Job Description Johnson Service Group is looking to hire a Human Resources Analyst to work in Costa Mesa, CA. The ideal candidate will be responsible for professional level support of the District’s human resource functions including recruitment, classification and compensation, employee engagement, performance management, employee relations, labor relations, and related special projects. Schedule will be Mon-Fri, 8:00 a.m. – 5:00 p.m. Pay range: $47.00 to $58.71 per hour 6-month contact. Experience working in public sector human resources (e.g., City, County, School District, Special District, etc.) Experience executing the following within the public sector. • Full-Cycle Recruitment, • Employee and Labor Relations, • Classification and Compensation (e.g., revising job description and conducting salary surveys), • Performance Management, • Employee Engagement Surveys, • Performing miscellaneous HR-related projects requiring analytical skills and strong writing ability, • Experience working with Neogov (Applicant Tracking System), • Flexible and adaptable to change, • Ability to manage one’s own time and priorities, • Easy to work with across all employee levels (from front-line employees to top-level executives), • Conducts full-cycle recruitment activities, including recruitment planning, advertising, testing coordination, interview preparation, reference checks, and related correspondence, • Maintains and updates the District’s classification system; conducts reclassification studies and develops or revises job specifications, • Supports compensation administration through wage, salary, and benefits studies; maintains salary/benefits databases and prepares reports with recommendations, • Assists with the annual performance evaluation process, including review and editing of evaluations, • Ensures compliance with applicable laws, regulations, and District policies; interprets personnel policies and recommends updates as needed, • Participate in labor relations activities, including contract negotiations, cost analysis, proposal development, and issue research, • Addresses employee relations matter by providing coaching, conducting investigations, and coordinating pre-disciplinary meetings, • Responds to inquiries from employees, applicants, agencies, and the public; resolves complaints professionally and efficiently, • Conducts HR research and data analysis; prepares reports, Board and committee materials, policies, budgets, and other documentation, • Develops, coordinates, and delivers employee training, development, and recognition programs, • Bachelor’s degree from an accredited college or university with major course work in personnel administration, business administration, public administration, or related field., • 3 - 5 years of increasingly responsible professional human resources experience in a public agency.
