Job Description Company Overview The Manchester Transit Authority was established by the State of New Hampshire on May 1st, 1973. The MTA operates both fixed route and student transportation services within the local area, dedicated to providing safe and reliable transit options for the community. Job Overview We are seeking an energetic and detail-oriented Safety Manager to lead our safety initiatives and ensure a secure environment across all operations. In this vital role, you will develop, implement, and oversee safety policies that promote occupational health and safety standards, compliance with federal and state regulations, and a culture of continuous safety improvement. Your proactive approach will help protect our team members, passengers, and assets while fostering a safety-first mindset throughout the organization. This position is responsible for managing field service to ensure safe operation of Transit bus service as well as safety related procedures among MTA staff. The position is responsible for oversight of MTA’s Drug and Alcohol Program and ensuring USDOT compliance. WORK SCHEDULE Hourly position, 40 hours per week, generally Monday through Friday including occasional evening, weekend, and holidays as needed. This position, is also “on-call” as needed to ensure proper operational management coverage. JOB DUTIES • Implementation and oversight of Drug and Alcohol Program in accordance with the U.S. DOT regulations to; including all testing, compliance, and confidential record keeping components. As noted above, Drug and Alcohol Program Manager (DAPM) certification is required., • Accident response and investigation, including ensuring compliance for post-accident drug and alcohol testing in accordance with the U.S. Department of Transportation (DOT), Federal Transit Administration (FTA), Federal Motor Carrier Safety Administration (FMCSA) and Manchester Transit Authority (MTA) regulations and policies., • Oversight, maintenance, and implementation of MTA’s Public Transportation Agency Safety Plan (PTASP) and its requirements., • Active supervision of all employees to ensure proper safety protocols, as well as federal and state regulations are being adhered to., • Monitors two-way radio communications and responds via radio or in person to any safety related incidents; including accidents, passenger issues, loading/unloading passengers, on-time performance issues, operator performance, minor mechanical issues, wheelchair securements, etc., • Assisting Staff and Operators in the event of road closures, route delays or hazards, passenger issues, and/or vehicle issues or breakdowns., • Identification, evaluation, and correction of safety issues, hazards, and concerns; including participation in the Safety (Joint Loss) Committee and Customer Comment process., • Coordination with State Safety Oversight Agencies (SSOA) and the primary contact for emergency situations, state and local law enforcement and emergency services, city departments (Highway, Parks and Recreation, Parking, and Traffic), in relation to safety operations within our service area., • Assisting MTA’s Training department to ensure training on/compliance with all federal, state, and MTA policies and regulations; including monitoring and maintenance of operator and vehicle qualifications. Additionally, assists with post-accident training and review process., • Works closely with Training Coordinator and Assistant Director to ensure safe vehicle operations requirements are met., • Additional responsibilities include secondary support in dispatch as well as driving of routes as needed., • Will require attendance at FTA and FMCSA training courses, which may require travel, • Receive and process customer complaints and provide resolution, • High school degree minimum, equivalent or greater. Associates Degree or work experience in transportation, focus on safety preferred., • Knowledge of local streets, • Strong communication skills, verbal and written, • Transportation supervisory experience preferred;, • Ability to prioritize tasks and service coverage effectively, • Must hold a valid driver license for two (2) years., • Possession of or ability to obtain CDL-B, Passenger Endorsement, School Bus Certificate, Air Brake, • Must have an excellent driving history Must have the ability to pass a physical examination in accordance with U.S. Department of Transportation (DOT) regulations, • Must have, or have the ability to obtain, Drug and Alcohol Program Manager (DAPM) certification, • Must pass a criminal background check ESSENTIAL JOB FUNCTIONS • Ability to communicate in the English language, • Ability to deal tactfully and effectively with the public, • Ability to effectively train, supervise and coach employees, • Ability to act decisively and effectively in emergency situations, • Ability to sit and/or stand for extended periods of time, • Ability to operate a standard business computer, advanced technology experience preferred, • Ability to use an electronic street map to provide navigation, • Ability to operate a radio communication device, • Hourly wage, $70,720, • Health, Dental, Life Insurance Contributions, Pension and ability to contribute to 457 plan, • Paid Vacation based on service time and sick time, • Paid Holidays, • Dental insurance, • Employee assistance program, • Health insurance, • Health savings account, • Paid time off, • Vision insurance
