and CNO availabilities\n, • Work package development, integration, and execution\n, • Direct coordination with Naval Shipyards, SUPSHIP, TYCOMs, and ship’s force\n\n\n, • Fifteen (15) years of technical involvement in depot- and intermediate-level repairs, modernization, and RCOH/DPIA/PIA/CIA availabilities.\n, • Fifteen (15) years of experience with Naval Nuclear Propulsion systems, including ten (10) years of onboard operational experience.\n, • Ten (10) years of experience evaluating maintenance provider estimates during availability planning.\n, • Three (3) years of recent supervisory experience at the GS-13 or Navy LCDR equivalent level.\n\nWork Location\n, • Government facilities and onboard aircraft carriers.
